Purpose of Position :

As a member of the Provincial Park Team, under the general supervision of the Park management to carry out a variety of technical duties, program responsibilities and group leadership associated with park enforcement, visitor registration, orientation, security, facility sanitation, general maintenance and the park operation plan. The position functions within the areas of Resource Management, Enforcement, and Park Maintenance.

Duties / Responsibilities :

1. Provides technical, operational and monitoring enforcement and group leadership duties for the successful implementation of the park operating programs by: - Enforcing provincial statutes (i.e. Provincial Parks and Conservation Reserves Act, Liquor Licensing Act, Highway Traffic Act, etc.)

Documenting warnings, laying charges, issuing appearance notices and summary conviction tickets as required, and attending court as required.

Maintaining an accurate and detailed record of all enforcement activities/occurrences, compiling occurrence reports, and purchasing seized items for disposal.

Providing general resource management technical training and group leadership to other members. Working in compliance with Occupational Health and Safety Act and its Regulations and any workplace practices as directed by the employer.

Ensuring workers take precautions to protect the health and safety of themselves and others by complying with such acts, codes, policies, procedures or accepted workplace practices as may be appropriate.

Advising workers of actual and potential dangers in the workplace and the required precautions.

Providing customer reception/information/assistance and orientation to park programs, hazards and benefits of wise use of park resources according to park policies, practices and regulations.

Assisting with the collection of visitor statistics.

Promoting user compliance with park rules and regulations through regular public contact and through routine/non-routine patrols.

Carrying out routine facility inspections for security, damage reports and to ensure their normal operations.

Advising/reporting/recording problems, violations, and complaints to the park duty officer.

Provides general park maintenance functions by carrying out routine maintenance tasks, e.g. lawn mowing, painting/staining, minor repairs/maintenance to buildings/utilities, garbage collection, grounds/campsite/trail maintenance, general facility maintenance/sanitation, etc.

Operating light powered equipment (e.g. lawnmowers, chainsaws, boats, augers, shovels, small hand tools, etc.)

Assisting in the delivery of the natural heritage education program such as talks, lectures, demonstrations, tours, walks, special events and hikes, pointing out features of interest.

Providing general resource management technical or historical information and teaching skills such as trekking, bird watching, flora and fauna identification, etc.

2. Performs other related duties such as:

Acts as park duty officer in the absence of the Park Superintendent and Assistant Park Superintendent.

Duties as required during park emergency situations.

Undertaking specific ecological and species at risk monitoring and reporting within each park, under the guidance of the Zone Ecologist. Monitoring natural areas for invasive species and implementing appropriate control measures where feasible and necessary.

Assisting specific planning functions under the guidance of the Zone Senior Planner to support the planning process, (i.e. collection of information, land title searches, etc.)

Conducting administrative duties such as preparing and updating monitoring and audits, completing time sheets, maintaining inventories.

Other duties as assigned.

The incumbent shall, while in the workplace, conduct themselves in compliance with the Occupational Health and Safety Act and any workplace practices as directed by the employer.

Report any hazards of which they are aware to their supervisor.

Managers have the right to assign additional duties.

The incumbent shall work in compliance with the Occupational Health and Safety Act and its regulations and any workplace practices as directed by the employer. The incumbent shall ensure that workers take precautions to protect the health and safety of themselves and others by complying with such acts, codes, policy, procedures or accepted workplace practices as they may be appropriate. The incumbent shall advise workers of actual and potential dangers in the workplace and take the required precautions.

Staffing and Licensing :

Ability to be designated as a Park Warden and meet the ministry criteria and standards in the Use of Force.
Ability to obtain a valid Standard First Aid Certificate
Possess a valid Class “G” Driver License or equivalent as recognized by the Province of Ontario

Knowledge :

Working knowledge of resource management principles and techniques as they apply to parks as well as relevant acts, regulations, policies, procedures and guidelines.

Job requires knowledge of relevant legislation, policies and procedures to conduct Park Warden duties and to assume the role of duty officer on assigned weekends; and to enforce provincial statutes and by and explaining rules/procedures to employees and park visitors.

Job requires knowledge of park administration, business practices, purchasing, accounting policies, procedures and guidelines to update park training records, maintenance and equipment records, maintaining adequate inventory of park maintenance supplies.

Job requires knowledge of work plan procedures to track project expenditures and to ensure approved budget is not exceeded; providing input into the budget planning process to provide information about funding required for planned projects.

Job requires the ability to proficiently use computers and common office productivity applications, such as word processing, spreadsheets, databases, email and internet to facilitate camper registration and reservation, store operation, purchasing, word-processing, record-keeping, data base needs, and internet and e-mail correspondence and internet.

Job requires working knowledge of safe operation and maintenance of a variety of equipment to carry out routine maintenance duties and operate light powered equipment, (e.g. lawn mowers, chain saws, boat motors, etc) and general building maintenance

Job requires knowledge of customer service standards/practices, telephone operation and etiquette to serve park clients and respond to general information requests from internal/external clients.

Job requires knowledge of the Occupational Health and Safety Act and its regulations to conduct training and workplace inspections, and to ensure all employees comply with relevant acts, codes, policies, and procedures. Knowledge of WHMIS and of the proper use and storage of industrial chemicals.

Skills :

Job requires analytical skills to determine urgency of matters/inquiries/processes and give priority based on knowledge of subject matter or by discussing with supervisor/park staff and evaluating park needs.

Job requires analytical skills to apply resource management principles and techniques and to respond to emergency situations considering urgency, implications and possible effects to ensure environmental and human protection.

Job requires analytical and organizational skills to organize own workload; to ensure assignments are completed within established time frames (e.g. enforcement reports and requisitions); and to assign work to park staff to ensure the efficient operation of the park maintenance program.

Job requires group leadership skills and interpersonal communication skills to provide direction to park staff by assigning work, explaining work methods, monitoring performance, and ensuring continuity in services.

Job requires communication skills to address complaints, and to clarify and explain items in detail to park visitors regarding park procedures, policies, and legislation and to conduct Park Warden duties.

Job requires the skill and physical ability to meet the physical demands of the position and to pass Park Warden Certification. Job requires the skill and ability to operate tools and equipment safely and efficiently.

Job requires arithmetic skills to accurately account for change float, track expenditures, purchasing supplies, prepare travel claims, and maintain park inventories (e.g. equipment, store items, uniforms, and forms.)

Freedom of Action :

Job requires working within established legislation, policies, and procedures to perform regular Park Warden duties and assist in park operations such as maintenance, revenue collection, and enforcement duties.

Job requires adhering to and accessing relevant Ministry policies, procedures, guidelines, directives, established practices and legislation to provide answers to inquiries and to perform tasks (e.g. park reservations policy, revenue receiving requirements, purchasing guidelines, customer service standards, and Park Warden legislation).

Job requires that matters of a contentious nature be referred to supervisor (e.g. poor performance of staff members, interpersonal conflicts, performance issues of staff members, non-routine expenditures, and operational changes.)

Job requires performing tasks with minimal direct supervision and on initiative (e.g. composing correspondence, issuing permits, verifying expenditures, park warden duties) and establishes work priorities within established policies, procedures and directives.
