Purpose of Position :

To provide research and data analysis services to support the Health Analytics Branch and its role in meeting Ministry business needs for high quality information, and methodological support that enables health system evidence-based decision making.

Duties / Responsibilities :

1. Conducts comparative analyses of alternative methodologies, runs analytic queries and conducts complex integrated data retrievals to meet health information and knowledge requirements. Identifies available data which may meet requested requirements; designs and distributes reports.
2. Identifies and defines client health analytic needs and project requirements on units smaller project initiatives and requests for health data products, reporting and analysis in support of critical ministry evidence-based decision making capabilities and the evaluation of health system operations.
3. Provides research and analytical support to Senior Health Analysts on larger projects requiring response to health system information needs, products, reports and tools to meet the needs of internal and external clients (e.g. Health System Strategy Division, LHINs) including supporting needs assessments, analyses and syntheses of research and other material; design, production and delivery of end products (e.g., summary files, tables, contextual reports and other data related products).
4. Conducts the review and analysis of performance metrics reports on the performance of the health system relative to identified performance metrics at provincial, LHIN and individual program/portfolio levels & identifies anomalies.
5. Works with senior staff in the development and implementation of consultation, communication and training strategies to ensure information and product needs are understood by branch colleagues and clients. Prepares draft materials.
6. Contributes to, and maintains metadata notes, data dictionaries, and data analytic and retrieval codes to provide resources, facilitate analytic work and support common product approaches and standards.

Knowledge :

Position requires knowledge of research and analytic methods, informatics, information management, statistical techniques and modeling, used in health analytics to provide research and data analysis services to support branch health analytic and product development projects and/or work teams.
Knowledge of availability and uses of administrative and population health databases and statistical software to conduct complex integrated data retrievals to meet health information and knowledge requirements.
Knowledge of the health system, to support ministry evidence-based decision making Skills to review, synthesize and summarize scientific literature. Computer proficiency to access resources, conduct research, conduct analyses and prepare materials.
Communication skills to seek to send clear messages and to better understand as well as to prepare various reports and data findings.
Commitment to organizational learning to seek to add/share knowledge. Innovation and creativity to identify how to create more value for ministry customers and/or stakeholders; generating varied solutions to the situation at had and to understand the strategic implication of new ideas.
Relationship maintenance and partnership building skills to support partnership arrangements. Results orientation to support requirements for complex data extraction and analytics.

Judgement :

Position works under the general direction of the Manager with guidance from Senior Health Analysts and within ministry stewardship principles, the Division and Branch standards and protocols. Judgement is exercised in establishing work priorities, research and analysis methods to achieve desired results within established timelines. Judgement is exercised in identifying and defining client health analytic needs and project requirements on units smaller project initiatives and requests; in supporting needs assessment, analysis and synthesis of research and other material; to meet information needs. Judgement is exercised in conducting comparative analyses of alternative methodologies; Judgement is exercised in conducting the review and analysis of performance metrics reports on the performance of the health system relative to identified performance metrics at provincial, LHIN and individual program/portfolio levels.

Accountability - Programs :

Provides research and data analysis services to support the Health Analytics Branch and its role in meeting Ministry business needs for high quality information, and methodological support that enables health system evidence-based decision making. Works on units smaller project initiatives, components of large scale analytic projects, and requests for health data products, reporting and analysis in support of critical ministry evidence-based decision-making capabilities and the evaluation of health system operations.

Accountability - Impact of Errors :

Ineffective provision of research and analytical support health would impact the ability of the branch to support critical ministry and LHIN evidence-based decision making capabilities and the evaluation of health system operations.

Contact - Internal :

Regular contact with clients in the Ministry (e.g. Health System Strategy Division, Portfolio Teams) to provide health analytic guidance and advice to meet clients needs for health information, analytic products, reports, analyses and interpretation in support of health system planning, policy and strategy decisions. Frequent contact with colleagues, project team members and internal clients to support health analytic and product development projects.

Contact - External :

Regular contact with clients in LHINs and other areas to support project initiatives. Regular contact with relevant external organizations and research centres (e.g. Health Canada, Statistics Canada, ICES) to establish and maintain working relationships, to seek knowledge and advice in support of project initiatives.
