Purpose of Position :

To coordinate the operation, maintenance and enhancement of the MTO Technical Consultation Portal and other Standards and Contracts Branch intranet and Internet web sites and pages related to Transportation Infrastructure Management Division (TIMD) technical projects as required, promoting best practices and compliance with standards and guidelines in both English and French. To assist in the development and implementation of program strategies, communication, policies, standards and guidelines relating to Standards and Contracts Branch bilingual web content.

Duties / Responsibilities :

Working independently and as a part of project team and under the general supervision of the manager, the incumbent is responsible for performing the following duties:
1. Digital content planning and services in both English and French:
- Co-ordinates and provides digital content support services for program area staff in developing bilingual digital content for internal and external stakeholders.
- Develops and facilitates partnerships with program areas to maintain service alignment related to branch web content.
- Works with ministry staff through the content development life cycle to determine the information requirements of business areas and provides support in the preparation and the development of digital content to meet the business needs.
- Represents the Ministry on Inter-ministry committees and project teams to provide input on digital content standards, to exchange or share information, and discuss issues in relation to operation of the MTO Technical Consultation Portal.
- Coordinates and leads the development of new content/features as part of the agile digital standard in supporting the MTO Technical Consultation Portal.
2. Program Delivery
- Co-ordinates communications received and sent through the MTO Technical Consultation Portal by: responding to e-mails regarding content and general issues from internal and external sources; and, forwarding program specific enquiries for response.
- Provides advice and guidance regarding the MTO Technical Consultation Portal; access provisions, procedures, processes and legislation.
- Leads and coordinates the life cycle management of the publication of the notices by providing advice and guidance for posting, reviewing submissions from prescribed offices to public notices in compliance with Ontario.

- Liaises with program areas to analyze, research and process service requests; identifies issues and recommends solutions and ensures all requirements are met.
- Communicates MTO Technical Consultation Portal policies, procedures, standards, guidelines, and tools to facilitate best practices and integrity of records and information.
- Analyzes branch web-content issues in requests and identifies them to decision makers to ensure senior staff apprised of related issues.
- Coordinates with Labour and Transportation I&IT Cluster to provide resolution to any system issue related to theMTO Technical Consultation Portal or Technical Publications pages.
- Develops, fosters and maintains working relationships with client area to promote the branch web content and offers advice to resolve issues.
- Providing branch support for developing and uploading information to the branch sites.
3. Training
- Participates in the development, implementation and delivery of training and awareness programs throughout theministry to ensure consistency in communication of MTO Technical Consultation Portal and Technical Publications policies and procedures.
- Reviews content and organization of MTO Technical Consultation Portal and Technical Publications website and recommends improvements.
4. Web Administration
- Liaises with Labour and Transportation I&IT Cluster and Ontario Digital Services to coordinate the on-going maintenance, development, editing, and updates to ensure MTO Technical Consultation Portal and Technical Publications website are aligned with the current requirements and operational objectives.
- Advises clients on OPS standards and guidelines and ensures digital content is organized, representative and consistent with Ontario.ca guidelines, and best practices, (e.g. Ontarians with Disabilities Act (ODA), Ontario Human Rights Code, Government Advertising Act, and the French Language Services Act etc) and government and I&IT policies.
- Develops procedures and processes for publishing information on the MTO Technical Consultation Portal and Technical Publications websites and ensures compliance with mandatory standards, guidelines and objectives. - Coordinates enterprise-level usability development, providing overall quality management to ensure the web content consistent.
- Coordinates the provision of technical support to create, update and modify digital content.
- Represents the ministry on government-wide web committees and liaises with other ministry web editors to discuss internet and intranet issues, standards and evaluation techniques.
- Provides technical direction to the Webmaster by advising of intranet/internet requirements and standards, resolving technical problems, overseeing web page projects, reviewing and approving web design proposals.

Staffing and Licensing :

French oral skills at the advanced level. French written skills at the advanced-plus level.

Knowledge :

Job requires knowledge of:
- Principles, practices and techniques on enterprise wide communication planning and development, and information dissemination on a digital platform, to lead and coordinate the publication of environmental related information.
- Relevant legislation (e.g., Ontarians with Disabilities Act (ODA), Ontario Human Rights Code, Government Advertising Act and the French Language Services Act, etc.) and government and I&IT policies to ensure website content is compliant with government and legislative requirements.
- Ministry mandate, ministry directives, programs, policies, initiatives, services, operations organization and issues to respond to and provide advice regards the branch web content.
- Current and emerging access and privacy theories, principles, practices, trends, issues and solutions to provide advice to resolve contentious and sensitive issues.
- Records, data and information management, storage, security and retrieval to provide advice and training.
- Written and oral communication skills to articulate new business delivery methods and guidelines, and to present authoritative briefings, reports, recommendations, proposals and submissions to senior management.
- Communication theory and techniques, communication planning method and practices, writing styles and techniques, grammar and punctuation, editing techniques, research techniques, and publication production to prepare and edit web content, advise content providers and clients, clarify communication requirements and objectives and develop communication plans.
- Internet technology to develop and manage ministry website designs, provide advice and develop standards for utilization and consistency and evaluate overall effectiveness.
- Word processing and desktop publishing to prepare layout and write materials in both English and French, web pages and other communication materials and edit/approve materials provided by others.

Skills :

Job requires the following:
- Oral and written communication skills in both English and French to discuss and provide policy and procedure information and advice to all levels of staff, deliver training, communicate with the public and prepare briefing materials, submissions and reports.
- Coordination and organizational skills to plan and manage a large caseload and/or prioritize in compliance with timelines.
- Use of computer technology to track and process requests, prepare reports and presentations and conduct research.
- Website design to implement communication initiatives to support the development and maintenance of the branch website and pages.
- Internet/web applications, related software, multimedia, and authoring tools and utilities to research, create, update and edit text, index website materials, and coordinate the provision of technical support by IT specialists.
- HTML authoring, graphic and user interface design, web site development and architecture, Ontario.ca standards and policies, international web standards, conventions and etiquette to ensure website design and content complies with government directives, policies, procedures, and established industry standards.
- Organizational skills and a corporate perspective to simultaneously address concurrent activities.
- Interpersonal skills to assess client and stakeholder requirements, liaise and work in partnership with technical staff and other ministry offices and stakeholders.
- Working independently or in a team in a with tight and occasionally conflicting work priorities.

Freedom of Action :

Incumbent works independently and as a part of project teams under the general supervision of the manager.
Job requires the following:
- Working within ministry policies, guidelines and directives for the operation and management of branch web sites, recognized writing/communication techniques and standards and technical standards for Internet access and management.
- Making decisions by: recommending format for web content in both English and French and communication initiatives; determining product tone, style and approach; and, determining content, standards and processes for website design/management.
Work is reviewed by the manager through periodic updates of activities and is assessed for adherence to ministry communication strategies and standards. Incumbent refers problems/issues such as conflicting client needs, application of new internet policies and delays in meeting production/printing schedules to the manager.
