Purpose :

To support the planning, development and implementation of programs and activities to advance the OPS Diversity Strategic Plan, priorities and other diversity initiatives.

Provides strategic advice, analysis and interpretation on proposals for the design, development and implementation of diversity initiatives to senior executives, makes recommendations on change management to all areas of the ministry and works with stakeholders regarding the development and implementation of strategies, plans and best practice approaches to support program requirements

To support the delivery of diversity initiatives to facilitate change throughout the organization.

Key Responsibilities :

1. Coordinates diversity planning within the ministry and facilitates the implementation of initiatives to ensure that diversity initiatives align with the OPS Diversity Strategic Plan and priorities and engages the program areas in discussions regarding diversity experiences and needs.

2. Coordinates the development and implementation of training and education programs on diversity to support division/ministry mandate and strategic directions, business plans and service/program delivery models; develops diversity learning plans, identifies learning/education priorities in consultation with divisional heads; makes recommendations
on learning content, delivery methods; researches, develops and pilots educational materials and develops tools, techniques/guides for implementing and managing diversity.

3. Provides leadership and direction, operational and strategic advice to senior management on proposals for the design, development and implementation of business strategies,
processes, procedures and automated tools to advance diversity within the ministry.

4. Coordinates the delivery of program related activities and advisory services including the interpretation and application of policies, development of best practices to diversity plans,
programs and standards for use by stakeholders within and external to the ministry.

5. Supports the development, planning and roll out of communication and change management strategies, plans and products to support implementation of initiatives and
foster positive culture changes, including supporting divisions/program areas in embedding principles of diversity, respect, inclusiveness, and fairness as part of the cultural norms of the ministry.

6. Monitors and reports on training and program effectiveness outcomes to ensure standards are met, support strategic and operational initiatives and decision making process. Acts as
the ministry lead for all diversity related concerns, issues and/or inquiries from all internal/external stakeholders.

7. Establishes relationships with colleagues in other ministries, ministry management and stakeholders to learn from their experiences or broker services to deliver on diversity
initiatives. Reviews and evaluates other ministry/agency feedback to identify and comment on their impact to ministry policies and programs and negotiates to resolve concerns with
other ministries, staff and senior management.

8. Develops briefing notes, presentations and progress reports for senior management to provide background and updates on initiatives and delivers monthly presentations to staff to
promote an understanding and awareness of ministry diversity programs and initiatives. Coordinates with French Language Services to coordinate delivery of information in French
and with the Accessibility Office to ensure information is distributed in various accessible formats.

Ministry strategic directions, policies, programs and service delivery models to support a program area or initiative and ensure alignment of programs/initiatives with corporate, division and branch goals and objectives.

Relevant human resources and human rights-related legislation and related policies as they relate to the management of human resources and human rights in the Ontario Public Service.

Government development/approval processes, protocol/practices, research and evaluation techniques to support the planning, implementation and evaluation of diversity initiatives.

Project and change management methodologies to support the delivery and development of program plans and initiatives; support ministry mandates and strategies and recommend options to support senior management with the implementation of diversity initiatives.

Theories, principles, practices and trends in managing diversity to provide expertise/input to senior management and share best practices to coordinate, implement and support diversity plans and programs.

Diversity issues and organizational diversity strategies to support the ministry in the planning, development and implementation of diversity initiatives.

Adult education, instructional and learning theories, principles and practices including curriculum development to support the planning, development and delivery of training and learning programs for the division/ministry including conducting learning needs assessment and recommending changes on learning content.

Business management principles, practices and theories to evaluate operational policies and program frameworks, standards and tools/technology and make recommendations that support diversity programs and initiatives.

Program Responsibility :

Responsible for supporting the planning, development, implementation, evaluation, reporting and provision of support services on diversity initiatives, programs and activities.

Responsible for coordinating and delivering programs and activities within the ministry through the implementation of approved initiatives; coordinating unit resources to determine/assess ministry diversity needs and contributing to the development of strategies and plans to foster commitment and ensure that diversity is embedded in the ministry's culture.

Responsible for supporting the development and implementation of the ministry's diversity planning and reporting processes to meet program requirements and initiatives.

Analytical Thinking :

Research, analytical and problem solving skills to identify trends/best practices to provide effective advice and recommendations that balance and align ministry diversity goals with business needs/strategies.

Tact, diplomacy, facilitation, conflict resolution and mediation skills to synthesize/present/manage issues in a results-oriented environment; assess and respond to ministry business requirements, business and organizational effectiveness issues; recommend effective strategies and innovative solutions; deal with sensitive and contentious issues and support senior management in resolving these issues through strategic advice.

Makes recommendations to ministry senior management and the director on issues, trends and developments impacting diversity program outcomes.

Assesses and implements methods to plan and deliver the ministry's programs linked to diversity.

Planning / Coordinating :

Coordinates the development and implementation of training and education programs on diversity to support division/ministry mandate and strategic directions, business plans and service/program delivery models.

Coordinates resources to deliver diversity programs and activities within the ministry; plans and coordinates the delivery of training and presentations to ministry, management staff and stakeholders.

Coordinates consultation and advisory meetings relating to program/service diversity initiatives with external and internal stakeholders, partners and consultants.

Leadership/Guidance :

Provides strategic advice to program area staff, senior management and stakeholders to ensure awareness of diversity programs and initiatives.

Independence of Action :

Work is performed under the general direction of the director within the framework of the OPS Diversity Strategic Plan, ministry policies and procedures and corporate best practices on managing diversity.

Provides strategic advice and guidance to senior management to ensure diversity plans/initiatives are consistent with OPS Diversity Strategic Plan and ministry's diversity goals.

Ensures training and learning programs address short, medium and long term learning needs and business objectives, balancing priorities against the urgency of client and ministry learning requirements and changing learning needs.

Establishes and implements methods to ensure advice and guidance are provided to clients regarding policies and issues resolution.

Interpersonal/Communication :

Builds and establishes rapport with managers and senior officials within the ministry for the purpose of exchanging information, coordinating program objectives and provides strategic advice on diversity programs and initiatives.

Establishes relationships with colleagues in other ministries, ministry management and stakeholders to learn from their experiences or broker services to deliver on diversity initiatives; develop collaborative efforts and share best practices.

Develops and delivers a range of training/program related products including presentations, education materials, program reporting and briefing materials.

Physical Effort :

The majority of time is typically spent in an office environment with frequent opportunity to move about. Occasionally, moves/lifts light objects such as training materials required for training, presentation, and facilitation sessions.

Sensory Effort :

Requires visual attention and concentration to deliver specialized programs to meet strategic objectives.

Working Conditions :

Work is performed in a typical office environment.
