Purpose :
To manage the development, design, implementation and evaluation of strategies and long-term business solutions through programming/activations/partnerships to address and support the Corporation's transforming business needs.
To provide strategic leadership and management in the development, implementation and oversight of the Corporation's innovation, projects, programs, and activations for continuous business improvement and transformation to support organizational priorities and mandate for the delivery of its programs.
To lead and direct partner relations, consultations, engagement and facilitation, and negotiations to oversee partnerships in developing, promoting, and delivering programs/activations that support corporate strategies and goals.
Key Responsibilities :
1. Leads and directs the planning, development and implementation of strategies that ensure sustainable solutions for the effective implementation of the Corporation's diverse programming projects in alignment with its mandate and vision.
2. Manages the development, implementation and leadership of the strategic framework for initiatives and projectsaimed at the introduction of innovation and continuous business improvement to drive organizational/business transformation and change.
3. Strategizes, organizes and implements major initiatives; develops and presents strategic plans and recommends their implementation to the Corporation's leadership and Board of Directors.
4. Utilizes a structured change management approach and methodology to lead, define and implement project planning, business case development, benefits analysis and assessments to support business strategies and new initiatives.
5. Provides advice and program planning and management expertise as part of the Corporation's senior management team to staff on program decisions and directions (such as programming, sales, partnership and theatre/site operations matters, initiatives and plans), and on issues and risk analyses impacting achievement of the government and Corporation's program commitments; leads issues resolution and develops communication strategies, including program recommendations to mitigate identified risk and manage identified and emerging issues.
6. Develops networks and ensures connections with key business partners, decision-makers, leaders and influencers in obtaining their active commitment and support by communicating strategic directions and managing engagement initiatives. Establishes and evaluates the effectiveness of working partnerships, taking pre-emptive action to dissolve barriers and build strengthened relationships.
7. Leads the procurement and management of contractual agreements (ie. service providers and contractors for venues) and identifies and analyzes procurement, contract management and vendor relationship/performance issues, and develops options/strategies for resolution for the Corporation.
8. Directs the development, management and communication of policies, guidelines and reporting systems to support optimum delivery of visitor and client experiences and programs in compliance with government and ministry directives, best practices and industry standards and benchmarks.
9. Leads the development of methodologies, metrics and analytics to assess the effectiveness of all change and transformation initiatives; analyzes trends and issues to identify and develop strategies, options and solutions to support implementation and to ensure a smooth transition and Corporation-wide implementation of transformation initiatives and projects.
10. Represents the Corporation in business/service management relations; coordinates/leads activities and related negotiations, makes authoritative recommendations and represents the Corporation's strategic business interests.
Managerial Responsibilities
1. Develops and oversees organization strategic plans in the program area and provides advice and expertise to executive levels on issues impacting the OPS and organization service deliverables.
2. Controls financial resources and reporting, develops the multi-year budget and resource plans. Leads business, financial, and results-based planning processes for organization programs/operations and services.
3. Builds organizational capacity through effective human resources development by authorizing recruitment activities, labour relations management, talent management, organizational design and succession planning.
4. Establishes and maintains strong working relationships with key partners and stakeholders to ensure timely andaccurate information flow and identification of issues; presents and advocates the organization's position at various forums.
5. Responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related to programs and services.

Change management theories, methodologies and tools to lead the development of a structured approach that facilitates the adoption of the Corporation's transformation agenda and the planning, communicating, organizational analysis and implementation of complex priority projects.
Strategic planning and issues management to manage change implementation issues and recommend mitigation strategies to address challenges/issues that may negatively impact business improvement for program delivery.
Program planning, development and implementation methods, techniques and government approval processes including needs analysis, business case development, business planning and approval processes to develop strategic change management plans for the implementation of the Corporation's transformation initiatives.
Risk management principles, government and corporation communications and issues management processes and methods to provide identification and analysis of issues potentially impacting program management and delivery and to provide strategic advice and recommendations to senior management on issues mitigation.
Stakeholder relations and consultation methods, techniques and best practices, new and emerging trends in communications to manage the development and implementation of communications strategies and plans that promote, communicate, and support program initiatives.
Market trends, visitor needs and related business operations to provide leadership and marketing direction to support the development and delivery of effective programs and revenue generation.
Theatre and production practices including understanding of theatre operations, projection, audio visual and technical systems to oversee theatre operations and other programming venues on site.
Program Responsibility :
Responsible for driving the transformation agenda, enabling diverse programming and revenue generation.
Responsible for planning, managing and providing authoritative leadership, advice and expertise as a member of the senior leadership team with respect to operational/program/change management planning to ensure that the Corporation benefits from the most cost-efficient, effective processes and use of resources to support delivery of its transformation agenda.
Responsible for negotiating, implementing and monitoring agreements with third party partners that may be complex, multi-year and with multiple partners often within the private sector realm.
Responsible for developing partnerships with all levels of government and non-governmental agencies to promote and foster effective and efficient program delivery, review and evaluation.
Responsible for providing strategic advice as a member of senior leadership team on issues and potential impacts of change to the Corporation's agenda and to prepare/present issues management strategies and recommendations for solutions.
Responsible for the planning, development and implementation of consultation strategies to secure support and collaboration among internal stakeholders to gather input on assigned programs, align engagement strategies, raise awareness, build consensus, balance competing interests, build program support, identify and manage contentious and emerging issues and minimize risk.
Responsible for promoting integrated, coordinated and consistent change management and communication/engagement strategies that identify appropriate program delivery approaches.
Analytical Thinking :
Analyzes trends, issues and potential impacts on the Corporation's agenda to prepare/present issues management strategies and solutions to meet the needs of the Corporation's transformation agenda.
Identifies anticipated points of resistance resulting from the evaluation and implementation of
strategies/plans/negotiations and their impact on Corporation priorities (e.g. analyzes and makes influential recommendations as a member of the Corporation's senior management teams on needs and opportunities for projects supporting the implementation of new business improvement strategy and Corporation priorities) and develops strategies to mitigate or address concerns.
Evaluates the impact of transition to identify barriers to adoption and supports project teams by incorporating core change management activities into the integrated project delivery lifecycle.

Planning / Coordinating :
Leads and manages multi-year strategic business/program/service plans including the deployment of resources (human and financial) to deliver programs and services.
Coordinates and leads the planning and implementation of organizational development and complex change initiatives for the program, service, project or initiative.
Plans and coordinates multiple deliverables with external and internal stakeholders, partners and consultants which includes planning and leading negotiations with third party partners to deliver program/activations.
Coordinates and plans the delivery of a program, operation, service or project considering the strategy and mandate of the branch and Corporation.
Determines financial, material and human resources needs, coordinates operations with other areas of the branch and division and organizes work to meet program objectives. Participates in divisional results based and strategic planning, processes.
Coordinates consultation and advisory meetings relating to program/service initiative with external and internal stakeholders, partners and consultants.
Plans the development of a strategic communications framework to develop integrated, coordinated and consistent communication and engagement strategies.
Develops implementation frameworks and processes related to priority setting, project integration, and critical program development and delivery linkages; establishes team, project and individual work plans and project schedules to meet key delivery timelines and objectives.
Leads and coordinates strategic program planning, the review of program directions, and the evaluation of evidence-based program outcomes relative to program mandate. Coordinates the review, investigation and resolution of critical program issues which impact the achievement of the mandate of the Corporation.
Directs the development of controls and provides a platform as a member of the Corporation's senior management team for further improvements and changes over time (e.g. ensures the development and inclusion of tools and techniques to ensure compliance with corporate policies and directions by Corporation management teams/operational units).

Independence of Action :
Reports to the General Manger and works within broad parameters and the strategic ministry/branch mandate, legislation, and strategic goals and directions.
Exercises considerable independence and judgment in the development of program/service plans including delivery/implementation and negotiation of service agreements to meet government and ministry strategic business objectives and priorities and in the provision of advice and recommendations to the senior management team, which is considered authoritative, and informs policy and program decisions.
Exercises independence of action in participating and providing program/service recommendations as a member of the senior management team. Provides expert opinions/briefings, advice as a senior manager on identified and emerging issues impacting program or service goals, outcomes or efficiencies.
Exercises discretion and independent judgement to determine and manage work activities where past practices may not exist.
Initiates, directs and leads the development, integration and acceptance of strategic and operational business plans that reflect priorities for the Corporation.
Provides strategic change management advice and recommendations as a member of senior management team on change initiative impacts and stakeholder engagement issues with recommendations for solutions.
Plans, develops and implements stakeholder consultation strategies to facilitate senior management input on assigned programs, balance competing interests and build support for change management initiatives.
Develops a strategic communications framework and planning process to create integrated, coordinated and consistent communication strategies.
Provides policy/program expertise and leadership supporting the streamlining of business and operational processes.
Manages expectations with diverse internal and external clients, business partners and service providers to ensure the development, implementation and acceptance of data/information systems and metrics that satisfy requirements within available resources.
Provides strategic and operational advice, reviews materials and assesses whether issues fit within the Corporation mandate, identifies and articulates issues that may cause negative attention, confusion or conflicts and decides on appropriate action/responses.
Manages the development of business cases, needs assessment and other materials that support the Corporation's transformation agenda.
Interpersonal/Communication :
Interacts with Corporation program managers/other senior managers to consult on, identify needs and lead the implementation of the Corporation's transformation strategy; report on progress and findings; identify and resolve major problems and issues and provide authoritative advice, recommendations and support on transition and change activities.
Partners with stakeholders and clients to negotiate agreements with third party partners (often within the private sector) that may be complex, multi-year, and with multiple partners to deliver and implement programs and activations that address and support the agency's business priorities. Identifies and resolves operational/program issues to ensure a smooth transition and Corporation-wide implementation of change initiatives and projects.
Participates on Corporation, inter-Corporation and external committees, working groups/task forces, research and policy forums to make commitments under delegated authority; leads/participates on senior level special projects to represent the Corporation's business perspectives.
Presents reports on to-date progress, issues and going-forward proposals, recommendations and resource implications to be incorporated in the business planning process.'
Initiates, develops, and manages partnerships with private sector organizations related to site programming and service providers (e.g., third party partners, IMAX, film studios, etc); shares information and responds to inquiries; participates in vendor's selection, leads and conducts contract negotiations and ensures dispute resolution.
Physical Effort :
The time is divided between working in an office environment and on site (tours, inspections, etc). Occasionally, moves/lifts light objects such as files, presentation materials, film reels, and other capital assets on site.
Routinely inspects grounds/venues and onsite projects in all types of weather.
Sensory Effort :
Requires visual attention and concentration (i.e. reading without interruption) to develop and examine program/activation plans/proposals, license agreements, third party contracts, and determine the efficacy of results and recommendations.
Requires concentrated effort during negotiations with clients for such purposes as negotiating terms of agreements/contracts and resolving contentious issues.
Working Conditions :
Work is performed in a typical office environment and in a park-like setting that includes, grounds, water, facilities and a theatre.
