Purpose of Position :

To lead and manage the day-to-day aircraft maintenance activities including hangar and field repairs at multiple regional bases.

To maintain a diverse fleet of aircraft in an airworthy condition for flight in accordance with the Federal Canadian Aviation Regulations, the OMNR Maintenance Policy & Control Manual, Aircraft Manufacturers.

Key Responsibilities :

1. Coordinates and assigns daily and weekly scheduled and unscheduled maintenance requirements in accordance with Transport Canada Regulations, Airworthiness Manuals, Ministry Maintenance Policy and Control Manual, Approved Maintenance Schedules and Aircraft Manufacturers recommendations. Directs and monitors the Maintenance Policy and Control Manual in order to be in compliance with the quality assurance requirements. Performs complex maintenance tasks on the aircraft to ensure customer needs are met and satisfied.
2. Ensures that Airworthiness Directives, Service Bulletins and Special Inspections are completed within the required time frames including accurate documentation of the work performed.
3. Assists in aircraft accident investigations and, as requested, assists with Transportation Safety Board accident investigations. Leads the salvage or recovery of damaged or destroyed aircraft, usually from remote locations with little external support, relying on personal experience, knowledge and ingenuity to complete the task.
4. Organizes and maintains technical records for all aircraft under his/her control that pertain to the work being accomplished.
5. Acts as liaison between the Air Maintenance Engineers, the Senior Manager of Production and Quality Control, the Chief Engineer and the Quality Assurance & Quality Control Specialists in regard to technical and administration matters.
6. Provides input into maintenance planning, aircraft modifications, work procedures and inspection procedures and standards.
7. Active member of the Quality Assurance Committee, providing direction and support to monitor and continually enhance maintenance procedures currently in place and provide input into the Reliability and Evaluation Program. Leads or assists in issues management related to the maintenance of ministry aircraft operations.
8. Maintains the care and control of an inventory of aircraft parts located strategically throughout the province.

Managerial Responsibilities :

1. Delivers a program/service through supervision, planning, and coordinating the daily operations of assigned team.
2. Supports a values-based and inclusive team through technical, administrative, and operational direction to staff. Assigns and coordinates work, evaluates performance, identifies staff training needs and escalates employee relations matters.
3. Controls and monitors allocated operation budget for the unit/program and regularly provides assurance reports on financial activities.
4. Provides quality client service to stakeholders.

Qualifications :

Valid Transport Canada Aircraft Maintenance License endorsed as defined in the Class Standards.
Valid Restricted Radio Operator's Certificate-Aeronautical.
Must be able to obtain an Airport Security Clearance per Transport Canada requirements.
Valid passport or ability to acquire.
Ontario class G Driver's License.

Knowledge :

Ministry program and operational objectives, policies and service delivery models, to supervise a team in a ministry program, service or initiative area, to identify and recommend program resource requirements and to ensure adherence with program/service goals and objectives.

Human resources practices, policies and collective agreements in relation to recruitment, training and development, and employee relations; to complete performance agreements, mentor employees, monitor performance, address employee issues and to promote an inclusive and engaged employee team.

Government and ministry financial and administrative procedures, in order to reconcile and report on allocated fiscal, material resources and annual budgets.

Basic project management principles and methodologies in order to meet the operational program deliverables.

Ministry strategic direction, business plans and service/program delivery models to ensure programs support ministry plans and directions.

Transport Canada Federal Canadian Aviation Regulations, Ministry Maintenance Policy and Procedures Manual, Aircraft Manufacturers manuals and Airworthiness Manuals, and their application.

Computerized maintenance systems in order to follow the maintenance requirements for a diverse fleet of aircraft to ensure all tasks are completed within the regulatory time frames and maintain hard copy records.

Function and expertise in repairing and diagnosing defects in engines, flight systems, hydraulic systems, avionics systems, undercarriage systems and propulsion systems.

Precision tools, hand tools and sophisticated technical and diagnostic test equipment and related methods with advanced skills in their application.

Aircraft and related systems to provide input into tender evaluations for aviation related goods and services and make recommendations for suitable vendors.

Aircraft and related systems to supervise, inspect and approve contracted maintenance services and ministry parts ordering, control process and associated budget processes.

Program Responsibility :

Responsible for providing a properly, safely maintained fleet of aircraft, throughout the region, capable of meeting the requirements for the ministry and the Ontario Government.

Responsible for planning, organizing and committing resources to all regional aircraft maintenance activities.

Responsible for recommending changes to technical procedures, practices and standards.

Responsible for ensuring maintenance staff receive information and instruction to protect their health and safety, including task-specific direction related to the performance of their work; ensure that hazard controls are in place and used to effectively protect the worker.

Responsible for issues management related to the maintenance of ministry aircraft operations.

Legally responsible to Transport Canada for actions relating to aircraft maintenance.

Ensuring that hazard controls are in place and used to effectively protect the worker.

Analytical Thinking :

Determines the airworthiness of various aircraft.

Investigates aircraft accidents, providing detailed summaries of findings in order to recommend technical policy and procedural changes.

Formulates recommendations to amend technical maintenance procedures based on own analysis of situations; technically analyzing and evaluating tenders.

Reacts appropriately and promptly in stressful situations.

Interprets and applies manufacturers and regulatory instructions.

Planning / Coordinating :

Plans and administers the program operations; estimates and recommends financial, material and human resources needs, coordinates operations with other areas of the branch and division, develops work plans to meet program objectives, and provides input to divisional results based and strategic planning processes.

Plans and organize the day-to-day aircraft maintenance activities including hangar and field repairs at multiple regional bases, through the supervision of air maintenance engineers and apprentice positions.

Provides input into maintenance planning, aircraft modifications, work procedures and inspection procedures and standards.

Organizes and maintains technical records for all aircraft under his/her control that pertain to the work being accomplished.

Leadership / Guidance :

Responsible for the daily operations of its assigned work unit for the delivery of product, programs and/or services.

Supervises and coordinates work by setting and communicating standards and priorities, scheduling, assigning, and reviewing work, monitoring progress, evaluating work performance, coaching and training staff, and identifying and escalating performance issues.

Participates in recruitment, identifying staff development and training needs, communicates job expectations and values, develops individual and team competencies, prepares learning and development plans and makes recommendations on employee relations matters.

Independence of Action :

Reports to a manager and works within established processes and frameworks in order to deliver day to day program/service and unit objectives.

Participates as a member of the Aviation Management Team by providing input and technical expertise on identified and emerging program issues, trends and matters including strategic planning and matters affecting program directions.

Decisions are made with respect to unit/functional work, program/activities and seeks guidance in non-routine or contentious circumstances.

Works under general direction and within and within a framework of OPS, ministry, federal government and program specific legislation, policies and guidelines to achieve organizational goals and strategies.

Maintains a diverse fleet of aircraft in an airworthy condition for flight in accordance with the Federal Canadian Aviation Regulations, the OMNR Maintenance Policy & Control Manual, Aircraft Manufacturers Recommendations and Directives as issued by AFFES, in order to ensure safe, efficient and cost effective support to a variety of client groups.

Investigates aircraft accidents, providing detailed summaries of findings in order to recommend technical policy and procedural changes; formulates recommendations to amend technical maintenance procedures based on own analysis of situations.

Accountable for providing a properly, safely maintained fleet of aircraft, throughout the region, which could result in injury, loss of life and destruction of aircraft and excessive cost and program degradation.

Interpersonal/Communication :

Position has frequent contact with Transport Canada regulatory personnel, commercial air carriers, other ministries and aviation service industries, to exchange technical information, keep abreast of aviation/maintenance developments

Coordinates with pilots and flight coordinators the program schedule; provides technical and operational expertise to clients on aircraft related services.

Exchanges technical information, keep abreast of aviation/maintenance developments with Transport Canada regulatory personnel, commercial air carriers, other ministries and aviation service industries.

Prepares reports and correspondence.

Physical Effort
Required to lead the salvage or recovery of damaged or destroyed aircraft, usually from remote locations with little external support, relying on personal experience, knowledge and ingenuity to complete the task. Required to transport heavy tools and equipment in the recovery of aircraft in all weather conditions. Required to stand for several hours, climb ladders and to wear a respirator.


Sensory Effort
Requires visual attention and concentration coordinate and assigns daily and weekly scheduled and unscheduled maintenance activities and to ensure compliance with the quality assurance requirements. Requires concentration when reviewing new Transport Canada requirements and ensuring maintenance manuals reflect current information. Requires to be in an environment where there are high levels of noise and the need to wear ear protection. Requires reacting appropriately and promptly in stressful situations.

Working Conditions
Work is performed in aircraft facility hangars with potential hazards associated with working around aircraft, electricity, pressurized air, hydraulic systems, use of hand & power tools, solvents, lubricants, and other combustible substances (aircraft fuel). Occasionally working from heights, when performing maintenance on aircraft.
