Purpose :
To lead medium to large-scale projects related to the research, analysis, development and implementation of mission-critical HR business solutions, information management systems, strategies, tools and resources. To lead continuous improvement initiatives that optimize HR service delivery through best-in-class HR business solutions, information management and HR performance measurement capability.
Key Responsibilities :
1. Leads business solutions initiatives and projects that provide reliable management of HR information systems (e.g. e-Careers, Redeployment Information Management System) to enable delivery of HR programs such as recruitment, HR consulting, employment transition, classification, summer employment and HR capacity-building, including the development and co-ordination of information management and reporting requirements and analysis.
2. Leads planning, coordination and stakeholder consultation activities to identify HR business and information management needs related to changes in programs, services, policy and collective agreements. Develops and verifies business and information systems requirements, functional and technical specifications and statements of work to drive business process improvement projects.
3. Assists information technology specialists with the testing of new applications and system enhancements by developing and executing robust tests, evaluating results, formulating options to resolve resulting issues, and participating in problem resolution activities. Creates and executes test scripts to ensure quality management. Identifies system application issues and co-ordinates the development of functional and program specifications and system problem resolution with information and information technology partners.
4. Evaluates and recommends improvements to HR service delivery by evaluating processes, conducting quality assurance reviews of systems and measurement of data to ensure process effectiveness, data integrity, security, reliability and appropriateness to meet client requirements. Identifies and assesses impacts of new or changed business processes. Produces error/sample data reports for resolution (e.g. blank fields, anomalies). Undertakes problem analysis and resolution for system users.
5. Leads, plans and develops research projects to create decision-making tools and reports that build HR service delivery intelligence to inform program design and continuous improvement initiatives. Identifies, sources, analyzes and synthesizes critical information, data and pertinent indicators to assist management with program and service planning.
6. Coordinates quarterly business planning activities with enterprise business owners and ministries on upcoming initiatives. Leads business process analysis for information tracking, monitoring and reporting.
7. Develops a range of tools and reports using a wide array of information technology systems for management to inform HR program design, delivery and continuous improvement decision-making. Monitors and interprets data and trends, including performance measures and service standards, analyzes variances and resolves discrepancies.
8. Leads, plans and develops business cases and proposals for business process or system improvements to support recommended strategies and new service delivery initiatives, including options and risk analyses, to assess implications of proposed alternatives. Develops and plans strategic delivery approach and tools for communicating and implementing new business process and system enhancements to working groups and management.
9. Leads, plans and develops communication and change management strategies, and communication of complex HR business solutions aimed at introducing best practices, new or re-engineered programs or procedures. Develops and delivers training and information sessions on new or changed business systems to build capacity.
10. Manages project budgets in accordance with financial policies and ministry practices.

Human resources related information systems and databases and systems development methods to design databases, and a wide variety of analyses and reports; access, gather and analyze appropriate data for diverse and specialized uses, ensures data integrity, and prepares various reports and responds to special requests.
Human resources planning/management programs and diverse range of specialized human resources management functions and roles, to promote and advise on human resources business solutions and information needs; and to analyze, report and make recommendations on business and service delivery systems solutions for HR systems, business tools and activities.
Quantitative and statistical analysis, in order to analyze ministry workforce data make projections and assessments of impacts of organization design options/plans, etc. Concepts and methodologies to identify and guide interventions in business improvement. Testing methodologies to develop and execute robust testing.
Performance measurement and program evaluation theory, principles and methods to design and develop effective decision-making tools for management, including an analytics framework, to measure and report on effectiveness and efficiency of HR program and service delivery and HR capacity-building initiatives.
Research and assessment methodologies and skills to identify, obtain, validate and review ministry workforce information.
Project management theories, principles, methodologies, techniques and trends to lead a variety of projects and business process change initiatives from concept to implementation.
Program Responsibility :
Responsible providing advice and guidance on systems improvements and resources for the effective management of mission-critical HR business solutions, information and measurement that enable core HR service delivery programs (e.g. recruitment, employment transition, HR consulting, classification, summer employment and HR leadership and capacity-building).
Designs and recommends integrated business processes, solutions and information management systems and approaches, system management and reporting improvements, best practices, processes and procedures that provide data for analyzing service delivery effectiveness and the HR community's workforce planning needs.
Determines business solutions and information management requirements for new or changed legislations, policies or collective agreement provisions and provides business consulting services (research, analysis, impact and gap analysis, project management, change management, recommendations and advice) to partners and stakeholders across all divisions in the HR community, Ontario Shared Services, and Information & Information Technology.
Analytical Thinking :
Analyzes impacts of new and changed requirements and identifies and designs business solutions and approaches to systems solutions to ensure HR programs and services continuously improve and meet changed requirements. Maps business requirements for identifying, assessing, and recommending improvements to business processes and information management systems and to execute testing.
Identifies and troubleshoots complex system problems and collaborates with information and information technology partners to determine resolutions.
Develops and recommends effective decision-making tools for management, including an analytics framework, to measure and report on effectiveness and efficiency of HR program and service delivery and HR capacity-building initiatives.
Applies conceptual, research, analytical, evaluation and problem-solving skills to assess new legislation, policy or collective agreement direction and the information management and determine business solutions impact on program or service delivery, and to apply statistical and analytical techniques.
Planning / Coordinating :
Plans projects from concept to implementation, including the initial assessment of issue through development of project plans, identifying stages, linkages and dependencies.
Plans and coordinates stakeholder consultation processes, working groups and committees and ensures clarity of roles and responsibilities. Follows up with partners to monitor and assess progress of work in various areas, including those outside of own Branch.
Integrates project activities to ensure progress, meet timelines and produce expected outcomes.
Leadership/Guidance :
Provides technical expertise to management and colleagues related to projects, business solutions initiatives, systems testing, reporting and data analytics. Coaches and mentors junior staff members and interns.

Works within a framework of legislation, policies, procedures, and best practices, collective agreements and guidelines, and under direction of manager.
Provides business solutions and information management advice to management, stakeholders, partners and clients. Anticipates business and information requirements.

Interpersonal/Communication :

Consults with management and specialists in the HR community, OSS and I&IT group on emerging issues to problem-solve and to recommend solutions.

Represents the branch to internal and external audiences and stakeholders regarding the strategic approach to HR business solutions and information management, and facilitates linkages to ensure holistic HR service delivery.
Physical Effort :
Most of the time is spent in an office environment with frequent opportunity to move about. Occasionally, moves/lifts light objects.

Requires visual attention and concentration throughout long periods of reading when doing research, conducting risk analysis and going over policies and relevant legislation.
