Purpose :

To lead and manage the development, delivery and evaluation of ongoing provincial emergency management and security programs and plans related to mitigation/prevention, preparedness, and response and recovery components in the assigned section.

To ensure policies and systems are in place in a state of continual readiness and act as Provincial Emergency Operations Commander during emergency situations.

Key Responsibilities :


1. Leads and manages the design, development, coordination and implementation of emergency management and security programs/plans/policies/standards within the assigned section to support the government/ministries' mandate and strategic directions in meeting their emergency management responsibilities and stakeholder needs during any emergency situation. Leads and manages the evaluation of emergency management programs/exercises, the assessment and evaluation of potential emergency situations and provides recommendation to senior management on the appropriate direction and course of action to effectively and efficiently mitigate and manage a broad range of emergencies.
2. Provides strategic advice and subject matter expertise to senior ministry officials and management on the interpretation and application of legislation, regulations and policy and emergency management and security principles/practices and provides recommendations on the development of policy, regulations and legislation related to the development and delivery of provincial emergency management and security programs and initiatives. Provides strategic advice and direction in seeking out and evaluating unusual challenges, highly contentious, sensitive and publicized issues relating to the development and

provision of emergency management programs across the province and makes recommendations on issue resolution to ensure the government/ministries are able to effectively respond to emergency situations/events.
3. Leads and manages the provision of strategic and expert advice, direction, assistance, training, education and recommendations provided by section staff to clients on all aspects of emergency management and security activities, including the application and interpretation of guidelines, criteria, frameworks and procedures to ensure the delivery of consistent emergency management and security programs and plans across the province that are compliant with applicable legislation, regulations, ministry priorities, objectives and mandates.
4. Oversees the development and ongoing management of strategic partnerships with clients and stakeholders to share/exchange emergency management and security information across jurisdictions. Leads the establishment of an effective global network and communication channels with relevant stakeholders and industry partners for the exchange of information and resolution of emergency related problems and issues.
5. Provides emergency management and security expertise, facilitation and coordination during nuclear and non-nuclear emergencies and potential emergencies including determining resource needs, committing and directing resources to provide effective, coordinated response to emergency consistent with emergency management legislation, plans and policies.
6. Acts on a rotational basis, to command a provincial emergency response during emergencies and provide immediate and decisive direction, advice and assistance to client groups in a 24 hour/7 days per week operation.
7. Leads, participates and represents committees and working groups (provincial, national and international) as a primary contact with stakeholders. Serves as chair for certain committees as assigned to gain support for ministry/government emergency management and business continuity strategic programs, plans, best practices and initiatives.
Managerial Responsibilities
1. Develops and oversees ministry strategic plans in the program area and provides advice and expertise to executive levels on issues impacting the OPS and ministry service deliverables.
2. Controls financial resources and reporting, develops the multi-year budget and resource plans. Leads business, financial, and results-based planning processes for Ministry programs/operations and services.
3. Builds organizational capacity through effective human resources development by authorizing recruitment activities, labour relations management, talent management, organizational design and succession planning.
4. Establishes and maintains strong working relationships with key partners and stakeholders to ensure timely and accurate information flow and identification of issues; presents and advocates the ministry's position at various forums
5. Responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related to programs and services.

Factors :

Knowledge :

Ministry strategic corporate directions, multi-year business and results based planning processes, and ministry service delivery models, to lead and manage a significant ministry program area, to determine program objectives and resource requirements and to ensure alignment of programs and projects with corporate strategic goals.

Government and ministry financial, administrative and procurement policies and directives to plan and manage fiscal and material resources. This includes reviewing and approving budgets, managing facilities, assets, and contract service providers, leading long range fiscal planning, providing regular financial reporting, and ensuring compliance with financial protocols, audit principles, directives and guidelines.

Human resources theories, principles, policies and collective agreements to develop organizational capacity which includes succession planning, talent management, organization and job design and labour relations management.

Project management principles and methodologies to oversee and guide the overall delivery of mandates and strategies.

Theories, principles and practices of emergency management and applicable and relevant legislation, emergency plans, security protocol, regulations, policies, procedures and guidelines and an understanding of the relationship with/of other governments and to manage the design, development, coordination and implementation of a range of emergency management programs/plans/policies and standards to support the government's/ministries' emergency management objectives, priorities and mandate.

Provincial emergency management strategic plans to effectively manage and deploy resources, manage the provision of advice, direction and recommendations to senior ministry management, program managers and a diversity of clients and stakeholders to ensure that emergency management and security programs and plans are delivered consistently and comply with government and external standards.

Program management to lead and manage the research, design, implementation, promotion, monitoring and audit of emergency management programs to ensure emergency management
programs and plans are delivered efficiently and effectively and according to government/ministry priorities, mandates objectives.

Potential impact of a variety of human caused events (e.g. chemical, biological, radiological, nuclear), technological events (e.g. cyber-attacks) and natural events (e.g. tornado, flood, fire) to take appropriate action and deploy and manage resources during emergencies/potential emergencies efficiently and effectively and according to government/ministry priorities, mandates, objectives.

Physical security measures, including security principles, technologies and methodologies, contingency planning practices and strategies, investigative processes and related
OPS/ministry programs and policies to develop and implement ministry security strategies and plans to prevent and/or mitigate security threats.

Program Responsibility :

Responsible for managing an assigned emergency management and security program and managing the provision of expert advice, direction, guidance and recommendations to senior ministry management, communities, other OPS ministries and internal/external stakeholders on policies, regulations, legislation, and emergency management and security principles/ practices.

Responsible for leading and managing the development, implementation, monitoring and evaluation of provincial emergency management and security programs related to a broad range of emergencies, including human caused events, natural events, technological events to ensure ministry emergency management plans/programs have the capacity to respond to these types of emergencies and are in alignment with ministry/government legislation, regulations, priorities, mandates and objectives.

Responsible for recommending, developing and maintaining policy, legislation and regulations relating to provincial emergency management to ensure the delivery of consistent emergency management and security programs and plans across the province that are compliant with applicable legislation, regulations, ministry priorities, objectives and mandates.

Analytical Thinking :

Develops strategic approaches to issues encountered when providing professional advice to senior executives and management in ministries, stakeholder and client groups/organizations and negotiating and consulting with stakeholders, heads of council to develop agreements and obtain feedback/promote proposals that support the delivery of effective and efficient emergency management programs and plans that meet the needs of ministry clients/stakeholders.

Evaluates emergency management programs/exercises, assesses and evaluates potential emergency situations and determines and implements appropriate direction and action, including directing and deploying provincial and other resources.

Interprets policy, legislation and regulations for ministry management, program areas, and stakeholders to establish program compliance requirements and to identify and resolve noncompliance issues with communities who do not conform to the requirements of provincial emergency management and security programs.

Analyzes the trends and statistics to develop goals, objectives and long term plans to meet program needs and determine and forecast where emergency management programs should be directed to meet the specific needs across Ontario.

Planning / Coordinating :

Leads and manages multi-year strategic business /program/service plans including the deployment of resources (human and financial) to deliver programs and services.

Coordinates and leads the planning and implementation of organizational development and complex change initiatives for the program, service, project or initiative.

Plans and coordinates multiple deliverables with external and internal stakeholders, partners and consultants.

Leads the planning, formation, development, coordination and delivery of emergency management and security programs/plans/policies/standards in accordance with the government/ministries' mandate and strategic directions to ensure the ministry is in compliance with regulation and legislation and addresses the needs of client/stakeholder during any emergency situation.

Plans and coordinates the emergency management and security programs/training exercises for senior management and emergency management reps to provide direction and course of action to effectively and efficiently mitigate and manage a broad range of emergencies.

Coordinates resources, resource needs and responses to both potential and emergency management situations consistent with ministry/government emergency management legislation, plans and policies.

Leadership/Guidance :

Develops, builds and leads organizational capacity through positive and values based leadership, inclusive and engaged teams, and partnerships. Frames program vision and strategy for services, programs or operations.

Determines human resources and organizational needs for optimal performance and delivery of results and alignment with ministry objectives; leads talent management and succession planning; mentors employees; sets goals and performance standards.

Exercises managerial and strategic leadership accountability and authority in the areas of organizational design, recruitment and retention, talent management, labour relations and compensation related matters.

Independence of Action :

Reports to a senior level, Director or higher and works within broad parameters and the strategic ministry/branch mandate, legislation, and strategic goals and directions.

Exercises considerable independence and judgment in the development of program/service plans including delivery/implementation to meet government and ministry strategic business objectives and priorities and in the provision of advice and recommendations to Senior Management, which is considered authoritative, and informs policy and program decisions.

Provides authoritative advice, guidance, subject matter expertise and recommendations to senior management, clients and stakeholders on issues regarding emergency management and security program delivery/implementation and the identification and resolution of highly contentious, sensitive and publicized emergency management and security problems/issues while ensuring emergency management programs are delivered consistently across the province and are compliant with applicable legislation, regulations, ministry priorities, objectives and mandates.

Exercises independence and decision making to command a provincial emergency response during emergencies and providing immediate and decisive advice and assistance to ministry senior management, client groups/stakeholders in a 24//7 operation to ensure effective and efficient delivery of provincial emergency management response programs.

Interpersonal/Communication :

Provides direction to senior ministry executives and management and staff to resolve challenges and difficulties in interpreting and applying policy/legislation/directives regarding all aspects of emergency management and security activities to ensure the consistent and effective delivery of emergency management and security programs and plans across the province.

Interacts with the Deputy and Ministers' staff, communications branch and senior staff from other Ministries during emergency situations to provide advice, direction, education, recommendations and issues resolution on provincial and ministry emergency management response efforts to ensure a suitable and coordinated ministry response.

Establishes relationships and partnerships with senior officials/stakeholders of other governments and jurisdictions to negotiate agreements obtain and exchange information on emergencies/potential emergencies; discuss and share best practices.

Communicates with representatives from the media and members of the general public to provide information on emergency management and security programs/plans and to provide information, direction and support regarding emergency management and security response plans/protocols during an emergency situation to ensure the safety and security needs of the public are met.

Influences senior ministry officials, senior management, clients and stakeholders to resolve issues related to provincial emergency response programs and planning.

Prepares reports, recommendations, briefings and documents and provides advice and communications to senior officials, staff, clients and stakeholders.

Leads committees and working groups to provide information and subject matter expertise on issues related to emergency management and security program delivery that aligns with government/ministry emergency management standards, regulations, legislation and protocols.

Physical Effort :

Most of the time is spent in an office environment with frequent opportunity to move about. Occasionally moves/lifts light objects during emergency situations.

Sensory Effort :

Requires concentrated effort to contribute to critical business strategic decision process in mitigating crises in emergency circumstances.

Working Conditions :

Work is performed in a typical office environments. Regular travel is required.
