Purpose of Position :

To provide cleaning and maintenance services for grounds, interior and exterior of buildings and vehicles, and arranging for building and vehicle repairs. To perform basic repairs and maintenance of operating systems, furniture and equipment.

Duties / Responsibilities :

KEY RESPONSIBILITIES:
1. Maintains cleanliness of buildings, including dusting, damp mopping, vacuuming, sweeping, stripping and waxing floors, rug cleaning, window cleaning, and bathroom cleaning. Cleans and disinfects prison cells.

2. Performs seasonal maintenance of grounds: cutting grass, raking, planting, weeding and watering flowers; sanding and salting, and removing ice and snow from walkways and parking lots, if required.

3. Inspects building, its operating systems and equipment for needed repairs and servicing. Arranges for repairs to be made by appropriate contractors, e.g., plumbing, painting, electrical, heating, cooling, and alarm systems. Escorts repairpersons while in the building, and maintains back-up generator including start-up weekly, logging test results (amps, voltage, battery).

4. Performs basic repairs and maintenance, e.g., light carpentry, furniture and tool repairs, maintaining electronic combination locks, changing locks, adjusting clocks, making minor adjustments and repairs to HVAC, electrical and plumbing systems, changing lighting. Monthly inspection and logging of fire extinguishers.

5. Maintains vehicle logs, submits month-end mileage, cleans and washes interior and exterior of police vehicles, removing debris and other substances daily, as required. Replenishes supplies, as needed, e.g. safety cones, flares, fire extinguishers, first aid supplies, etc.

6. Inspects vehicles and equipment, arranges for routine maintenance and non-routine repairs, transports or tows to garage or storage facilities, and orders parts and equipment from fleet services, if required. Delivery and pickup of vehicles.

7. Maintains an inventory of supplies and purchases or places requisitions for cleaning supplies and other building maintenance supplies. Uses company credit card and reconciling statements for supply purchasing. Maintains and logs P.H.H. cards and information. Maintains vehicle logs. Orders transport supplies.

8. Performs related duties, as assigned, depending on location, such as performing back-up reception duties; maintaining back-up tapes of office computer files; delivering and retrieving post office packages; shredding confidential paper and bringing to waste site, and providing orientation and guidance to summer students.

9. Performs other duties, as assigned.

Staffing and Licensing :

Must be able to pass an OPP background security investigation.
Valid class G driver's licence in certain locations
Oral and written French language skill at an advanced level in designated positions. .

Knowledge :

Knowledge of vehicle maintenance guidelines in arranging vehicle maintenance and servicing. Knowledge of and skill in general cleaning techniques to ensure quality and efficiency. Knowledge of and skill in proper cleaning techniques for bodily substances (blood, vomit, urine, feces) located in cells and police vehicles. Knowledge of and skill in operating cleaning equipment (rug shampooer, floor polisher, power washer). Knowledge of maintenance of grounds keeping equipment and their operation (snow-blowers, lawnmowers, etc). Understanding of building operations and mechanical systems (heating, cooling, water, alarm systems, electrical) in order to identify and arrange servicing and repairs by technical personnel. Knowledge of and skill in basic carpentry and plumbing to perform minor repairs.
Knowledge of relevant sections of WHMIS and Occupational Health and Safety Act that pertain to handling and storage of toxic chemical solutions such as solvents and cleansing agents, and safety in use of equipment. Knowledge of phone systems used to communicate within work areas and perform reception duties (in certain detachments). Knowledge of emergency procedures regarding generators and fire alarms in order to ensure that equipment remains operational in emergencies and to aid emergency personnel. Basic computer skills to utilize programs such as Microsoft outlook, word and DARS. Knowledge of OPP and OPS guidelines and procedures for purchasing. Knowledge of use of photocopier and fax equipment. Arithmetic skills to calculate and estimate repair costs and check invoices and billings for accuracy.

Judgement :

Works under general supervision and in accordance with established practices and procedures.
Makes decisions in prioritizing schedule of activities to ensure that they are completed in a timely and efficient manner along with other daily responsibilities (e.g., vehicle availability, cleaning cells and police vehicles).
Makes decisions to modify routine vehicle maintenance based on knowledge of vehicles' actual condition and officers' and operational needs, e.g., may decide to send vehicles for routine maintenance early, or late to fit in with upcoming requirements for vehicles.
Makes decisions to modify building maintenance schedule based on knowledge of operational needs.

INTERPERSONAL AND COMMUNICATION SKILLS: :

Communication skills to contact various dealerships to schedule appointments, relay vehicle problems, and arrange for delivery and pick-up of vehicles sent for repair. May discuss repairs that are not properly carried out as well as improper invoicing.
Interpersonal skills when dealing with officers in the allocation of vehicles while remaining aware of competing operational priorities and scheduled maintenance requirements. Unresolved issues are escalated to the manager as required. Interpersonal skills to schedule and coordinate work performed by external contractors; and to greet and provide/exchange information with the public and relay messages to staff while covering for receptionists in certain detachments.
Written communication skills to complete requisitions for equipment/supplies and maintenance materials.

PROBLEM SOLVING/COMPLEXITY: :

Performs basic vehicle maintenance checks to ensure vehicle is operational. Identifies requirements before sending out for servicing. Under normal circumstances, sending vehicles for maintenance and repair is straightforward, however, unexpected events such as accidents or break downs can take vehicles out of commission without notice and require determining alternate arrangements to ensure timely allocation of vehicles to officers.
Determines repair needs and mechanical problems in building, its operating systems, furniture and equipment and ascertains whether or not an external contractor is required to resolve problem.
Monitors and orders necessary vehicle, cleaning and building supplies. Identifes and resolves descrepancies relating to requisitions, invoices and billings.

RESPONSIBILITY FOR THE WORK OF OTHER EMPLOYEES: :

No formal responsibility for other employees, however, in some locations, may be required to provide orientation or guidance to cadets and other employees as assigned.

PHYSICAL AND SENSORY DEMANDS :

Physical Demands:

The majority of the job has various forms of physical demands, including:

· Frequent cleaning activities: mopping, vacuuming, cleaning toilets, cells, police vehicles.

· Pushing and walking while operating snow-blowing/lawn mowing equipment and cleaning equipment.

· On occasion, prolonged sitting when delivering vehicles to different locations.

· Climbing ladders to replace lights and clean vents.

· Dexterity and crouching or crawling while cleaning cars, stripping and waxing floors, planting and weeding flower beds, painting, drilling, using saw.

· Light lifting of supplies.

Heavy lifting of office furniture and ground maintenance equipment.

Sensory Demands:

Tasks such as cleaning and maintenance duties and performing repairs require visual and auditory attentiveness to identify equipment malfunctions and general hazards in order to ensure own and others' safety. Interruptions such as telephone calls, vehicle pick up at service stations and requirement to escort trades people are manageable.

WORKING CONDITIONS: :

Exposed to bodily fluids (blood, vomit, urine, feces) of detainees that potentially carry contagious illnesses when cleaning up cells and vehicles.
Working outside, at certain times of the year results in exposure to extremes of cold and heat.
Exposure to chemicals, dust, and fumes while carrying out cleaning duties.
Exposure to electrical hazards and muscular strain and injury while carrying out maintenance and repair activities.
Exposed to noise and vibration when removing snow and cutting grass.
