Purpose :

To manage a unit responsible for the design, implementation, and deployment of products and services; to provide leadership for solutions delivery, including business solutions, infrastructure, architecture and information management.
To lead and manage the development, implementation, and continuous improvement of systems, IT infrastructure, operations/services and to develop and manage effective relationships with multiple stakeholders, partners, and clients.

Key Responsibilities :



1. Manages business risks related to technology services and access and proactively identifies issues and ensures risk mitigation, contingency and emergency plans are ready to be activated at any time.

2. Manages and controls highly specialized and multiple long-range technology solutions projects and initiatives with broad application and impacts across government and industry, including: client engagement and verifying business system or information management requirements, defining project scope and approach, and identifying business improvement opportunities; manages the planning of all project phases; developing project budgets and resource plans; and controlling projects through all phases.

3. Manages the research, identification and assessment of current trends and developments in IT to ensure optimum IT systems performance, and to identify and recommend changes to incorporate more efficient/effective solutions that are consistent with ministry objectives and priorities.

4. Manages and leads IT platforms and/or infrastructure, operations, stakeholder services, systems and applications, including incident and problem management and resolution

5. Manages the ongoing monitoring, review and analysis of the overall performance of the' technology infrastructure (e.g. capacity level, contingency plans, security measures), proactively responds to capacity and issues, and leads the identification, recommendation, development and infrastructure systems enhancements and software upgrades.
6. Manages and oversees the delivery of application/infrastructure architecture and technology infrastructure/ projects including significant changes, upgrades, configurations

7. Determines the resolution of escalated (e.g., security breach, disaster recovery, access, privacy, business continuity)

8. Implements industry best practices in business solutions, i.e. digital business modeling, agile development, user experience, software engineering, architecture, integration, quality assurance, project management and system operations.

9. Builds partnerships with product, policy and experience design areas and influences and supports them in the implementation of products and services.

10. Represents the organisation's position at various forums to champion a digital way of working, agile engineering practices and effective use of technologies.


Managerial Responsibilities
1. Leads and manages a team(s) in the delivery of a program or service operation and contributes to financial, business, strategic planning and evaluation processes.
2. Identifies financial, material and human resources needs, manages and controls the operational/program/project or activities budget. Contributes to long term financial and resource planning.
3. Promotes a values-based and inclusive team through employee engagement, communicating program deliverables, setting and evaluating performance standards, recommends merit increases, identifies staffing needs, and makes hiring decisions, recommends discipline where required, and promptly addresses employee relations matters.
4. Develops and sustains internal and external stakeholder relationships to coordinate shared interests.
5. Responsible for ensuring compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advising senior management of sensitive issues/matters.

Factors :

Knowledge :

Ministry strategic directions, policies, programs and service delivery models, to provide operational management of a program area, service or initiative, to determine and plan for program resource requirements and to ensure alignment of programs/projects with corporate, division and branch goals and objectives.

Government and ministry financial and administrative procedures, to manage and control allocated financial and material resources, including developing annual budgets, and managing assets and contract service providers.

Human resources practices, policies, directives and collective agreements in relation to recruitment, training and development and labour relations to support an inclusive and engaged team; address employee issues and to support talent management.

Expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.

Product management to ensure integrated, cost-efficient and effective planning and management of concurrent projects, including associated problem and change management while adhering to the product roadmap/vision, building the right product and building the product right.

Principles, best practices, trends and issues in software engineering, business solutions design and development, to manage and integrate planning and projects and assure results, and to provide expertise for client solutions and decision-making.

Development, software and hardware environments (architecture infrastructure, framework, technology stack, languages, concepts and tools) and performance measures, to provide technology and business advice flowing from clients' very diverse and major business solutions requirements, direct and oversee all aspects of business solutions, and ensure their technical integrity.

Existing client software environments, the Software Development Life Cycle and associated concepts and tools, to ensure process rigour and results excellence.

High level architecture design and related concepts, to provide technical direction, expertise and leadership for the definition of needs and development of concurrent solutions projects; assess, advise on and ensure the feasibility and integrity of plans; develop and/or assess business cases and justifications for investments; and review/approve/recommend roadmap, plans and designs.


Risk management methodology and tools in order to identify and evaluate areas of potential risk and develop mitigation strategies.

Applied Agile methodologies/frameworks (e.g., Scaled Agile Framework (SAFe), Disciplined Agile Delivery (DAD)) to provide technical advice to senior management and users and technical direction to systems specialists.

Program Responsibility :


Responsible for managing the deployment of systems including: implementing technology infrastructure and the negotiation and management of all related business, procurement, vendor management, information management and service level agreements, and changes to
organization and business processes and procedures to meet client identified business/program delivery requirements

Responsible for ensuring systems are implemented according to established budgets, schedules, standards and quality.

Responsible for managing the research, identification and assessment of current trends and developments in technology to ensure optimum systems performance, and to identify and recommend changes to incorporate more efficient/effective solutions that are consistent with organizational objectives and priorities.

Responsible for ensuring the provision of quality technical outputs and expertise, by establishing standards, procedures and protocols that satisfy diverse client requirements and maintain the integrity of the environment.

Responsible for coordinating the records, documentation and knowledge management program to ensure that knowledge gained from a product is captured and made available for future work.

Responsible for providing expert technical decisions and for seeking new approaches pertaining to architecture, infrastructure and emerging technologies.

Analytical Thinking :

Assesses and resolves a broad range of relationship management issues, trends and directions.

Oversees the translation of client business technology or information management requirements into technical specifications for business solutions, and the analysis of ministry business systems to identify solution options and opportunities that best meet both client requirements and enterprise IT standards, define system requirements for IT solutions and deliverables that meet client business needs, and enterprise IT standards.

Investigates and evaluates innovative technology trends and productivity tools/methods to improve system efficiency and assess long-term implications of recommendations, evaluate alternatives, and direct staff in problem analysis and resolution.

Determines research parameters to identify, evaluate, and test the effectiveness of all feasible solutions options in accordance with organizational priorities, standards, and protocols, and develop contingency and emergency/disaster recovery plans.

Assesses project progress, analyzes priorities and assesses risks to develop mitigation strategies that ensure the applicability, readiness, and robustness of solution options, and that projects and initiatives deliver effective solutions on time and on budget, and address changing or conflicting requirements.

Analyzes and evaluates key technical, financial, and business impacts of proposed projects and initiatives on other areas, ministries, and the IT industry.

Investigates and evaluates innovative technology trends and productivity tools/methods to improve system efficiency and assess long-term implications of recommendations, evaluate alternatives and resolution; resolves client service/service delivery issues in complex, multiproject environments across many sites.

Develops metrics to measure progress of products and operations; monitors and reports on exposure levels and mitigation strategies; identifies and resolves conflicts between functional/discipline areas and directs corrective actions.

Planning / Coordinating :

Coordinates and plans the delivery of a program, operation, service or project considering the strategy and mandate of the branch and ministry.

Determines financial, material and human resources needs, coordinates operations with other areas of the branch and division, and organizes work to meet program objectives. Participates in divisional results-based and strategic planning, processes.

Coordinates consultation and advisory meetings relating to program/service initiative with external and internal stakeholders, partners and consultants.

Contributes to multi-year IT strategic program/service plans including the deployment of resources (human and financial) to deliver technology solutions.

Plans and coordinates multiple concurrent large-scale IT solution design, development, and implementation projects and initiatives required to identify, design, develop, test, implement, and manage ongoing core client business solutions, including project plans, budgets, and resource requirements.

Manages multiple cross-functional project teams (product, experience design, architecture, development, integration, quality assurance, operations etc.) engaged in all phases of solution design and implementation projects and initiatives by identifying new and innovative technologies, opportunities for cooperative approaches to implementation, resource requirements, and methods to test the technical quality of solution designs, and the deployment of business systems.

Leadership/Guidance :

Manages its team(s) by communicating values, strategies, expectations, and promotes an engaged and inclusive environment.

Ensures that identified organizational standards and operational goals are met by: contributing to succession planning; establishing performance standards; conducting regular performance management reviews; recommending merit increases; determining the organization of the work unit and by building individual and team competencies

Identifies and recommends staffing needs, conducts recruitment and selection activities, manages orientation/training, develops remedial plans; addresses employee/labour relations/employee matters.

Independence of Action :

Works under the general direction of the manager /management team and within the framework of ministry, division, branch policies, directives, guidelines and objectives.

Exercises independence of action in participating and providing program/service recommendations as a member of the management team. Provides expert opinions/briefings, advice to senior management on identified and emerging issues impacting program or service goals, outcomes or efficiencies.

Exercises discretion and independent judgement to determine and manage work activities where past practices may not exist.

Has latitude to plan and manage all phases of large-scale, complex technology solutions projects and initiatives; anticipates and identifies impacts and issues to take corrective action; adjusts priorities; and meets project commitments.

Has latitude to determine research parameters to identify, evaluate, and test the effectiveness of all feasible solutions options in accordance with organizational priorities, standards, and protocols, and develop contingency and emergency/disaster recovery plans.

Exercises judgement by leading the formulation of user centric business and technology solutions to meet clients' diverse needs, program delivery requirements and expectations in a cost-effective manner.


Interpersonal/Communication :

Leads technical discussions and stakeholder consultations with senior managers to validate needs are effectively translated into program services; presents and obtains approval for complex solution options with significant financial and program delivery implications; manages the senior client relationship through the development, implementation, and management of implemented business solutions; implements change management strategies; leads steering committees and stakeholder forums.

Presents and discusses complex business solutions to senior management to determine opportunities to improve existing systems and to introduce new technologies for greater efficiencies, persuade decision-makers to approve large-scale multi-year projects; and obtain feedback to ensure client satisfaction.

Discusses technical aspects of solution development, delivery, management, and problemsolving with colleagues and specialists, internal and cross-ministry steering committees and other stakeholder groups to introduce new opportunities, ensure that solutions are consistent with organizational strategies and policies, integrate and align with projects with other internal and external clients, jurisdictions, and interests, discuss risks, and negotiate and coordinate cross-functional project resources.

Acts as liaison and advisor to all levels of senior management and reviews and discusses term of reference, contracts and specifications with clients for projects undertaken by external consultants to provide advice and assistance in the development and implementation of solutions to service delivery needs; consults vendors, suppliers, and external consultants to negotiate services or escalate issues.

Champions the use of technology solutions and communicates the impact of changing requirements and client business environments.
Communicates values, strategies, expectations, and promotes an engaged and inclusive environment.

Physical Effort :

Most of the time is spent in an office environment with frequent opportunity to move about.

Sensory Effort :

Requires visual attention and concentration i.e. reading and writing without interruption to develop and examine business plan details, and determine the efficacy of results and recommendations.

Requires concentrated effort during negotiations with clients for such purposes as settling disputes and developing and improving existing business consulting and analysis processes.

Working Conditions :

Work is performed in a typical office environment.
