Purpose of Position :

To plan, coordinate, administer and oversee operational and maintenance activities, including compliance with operational agreements in accordance with all relevant legislation, acts and regulations. Provide team leadership to operational and maintenance staff.

Duties / Responsibilities :

Under the direction of the Manager the incumbent is responsible for the coordination and implementation of all operational and maintenance activities.

Team Leadership:

Supervises and directs the activities of staff, ensuring regulations, policies and procedures are adhered, i.e. Occupational Health and Safety Act

Prepares and schedules staff work and prioritizes assignments, following up to ensure completion;

Liaison with Operations Manager to discuss workload availability pertaining to employee vacation requests based upon operational and maintenance requirements in the Hub;

Ensures safety regulations are followed by all staff and all PPE equipment is used;

Provides technical training as required and/or recommends training and development courses for staff;

Advises the Operations Manager of any human resources issues or performance problems including recommendations for staff Performance Planning and Review (PPR) process;

Acts in the absence of the Assistant Operations Manager during vacation or periodic absences;

Develops a variety of reports for the Hub management and recommends changes in operating procedures to management and staff, i.e. Standard Operating Procedures (SOP's).

Acts as technical advisor to management.

Lead and coordinate all Operational activities:

Leads and coordinates operational staff and activities in order to meet all C of A and legal requirements;

Recommends and/or implements changes to processes to improve facilities operations;

Support facility performance by implementing corporate objective standards, Environmental Management Systems (EMS) and Occupational Health and Safety;

Assists with facilities operations, including monitoring facility processes, utilizing the in-plant SCADA systems and Outpost;

Review process data and calculations for completeness and accuracy;

Troubleshoot facility processes and provide direction to Operations Staff for corrective action;

Identify, research and recommend new process technology to optimize process quality and reduce costs;

Acts as Overall Responsible Operator.

Lead and coordinate all maintenance activities:

Oversees the computerized system Work Maintenance System (WMS);

Plans maintenance on equipment and processes in accordance with established routines, performance history or manufacturer's recommendations;

Coordinate and schedule repairs and replacement of all equipment and structures within the facilities, determining priorities time frames, costs and resources required;

Oversee Capital Projects by obtaining pricing, prepare client capital approval forms, coordinate suppliers and contractors, staff and equipment, manages project and finalizes cost for client invoicing;

Maintains inventory of all supplies and equipment;

Research, plans and coordinates maintenance projects to reduce operating expenses and increase operational efficiencies;

Identify and implement new maintenance practices and technology;

Research and recommend techniques to carry out maintenance repairs to extend life span of equipment.

Financial Administration:

Assist the Operations Manager and Assistant Operations Manager to develop annual O&M budgets and provides recommendations relating to potential operational & maintenance expenditures;

Monitor and controls allocated budget, i.e. purchases and expenditures; advises Operations Manager of any unforeseen/emergency costs and recommends and oversees “Capital” work to ensure work is completed efficiently and that all related costs are captured and invoiced to the client;

Provides recommendations for client capital forecasts.

Reporting:

Provide operational or maintenance reports to Management as required.

Compensable Factors :

Knowledge

Good technical knowledge of the theories, principles and practices related to the operation, maintenance and administration of water and wastewater processes and related equipment;

Thorough knowledge and understanding of environmental and health and safety legislation, regulations, procedures and guidelines including the Safe Drinking Water Act, Environmental Protection Act, Ontario Water Resources Act, Regulations 170/03, 128/03 and 169/03, Occupational Health and Safety Act as well as other statues to monitor program delivery and ensure compliance;

Position requires good planning, financial and analytical skills to manage and plan multiple projects, assess Hub priorities in a large geographic area to effectively coordinate operation and maintenance programs within budget;

Good interpersonal skills are required to effectively communicate with Agency staff, clients, other levels of government and the public;

Supervisory skills train, direct and assign work activities;

Must hold a valid WT1, WWT1, WD&S1, WD1 & WWC1 as a minimum, with the ability and CEUs to obtain the highest certification level of the Hub within a prescribed timeframe;

Valid Class G driver's license required.

Judgment

Work is performed under the general direction of the Assistant Operations Manager, with the latitude to schedule, coordinate and assign projects, within the framework of government legislation, policies, procedures and practices;

Supervision and scheduling of staff in a geographically dispersed area, determining work priorities in order to meet deadlines and the clients programs;

Ensure optimization of resources, staffing and financial, to effectively maintain the continuity of operations and maintenance services programs, as well assessing potential environmental impacts or health and safety concerns.

Accountability

The incumbent is directly accountable for:

Personnel: Provides direction to operational and maintenance staff.

Impact of Decisions: Errors in judgment relating to the maintenance work program could result in the inefficient use of maintenance resources, equipment failure, non-compliance, contractual obligations and financial losses to the Hub and the Agency. Failure to identify problems and detect errors or the inappropriate interpretation of legislation, acts or regulations, could lead to loss of credibility with clients and increase the risk to health and safety to the public.

Program: The position is responsible for the effective and efficient administration of assigned operations and maintenance services and programs, which supports a large geographic cluster of water and wastewater treatment facilities responsible for the provision of safe water and wastewater treatment.

Material and Financial: Responsible for estimating, planning, recommending and monitoring the expenditures directly related to the operational & maintenance services budget, recommending costs and potential expenditures in the development of the Hub budget, including advising/recommending unforeseen expenditures as the need arises and annual client capital forecasts.

Contacts

Internal: Frequent contact with the Operations Manager and Hub staff to exchange information, resolve operational and technical problems. Contact with Area and Agency colleagues to exchange/share information of mutual interest and concern.

External: Position has frequent contact with municipal clients and the general public to deal with information requests, complaints and associated concerns. Frequent contact with contractors related to projects and expenditures. Regular contact with all levels of Provincial government, and on occasion Federal government, to provide information, discuss issues, area of concerns and resolve problems.
