Purpose of Position :
To provide effective leadership for the development and management of technical training, and provide direction to the design, development and delivery of an advanced training and skills development program for forest fire management, to enhance and maintain professional competence of staff and selected partners.
Duties / Responsibilities :
1. Leads and oversees the development of advanced training programs, in any and all areas of forest fire management for NDMNRF staff and others involved in forest fire management.
2. Develops/leads development of necessary provincial policy, standards, certification procedures, standard operating procedures by: leading provincial program reviews, audits & evaluation, developing recommendations for improvement; acting as liaison with other educational sections of NDMNRF to ensure compliance with government initiatives; acting as liaison with other ministries, e.g., Labour, to ensure compliance with occupational health & safety regulations when developing certification standards; interacting with peers at national & international agencies to ensure Ontario standards meet or exceed their standards as required by agreements. Maintains awareness of recent developments in adult education techniques/other fields impacting on fire management education.
3. Coordinates Training unit personnel by establishing management framework and standards, soliciting external membership and overseeing the development of services and products.
4. Provides group leadership to Training Specialists and support staff in the Section.
5. Coordinates the assessment of training technology and methodologies in other jurisdictions in order to establish a consistent standard and procedures for the quality of instruction; designs and directs the management of a quality assurance program for training and skills development activities; develops business cases for skill development and improvement programs.
6. Manages working relationships with stakeholders, managers, partners, clients. Consults on/ facilitates learning exchanges/opportunities with internal & external cross-jurisdictional partners. Represents the learning program to provincial, national & international agencies with common interests. Provides educational expertise/advice for the forest fire & emergency response program.
7. Participates in the development and preparation of program business plans and annual report backs.
8. Participates in fire organization performance analysis. Directs fire training needs analysis and requisite skill identification.
9. Based on needs analysis, develops strategic, operational and project plans and budgets with respect to the Ontario Forest Fire Learning Network. Plans and oversees the cost recovery program.
I 0. Performs duties within the fire response organization of the fire management program as determined by fire activity and operational requirements, commensurate with qualifications. The incumbent shall, while in the workplace, conduct themselves in compliance with the OH&S Act and any workplace practices as directed by their immediate supervisor, and in accordance with IRS as outlined in the OH&S Act.
Managers have the right to assign additional duties.
Knowledge :
Job requires knowledge of adult education principles and techniques, curriculum development, program evaluation, needs analysis and skills identification methodologies and tools in order to develop plans
and design programs for effective and comprehensive forest fire management learning. Job requires fire management plans and activities to ensure learning relates and serves these plans/needs directly. Job requires knowledge of program planning and resourcing budgeting processes to develop, monitor and administer program and project budgets including cost recovery. Job requires knowledge of applicable legislation and workings of international and national agencies, ministries, other levels of government, etc., to understand relationships and mutual interests and concerns. Job requires knowledge of ministry business and program planning guidelines and procedures, implementation of quality assurance programs and best business practices. Job requires knowledge of worker responsibilities as outlined in the Occupational Health & Safety Act.
