Purpose of Position :

To perform skilled trade tasks and a wide variety of maintenance and construction duties for the Central East Correctional Centre and to assist other maintenance staff as assigned.

Duties / Responsibilities :

In a maximum security correctional centre, the incumbent performs general maintenance, repairs, general upkeep duties in one or more of the skilled trades and other related support services by:

1. Assisting ministry skilled tradespersons in performing a variety of semi-skilled maintenance and repair duties in carpentry, masonry, and electrical areas by building and installing partitions and renovations, repairing furniture, windows, brick and plaster surfaces and painting same; maintaining and inspecting equipment and installations; assisting Ministry or private contract personnel in major structural repairs or alterations; unplugging toilets and wash basins and changing light bulbs.

2. Operating and/or maintaining various pumps/burners, water softeners, kitchen items, grounds equipment replacing and/or cleaning air and roll media filters, lubricating, belt tightening, etc.

3. Repairing and/or maintaining tubular steel furniture, security screens, steel structures, security and non-security locks.

4. Performing routine repairs in the absence of other maintenance staff and assist plumber and electrician as required with their duties, complete/maintain appropriate logs/records.

5. Performing regular preventative maintenance and checks on equipment as determined by supervisor/manager, such as the operation of equipment/tools, including institution vehicles; notifying supervisor of need for repairs/replacement; performing grounds maintenance/snow removal.

Managers have the right to assign additional duties.

The incumbent shall work in compliance with the Occupational Health and Safety Act and its regulations and any workplace practices as directed by the employer. The incumbent shall ensure that workers take precautions to protect the health and safety of themselves and others by complying with such acts, codes, policies, procedures or accepted workplace practices as may be appropriate. The incumbent shall advise workers of actual and potential dangers in the workplace and the required precautions.

Staffing and Licensing :

Qualified in one or more of the skilled trades and licensed by the appropriate Ministry and/or equivalent demonstrated acceptable experience in the maintenance field. Valid driver's license, First Aid and Heartsaver certified.

Knowledge :

Job requires knowledge of one of more of the skilled trades, including techniques and appropriate license issued by Government of Ontario in given trade(s) and/or equivalent demonstrated acceptable experience in the maintenance field.

Job requires knowledge of relevant legislation (e.g. Occupational Health & Safety Act), municipal by-laws and codes, provincial building codes, in order to ensure the safety and integrity of installations, and to prevent injuries to staff or resident helpers and to aid in determining work methods. Job requires knowledge of blueprints, schematics and specification diagrams/drawings and Ministry and government requirements for correctional facility security, lockout/tagout procedures, confined space entry, and elevated work to assist in performing work and ensuring safety of workers and resident helpers.

Job requires knowledge of the techniques, equipment and tolls used in a particular skilled trade in order to determine the proper methods for performing installation, replacement, repair and construction work on sections of the facility, such as walls, shelves and equipment.

Job requires general knowledge of other construction trades, such as carpentry, plumbing, masonry, electrical, to perform general maintenance and contraction projects, and to assist skilled tradespersons.

Job requires knowledge of institutional practices/procedures to ensure compliance with standards, proper equipment operation/utilization, and to maintain the safety and security of the work area and offender helpers.

Skills :

Job requires assessing safety of maintenance and construction projects to ensure safety standards of building codes/legislation are being met.

Job requires determining proper tools, methods and labour needed to complete assigned work.

Job requires assessing tools/equipment in need of repair and reporting to supervisor.

Job requires written communication skills to complete reports on projects assigned and to complete performance and incident reports for supervisor and maintain logs. Job requires ability to perform a wide variety of maintenance tasks; such as, painting, plumbing, carpentry, welding, lock repair and maintenance, etc.

Job requires the ability to use and to instruct in the use and safety of various power equipment and hand tools needed for repairs, renovation and construction on the site.

Freedom of Action :

Job requires working in accordance with government codes, regulations and guidelines, the established practices and procedures of own trade, and an understanding of basic rules of other skilled trades.

Job requires selecting work methods in accordance with government legislation, codes and by-laws.

Work is subject to review and monitoring for progress, quality and results, e.g. updating supervisor/manager on progress of assignments.

Job requires working in accordance with institutional policies and procedures with regard to security of inmate helpers and work area.

Job is accountable for the counts, safekeeping and security of tools, supplies and equipment in shop and on all assigned work locations.
