Purpose :

•To plan and lead project(s) which have limited time span or lead key project element(s) of a large multi- ministry/multi-year project and managing internal clienVstakeholder relationships/networks and partnering with business areas.

• To manage project teams and provide guidance and expertise on the use of information technology in client business planning and business improvement initiatives.

Key Responsibilities :

1. Project Development
-Develops project charters and master project plans, guides definition of goals, deliverables and scope working with internal clients and stakeholders, I&IT specialists, business planners to ensure clarity, accuracy and acceptance.
-Develops integrated project plans to schedule, prioritize, document, monitor and control projects throughout project life cycle. Establishes priorities, accountabilities, deliverables and interdependencies; devises reporting methods, performance assessment criteria and metrics.

2. Project Management
-Provides leadership to project teams, external service providers and contractors; plans, coordinates and assigns work, establishes priorities, monitors performance, provides technical expertise and skills enhancement.
-Anticipates and troubleshoots issues, provides ongoing expertise, resolves problems, and improves project effectiveness.
-Identifies and assesses risks, and recommends mitigation measures for approval by decision-makers.
-Leads and coordinates project monitoring, tracking and assessment to ensure project completion in accordance with the project plan, effective use of human, technical and financial resources, adherence to technical standards, and compliance with corporate I&IT policies, directives and strategies.
-Tracks requested changes to project scope. Identifies impact of change, escalates to project sponsor for decision, revises work plans, schedule, and project budget to implement approved changes.
- Exercises risk management by providing recommendations based on an evaluation of risk and an understanding of business implications of risk.
-Stakeholder/Client Management
-Provides specialized advice and expertise to client groups on the use and cost-benefits of information
technology in business planning, and provides expertise for the development of business cases and MB20s.
-Manages internal, cluster consultation processes to define business requirements, consult throughout project lifecycle, discuss and resolve issues and report on progress.

-Resource Management
-Coordinates/Participates in I&IT procurement to acquire and negotiate goods and services by providing expertise and/or administering contractual agreements.
-Ensures fiscal control and accountability for project budgets and provides budget reporting, and identifies costs and recommends financial, human, materials and time resources required.

Knowledge / Skill :

Knowledge of and skills in:
Project planning and management theory, methods, techniques, standards and best practices related to all phases of an IT project life cycle including planning, estimating, scheduling, measuring, monitoring, controlling and reporting, to lead projects or segments of projects; and change management principles and techniques to facilitate business process change.

- Resource management approaches and strategies, including financial management to develop and manage project budgets; Knowledge of OPS procurement and tendering policies and processes, to participate in acquiring, negotiating goods and services, and/or to administer contractual agreements.

- Leadership skills to guide the work of project staff and teams.

-OPS, Ministry and Branch I&IT strategies, plans, standards and directives, to ensure project compliance. Corporate I&IT development operations and objectives, and related I&IT solutions to define effective project scope, approaches and establish deliverables and performance metrics.

-Project-relevant state of the art multi-platform I&IT technology; I&IT technology development, implementation, and operations management and security; and emerging technologies, in order to assess client needs, lead projects, and expertise. Diverse client operations, business functions, programs, processes and objectives, and related I&IT solutions (e.g. common networks), to define effective project scope and approaches, develop project plans, and assess and advise on I&IT options. Change management to proactively and strategically manage the human factors associated with change.

-Job has a mandatory requirement for in-depth knowledge such as information technologies and computer languages specific to the program system(s) currently in use. These mandatory requirements will be specified in the job ad during the recruitment process.

-Communication, consultation, negotiation and mediation skills, to determine client requirements, make presentations, prepare proposals, business cases and tenders and write procedures, resolve conflicts, develop and sustain effective working relationships.

-Persuasion, advisory, and relationship management skills, to discuss and resolve issues with stakeholders, including clients groups, IT partners, internal committees and stakeholder groups, to address risks and benefits of specific solutions and recommend specific courses of action.

-Team building and leadership skills in order to engage the project team and ensure collaboration and focus on achieving project deliverables.

Analytical and problem solving skills to:

-Develop project plans and manage activities/resources throughout project lifecycle to ensure efficient progress, timely identification and resolution of issues and completion of project deliverables on time and within budget.

-Ensure identification of optimal IT solutions which meet client needs and program requirements, and provide planning documents and submissions to facilitate senior level decision-making.

-Evaluate and define project management requirements, identify options, make recommendations, coordinate and implement processes for diverse projects and project components. Identify I&IT technical operational or other issues, coordinate analysis and development of most appropriate course of action to resolve them.

-Plan, coordinate and control all phases of assigned projects, including estimating priorities, scheduling, determining and selecting project resource requirements, assessing and mitigating risks, issues and constraints, recommending action plans and ensuring contingencies are in place

Decision Making / Responsibility :

Responsible for:
- leading, coordinating, controlling and monitoring and reporting on all phases and technical aspects of assigned projects (e.g. priorities and schedules; resource requirements; risks, constraints and contingencies; performance metrics}.
-Preparing and managing project budgets, determining allocation and use of resources, recommending assignment of resources, and ensuring optimal use of resources.

-Identifying and assessing technical and operational issues and risks, identifying options, and recommending the optimal most appropriate solution.
- Ensuring compliance with OPS and I&IT management direction and strategies, client needs and business requirements, technology standards.
-Providing technicaldirection and supervision of assigned project team members, including prioritizing, scheduling, assigning, and monitoring work.

Has latitude to make recommendations on the development of new processes, training for team/staff/clients, and educational tools.

Decisions are guided by OPS, Cluster and Ministry guidelines governing I&IT technology architecture; project management best practices, templates and standards; and corporate and Ministry procedures governing the preparation of planning documents and other submissions.

Contacts / Stakeholder :

-Develops and manages relationships with Ministry client managers and internal stakeholders to clarify
requirements, provide advice and guidance in resolution of project issues, identify and manage risks, ensure
integration and facilitate business process changes.
- Coordinates work and develops collaborative processes with cluster managers and staff, partners, program leads, client managers and staff, to resolve issues and negotiate changes, provide project status information, technical guidance, assistance and advice, and manage expectations concerning general and specific project management issues.
-Peers, committee and sub-committee members to discuss and resolve issues, identify and develop options to address mid-cycle changes in client requirements or objectives.

Guidance / Supervision :

-Coordinates the work of project staff throughout the project life cycle, including assigning and guiding work of team and project partners/peers that do not report directly within the team.

-Provides guidance and leadership to IT partners to coordinate the analysis, identification of options and recommendations on technical solutions to issues, client requirements.
-Provides consultative guidance and assistance to internal clients and stakeholders on the use of technology in client business planning.
