Purpose of Position :

To ensure that rotary wing aircraft are maintained in airworthy condition in accordance with Transport Canada, MNR and aircraft manufacturer's specifications and standards. To provide maintenance related expertise to the safety program.

Duties / Responsibilities :

1. Auditing the custody, origination, control and retention of maintenance records, which relate to the inspection, repair, overhaul and modification of all aircraft and their components. This is accomplished by ensuring that a work order system is in place and being followed to allow for traceability of all maintenance performed and ensuring that the Stores system is operated in accordance with the Maintenance Control Manual and Airworthiness Manual. Ensure that certification in logs and documents are in accordance with regulations.

2. Auditing to ensure that applicable Airworthiness Directives and other special inspections are accomplished within required time periods in accordance with the Inspection program Approval; originating and maintaining a system to monitor the life of components installed on aircraft and also those for which extension of time between overhaul have been requested and granted; originating and maintaining a system to monitor deferred defects on aircraft to ensure compliance with the regulations of transport Canada and the Ministry.

3. Originating and maintaining a control system to ensure calibration of special inspection, maintenance and test equipment.

4. Conducting field audits to assist and direct maintenance personnel in complying with Transport Canada and Ministry regulations,

5. Approve all aircraft certification privileges for maintenance staff,

6. Evaluation audit findings and if warranted, remove personnel certification privileges or remove aircraft from service until discrepant items are corrected,

7. Coordinate the evaluation and development of new or revised modification to the aircraft,

8. Consult and control the reporting of aircraft and relating components/part failures through the Service Difficulty Reporting System from Transport Canada,

9. To be the established liaison with Transport Canada, external agencies and senior management for quality assurance issues,

10. Assist management in conducting periodic audits of hired commercial carriers and to identify maintenance deficiencies in reference to The Standards and Requirements for Ontario Ministry of Natural Resources Approved Commercial Air Carriers (“The Standards”).

11. Ensure customer service is obtained with aircraft serviceability.

Knowledge :

1. Must possess a valid Transport Canada Aircraft Maintenance Engineer License,
2. Requires qualification in accordance with Transport Canada Airworthiness Manual and must be approved by Transport Canada.
3. A thorough knowledge of Transport Canada Air Regulations, Air Navigation Orders, The Aeronautics Act and Ministry Air Operations Manual,
4. An excellent knowledge of the Airworthiness Manual, Maintenance Control Manual and Manufacturer's Inspection Program Approval,
5. Excellent communication skills to communicate effectively verbally and in writing with ministry staff and external agencies
6. Ability to plan, organize and coordinate financial and material resources in order to achieve program and customer objectives,
7. A good working knowledge of computers and systems for changing hard copy systems to computer systems by working and giving advice and approvals that are required to make system efficient,
8. Working knowledge of The Occupational Health and Safety Act and WHMIS legislation,
9. Knowledge of relevant legislation/policies with Employment Equity and related issues and of The Strategies for Renewal Human Resources Planning Process in the Ontario Public Service.
10. Must be able to obtain an airport security clearance as per Transport Canada requirements.
11. Must possess a valid Ontario Driver's License.
12. Must possess a valid Restricted Radio Operator's Certificate- Aeronautical.

Judgement :

The position works under the general supervision of the Chief Engineer Maintenance Services. As the head office rotary aircraft quality manager and fleet engine manager, a high level of initiative and sound judgement is required to ensure aircraft are maintained safely and within budget and production considerations.

Accountability - Programs :

Accountable for providing quality assurance functions to rotary fleet maintenance and for managing the serviceability and supply of fleet aircraft engines.

Accountability - Finance and Materials :

Accountable for managing rotary fleet spare parts and fleet engine spare parts and engine overhaul within a ministry budget to avoid cost overruns.

Accountability - Impact of Errors :

Lack of good judgement could result in loss of the Operating Certificate or creating a situation impacting on the delivery of programs to our customers.

Contact - Internal :

Frequent contact with senior management and field staff.

Contact - External :

Regular contact with Transport Canada regulators, industry and private sector suppliers.
