Purpose of Position :

To assist Aviation Services in its analysis, business cases development, and procurement/contract planning initiatives in support of section infrastructure, air-fleet renewal, procurement improvement, new technology onboarding, and business process efficiencies. To assist the Special Project Coordinator with the implementation of major capital investments to support the delivery of client focused aviation services.

Duties / Responsibilities :


1. Assisting in the application of economic methodologies, models, and tools such as:
- Conducting cost benefit analysis, net present value and life cycle analysis for aircraft replacement, aircraft improvements, infrastructure replacement, facility maintenance options and to assist with the development of service level agreements.

2. Undertake analysis of projects using sound statistical methods and economic principles and practices utilizing a variety of software (e.g. MS Project, Excel, Access, Oracle Discoverer Viewer, Arcview etc.).

3. Apply project management techniques to gather, input, and arrange tasks and to assist with scheduling delivery of multi-million dollar investments in aircraft, facilities, and technology.

4. Provide input to economic development studies through analysis of databases and expert surveys to determine historical use of infrastructure, and purpose of flights and geographic location of flights.

5. Assisting with development of guidelines, options, reports, presentations, analytical and technical advice, and working recommendations based on research, teamwork, and sound understanding of the business and economic implications.

The incumbent shall, while in the workplace, conduct themselves in compliance with the Occupational Health and Safety Act and any workplace practices as directed by their immediate supervisor.

Knowledge :

Position requires general knowledge of aviation business, general government business/fiscal planning cycles, natural resource and environmental economic theory, principles and practices, economic research, analytical methods and techniques, and data modeling in order to assist with input to economic development studies and cost benefit analysis. Position requires knowledge of microcomputer software including word-processing, spreadsheets, database, GIS, and economic analysis packages in order to assist with developing guidelines options, reports, and presentations.
Position requires a general understanding of Ontario Government's Role in delivery of Public Safety and its commitment to maintain supporting Infrastructure.

Knowledge of worker responsibilities as outlined in the OH&S Act.

Skills :

Position requires analytical skills in order to assist with cost benefit analysis, net present value and life cycle analysis. Position requires excellent oral and accurate written communication skills in order to write business cases, options analysis and technical studies. Position requires organizational skills in order to organize approaches to analysis and to focus on results. Position requires the ability to work independently and/or as part of a multidisciplinary team on concurrent projects, often to strict deadlines.

Freedom of Action :

Work is performed under the direction of the Manager, Business Services, in accordance with predetermined methods, procedures and templates. Job requires ongoing updates to supervisor and other team members through regular meetings, discussions and periodic reviews to deal with project issues. Project issues to be referred to supervisor for best method of resolution. Work is regularly checked and monitored for progress by supervisor to ensure project objectives and timelines are met.
