Purpose :
To manage negotiation mandate planning, partner consultations, and negotiations and implementation processes related to accountability agreements between the ministry and multi sector parties, in line with strategic government directions and objectives.
To lead and manage ministry project teams in the research, analysis, and development of negotiation and agreement options that reflect government directions and support strategic decision-making, and to provide advice and expertise to ministry and provincial executive management on critical issues and implications.
Key Responsibilities :
1. Oversees and manages multiple, concurrent projects, teams and committees responsible for negotiating the accountability agreements between the ministry/provincial government, and multi sector (broader public and private sector groups), in line with strategic government policy directions and objectives.
2. Leads and directs all phases of multi sector negotiations from development of the negotiation strategy and mandate, through implementation planning. Manages development of communication strategies; ensures stakeholder engagement; addresses identified legal issues; ensures that potential disputes and impacts are researched, analyzed and reported, and that final agreements are effectively communicated.
3. Provides advice, briefings, and recommendations to ministry and provincial senior management and executives on options and negotiation strategies, and on issues management concerns. Identifies and leads analysis of emerging and critical issues and development of issues and communication strategies and solutions that support and further negotiations processes.
4. Manages the development and fostering of critical consultative relationships with provincial and other sector stakeholders to provide communications regarding agreements and to elicit input to the development of provincial negotiation mandates, and agreement standards and best practices.
5. Leads consultations with experts, agencies, and stakeholders within and outside the government, and represents the ministry and branch on inter-ministry and external committees and working groups related to negotiations and agreement analysis and planning.
6. As a member of the branch senior management team, participates in the branch/divisional strategic and results based planning and decision-making activities, and leads or participates in change management and other business planning initiatives.

1. Leads and manages a team(s) in the delivery of a program or service operation and contributes to financial, business, strategic planning and evaluation processes.
2. Identifies financial, material and human resources needs, manages and controls the operational/program/project or activities budget. Contributes to long term financial and resource planning
3. Promotes a values-based and inclusive team through employee engagement, communicating program deliverables, setting and evaluating performance standards, recommends merit increases, identifies staffing needs, and makes hiring decisions, recommends discipline where required, and promptly addresses employee relations matters.
4. Develops and sustains internal and external stakeholder relationships to coordinate shared interests.
5. Responsible for ensuring compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advising senior management of sensitive issues/matters.

Ministry strategic directions, policies, programs and service delivery models, to provide operational management of a program area, service or initiative, to determine and plan for program resource requirements and to ensure alignment of programs/projects with corporate, division and branch goals and objectives.
Human resources practices, policies, directives and collective agreements in relation to recruitment, training and development and labour relations to support an inclusive and engaged team; address employee issues and to support talent management.
Government and ministry financial and administrative procedures, to manage and control allocated financial and material resources, including developing annual budgets, and managing assets and contract service providers.

Understanding of the application for policies, procedures and laws as they apply to the Ministry relative to contract management, in order to establish standard operating procedures. Understanding of role, governance, resources and relationships between different types of system providers, professionals and decision-making group.
Government decision-making processes and the dynamics within the ministry and central agencies to guide agreements though the approvals process.
Program Responsibility :
Responsible for managerial oversight of several concurrent negotiation projects, teams and committees led by assigned staff where projects are high profile, complex and have a major impact on the ministry and government program investment.
Responsible for ensuring that the agreements are financially sound and aligned with ministry and government objectives and are consistent with ministry/government planning and policy directions.
Responsible for managing both internal and external issues that affect negotiations to ensure consistency and avoid unwarranted conflict between negotiating parties that may involve financial/legal/ stakeholder risk issues. Plans and manages consultation processes with stakeholders to ensure an appropriate level of participation and consultation in negotiations and consultations, and to establish best consultation practices for use as negotiation and agreement setting models across government sectors.
Responsible for managing the development and fostering of critical consultative relationships with provincial and other sector stakeholders, for leading consultations with experts, agencies, and stakeholders within and outside the government, and for representing the ministry and branch on inter-ministry and external committees and working groups related to negotiations and agreement analysis and planning.

Planning / Coordinating :
Coordinates and plans the delivery of a program, operation, service or project considering the strategy and mandate of the branch and ministry.
Determines financial, material and human resources needs, coordinates operations with other areas of the branch and division, and organizes work to meet program objectives. Participates in divisional results based and strategic planning, processes.
Coordinates consultation and advisory meetings relating to program/service initiative with external and internal stakeholders, partners and consultants.
Plans, and coordinates the development of negotiation strategies/ mandate, in line with provincial and ministry strategic directions, and in close collaboration with ministry/provincial senior management.

The position functions with a high degree of autonomy in managing negotiations and consultation processes, and works collaboratively with senior management to develop and manage critical and highly sensitive negotiation and relationship management issues.
Accountable for the quality of advice and recommendations, which can impact government fiscal and capital allocations, the accuracy of the budget, government financial reporting.
Interpersonal/Communication :
Consults with senior executives and professional staff across the ministry, with provinces, sector agencies, and governments, ministries, in developing the negotiation mandate and strategy, seeks consensus for a negotiated agreement and approvals within the ministry and with sector organizations on a wide range of issues.
Provides strategic advice, and discusses, briefs, and makes persuasive recommendations to ministry senior management and other ministry executives on negotiations and agreements, and on the negotiations planning process, accountability measures, issues resolution, and reporting.
Builds key horizontal relationships with senior executives and professional staff in agencies, the broader public sector, and the federal government, to discuss and to share information and best practices related to agreements and negotiations planning.
Represents the ministry and branch on inter-ministry and external committees and working groups related to infrastructure analysis and planning.
Physical Effort :
The majority of time is spent in an office environment with frequent opportunity to move about. Occasionally, moves/lifts light objects such as briefing materials required for presentation and consultation sessions.
Sensory Effort :
Requires visual attention and concentration to manage multiple researches and planning projects and initiatives in order to meet strategic objectives and timelines for delivery; review and analyze detailed submissions, research outcomes, and financial modelling and to give direction to project teams. Concentrated effort is required to lead consultations, to listen to feedback, and to ensure that issues and information have been understood and communicated.
