Purpose of Position :

To maintain and update land tenure data on the MNDM CLAIMaps system. To provide advice and direction to clients with respect to the staking of unpatented mining claims and other land related tenure.

Duties / Responsibilities :

1. Performing the initial review of applications to record with respect to unpatented mining claims for accuracy and compliance with the Mining Act and Staking Regulations, noting any deficiencies, contacting stakers and/or recorded holders either orally, in writing or both, for additional information or clarification and following up on requests; reviewing dispositions and alienations by gathering information from Crown Land Registry, Office of the Surveyor General, Ministry of Natural Resources, Land Registry Offices or other sources; referring non-compliant staking issues or contentious issues to the Provincial Mining Recorder and/or Deputy Mining Recorder for direction and decision..

2. Transposing spatial information to the Automated Claim Mapping System (ACMS), (e.g. location of mining claims, location of dispositions and areas that are alienated), from a variety of sources such as Applications to Record unpatented mining claims, cancellations of unpatented mining claims, leases and patents, Survey Plans, or Withdrawal/Re-Opening Orders, in a manner consistent with established standards. Referring ACMS issues or problems to the Mapping Services Administrator and/or Provincial Mining Recorder for resolution.

3. Providing customer service by providing routine and general guidance and information to external clients relative to the staking of unpatented mining claims and other land tenure issues. Referring unusual, contentious or complex inquiries or situations to the Provincial Mining Recorder and/or Deputy Mining Recorder for direction and decision..

4. Assisting the Mapping Services Administrator with projects and tasks related to the ACMS with emphasis on Geographic Information System (GIS) issues. (e.g. compilation maps, technical issue maps etc); recommending to the Mapping Services Administrator and/or Manager, Provincial Mining Recorder, Operations Unit, improvements or deficiencies related to the ACMS system or internal work processes.

5. Providing technical support to the Manager, Provincial Mining Recorder, Operations Unit and other staff for the resolution of claim staking or other land tenure related issues (e,g. production of maps, sketches, archival review, determination of ownership, title searches, extent of lands etc).,

6. Preparing and processing general correspondence and form letters. Organizing and maintaining filing systems (e.g. land roll files), updating and retrieving information from files as requested, gathering and compiling information by searching files and records; closing files in accordance with retention schedules.


Manager's have the right to assign additional duties.

The incumbent shall, while in the workplace, conduct themselves in compliance with the Occupational Health and Safety Act and Regulations and any workplace policies, procedures or practices as directed by their immediate supervisor, report all work related injuries and illnesses to their immediate supervisor.

Knowledge :

Good understanding of the Mining Act, the Staking Regulations and related policies, procedures and guidelines; other land tenure related legislation and regulations; industry claim staking practices and procedures to provide the initial review of unpatented mining claims applications to record for accuracy and compliance with respect to unpatented mining claims.

Good knowledge of specialized GIS applications and GIS principles, practices and techniques, including software applications (CLAIMaps, ACMS, Arcview, ArcGIS) and peripheral equipment (e,g. digitizers, scanners and printers) as well as knowledge of the design and production of Geoscience and related thematic maps using raster, vector and GIS technologies, in order to produce, modify and clarify information on digital claim maps.

Good knowledge of computer systems and software including ministry specific systems, (e.g. Microsoft Office suite); knowledge of internet/intranet systems in order to view, gather and provide information

Knowledge of ministry policies and procedures related to information management, data standards, intellectual property rights, in relation to Freedom of information and Privacy to ensure personal information and confidential documents are protected..

Skills :

Excellent analytical, research and problem solving skills to research, analyze and evaluate information received from clients and other staff; to recommend solutions and procedures to internal and external staff and clients with respect to the staking of unpatented mining claims, other land tenure issues, Geographic Information System (GIS) and other cartographic problems.

Job requires good communication skills (oral, written and interpersonal) to gather information from clients, clarify information and to respond to general inquiries; to review and understand technical instructions and or details of Geographic Information System applications, principals and techniques.

Job requires good conflict resolution skills to deal with frustrated or irate clients and to resolve problematic situations.

Organization, planning and co-ordination skills are required to occasionally work on multiple tasks with changing priorities. Job requires ability to work under tight deadlines and heavy workloads

Job requires ability to work in a fast-paced team environment; to verify the work of the other mapping technicians; to develop group-based solutions to routine and non-routine issues and to present these solutions to the Manager - Operations Unit / Provincial Mining Recorder and/or Mapping Services Administrator for guidance and/or approval.

Freedom of Action :

Working under the general supervision of the Manager, Provincial Mining Recorder, Operations Unit and/or the Provincial Deputy Mining Recorder,Operations Unit, and subject to applicable sections of the Mining Act and Regulations, position is required to review applications to record for compliance and to identify errors with a recommendation for action to the Manager/Provincial Mining Recorder-Operations Unit.

Position involves providing guidance to clients on routine or typical staking or other land tenure issues and where atypical or complex, bringing these with recommendations to the attention of the Manager/Provincial Mining Recorder-Operations Unit and/or the Provincial Deputy Mining Recorder-Operations Unit for direction.

Under minimal supervision the position requires the transposing of spatial information to the Automated Claim Mapping System (ACMS), and only where the problems are atypical, referring issues or problems to the Mapping Services Administrator and/or Provincial Mining Recorder for resolution.
