Purpose of Position :

To provide project leadership and/or participation on Branch projects and activities for the planning, reengineering and implementation of human resource/payroll best business practices, strategies, and the development and sustainment of business processes, operational policies and procedures for payroll and human resources management information systems.

Duties / Responsibilities :

Within the section responsible for providing internal business support to the HR and Payroll systems including identification and documentation of system change requirements, development of business processes, procedures and supporting tools, systems testing, monitoring data quality and communications to internal clients, the position:

1. Conducts the planning, business analysis and leadership of components of business analysis projects, process and systems improvements including the development and implementation of required process and system enhancements related to the development and sustainment of business processes and best practices in support of the services and systems of the Payroll Business Support Branch (PBSB).

2. Participates as a member of major projects designed to introduce best business practices, performance measures, benchmarking and re-engineering initiatives of the PBSB through research and analysis of best practices, technological advances and potential opportunities with the public and private sectors. Determines appropriate data sources and applies relevant research models, tools and techniques (e.g. statistics, consultations, surveys, trends, economic models, financial analyses) to gather and analyze data for use in the identification of systems and business practices.

3. Determines implications of results of the planning and development of business cases in support of recommended business strategies and new business processes for PBSB.

4. Conducts business plan analyses including business systems and needs to plan and recommend required changes to business processes and systems, provides feedback on procedural and/or system deficiencies and recommend improvements as appropriate to meet business needs. Develops process maps and workflows, and identifies points of internal control and steps within the processes to provide value to the process and its product.

5. Provides input to the Business Analyst and to the project team members during the implementation of system enhancements, new systems and business processes including: developing system specifications and test criteria, performing user acceptance testing of new or revised systems. Develops and/or applies changes to operational procedures and policies. Identifies training needs and provides input for the training specialist in the development /maintenance of user and training materials.

6. Provides specialized business consultation and advice to branch management to ensure the business aspect of services is considered in the planning and delivery of services and to provide alternative approaches to current practices.

7. Develops and maintains branch standards for the development of guidelines and tools to ensure the quality and consistency of all branch programs, system and business related information provided to customers and stakeholders. Works with the training consultants to provide input to training and with the Change Management Lead to communicate branch standards to clients and stakeholders

8. Designs, develops, communicates and markets tools, standards, resource materials and reference guides for the use of the branch's diverse clients involved on HR and payroll priorities and users ( employees, managers, Attendance Clerk Coordinators, timekeepers, administrative staff etc).

9. Creates automated tools and solutions to support business operations (spreadsheets, calculators, user productivity kits, system and business processes) and develops guidelines and best practices for their use by branch staff and clients. Provides Tier3 support on the use of tools and identifies and analyzes trends in queries and provides input to set up learning strategy.

10. Maintains ongoing contact with counterparts/colleagues throughout the Division to participate in cross division development projects.

Knowledge :

Position requires knowledge of business analysis theories, techniques and methods including best business practices, benchmarking and business process re-engineering and knowledge of government payroll and benefits policies, practices and systems to participate in branch projects and activities and to lead components of projects business analysis projects, process and systems improvements. Knowledge of planning and project management techniques and methodologies to plan and lead components of assigned PBSB projects and initiatives. Organizational skills and abilities to prioritize project activities and deliver in a multitasking environment. Knowledge of research principles and methods, statistical analyses including program/policy impact analysis in order to determine appropriate data sources and apply relevant research models, tools and techniques (e.g. statistics, consultations, surveys, trends, economic models, financial analyses) to gather and analyze data for use in the identification and integration of systems and business practices. Analytical skills to analyze high level business and systems impacts of new changes communicated by Canadian Payroll Association, Canada Revenue Agency and communicate these effectively to relevant staff/colleagues. Knowledge of PBSB programs, policies, and systems related, as well as knowledge of service delivery and customer focused service delivery, business practices and systems issues faced by the branch and its clients to ensure recommendations are responsive to these issues and to provide business consultative advice to management. Knowledge of data synthesis and information interpretation and process analysis techniques to prepare analytical reports and provide support for major business re-engineering projects. Knowledge of PeopleSoft 9 HCM, of different PeopleSoft 9 modules and their impact on each other (Payroll, Absence Management, Benefit Administration, Time and Labor) to be able to develop clear business and system procedures. Knowledge of Enterprise Resource Planning systems and their linkages with each other and of PeopleSoft security set up to be able to develop user specific tools/procedures/guides for different user groups. Knowledge of personal computer application software including word processing, spreadsheet, presentation and database management and other commonly used software in order to analyze, document and recommend process and systems improvements, and to work with colleagues in the development of presentation and training materials. Oral and written communication skills to prepare and present materials including business analyses, research findings and recommendations and process related materials.

Judgement :

Position works under the direction of the Manager, Project Management and Quality Assurance and within the framework of OSS and branch strategic directions and goals in the areas of human resources and payroll. Position has access to guidance and advice from the Manager and senior staff but is expected to work with considerable independence in planning and leading components of assigned business planning and research projects. Judgement and initiative are required in systematically developing and analyzing information and data by determining data sources, conducting research studies, reviewing best practices and determining implications of results to assist in the planning and developing of branch standards. Position exercises judgement in identifying, gathering and developing material to include in business cases for new business processes and systems initiatives of the Branch; in evaluating and advising on potential options for re-engineering various systems processes and practices and determining new business practices, performance measures, benchmarking and re-engineering initiatives. Judgement is exercised in providing business consultation and advice to management to ensure the business aspect of services is considered in the planning and delivery of services and to provide alternative approaches to current practices.

Accountability - Programs :

Participates in assigned research and business analysis projects and leads assigned components of these projects for the development and implementation of business related processes for payroll and human resources management information systems, introduction of best business practices and re-engineering initiatives related to the quality of services and operations provided by the Branch. Responsible for planning and developing process and tool enhancements and for facilitating the implementation of these changes.

The provision of poor or erroneous information and recommendations would have an advserse impact on
the PBSB's ability to develop and implement optimum services and innovative products for its clients, resulting in criticism by clients throughout the OPS.

Contact - Internal :

Frequent contact with management and staff throughout the branch (including Training Consultant, Change Management Specialist, PeopleSoft Senior Functional Analyst), as well as Payroll Operations Branch Benefits Advisor, Business Support Consultant and client ministries throughout the OPS to obtain data and information and to provide expertise and advice related to HR/payroll best practices and to assist in facilitating the planning, design and implementation of re-engineering initiatives. Regular contact with management and staff in other branches to obtain information, discuss results of research and to participate in cross division process development projects. Regular contact with the OSS Contact Centre to respond to tickets raised by clients and with staff from OSS Customer Relations Management Branch to ensure that tools and procedures are posted on the appropriate website in a timely manner.

Contact - External :

Regular contact with CRA and CPA to receive information on and discuss legislative and policy changes. Frequent contact with specialists and vendors in the human resource and payroll fields to conduct research regarding best business practices, technological advances and potential opportunities within the public and private sectors.
