Purpose of Position :

To provide economic and fiscal policy analysis, advice and assistance in the development of the Provincial fiscal plan. To provide assistance in developing, coordinating and undertaking processes surrounding multi-year fiscal planning and the annual Provincial budget.

Duties / Responsibilities :

Under the general supervision of the Manager, and as part of a team, provide professional advice and support for:

1. Planning and Coordination
• Responsible for assisting in the planning and coordination, analysis and compiling of expenditure and revenue information from diverse sources into summary reports and presentations for senior management and Cabinet Committees. As required, participate in the implementation of corporate initiatives.
• Participate in fiscal and economic analysis exercises of a multi-branch or multi-ministry nature.
• Provide advice to division staff supporting corporate fiscal expenditure management planning, in such areas as in-year and multi-year planning and forecasting, process coordination, economic and corporate policy development.

2. Issue Management
• Establish and maintain a network of contacts among ministry, line ministry and central agency staff on issues of joint interest.
• Advise team and manager of potential issues and concerns related to implementation of the multi-year fiscal plan, strategy and outlook.
• Review policy proposals and make recommendations which have impacts on funding, staffing and programs.
• Ensure briefing materials and presentations reflects current corporate economic and fiscal policy and agenda.
• Ensures information and analyses are technically sound, accurate and provided on a timely basis.

3. Communication Skills
• Participates in the communication of corporate economic and fiscal policies, priorities and decisions.
• Author material for inclusion in the Annual Provincial Budget, Fall Economic Statement and Quarterly Finances.
• Research and writes papers, presentations, briefing materials, and procedural guidelines in a clear and concise manner.
• Occasionally provide oral briefings and presentations to senior management, divisional or external staff and groups.
• As required, responds to public inquires either verbally or by compiling and forwarding an information package.

Knowledge :

Strong knowledge of economic, financial, and accounting theory, principles and practices. General knowledge of the fiscal and accounting structure of the Ontario government and its budgeting processes. Awareness of the strategic relationship between fiscal policy issues and the public context in which decisions are made. Understanding of public participation and communications issues and strategies. A successful candidate: requires sound knowledge of economic, fiscal and financial concepts; possesses strong analytical, financial, problem-solving skills; good presentation, communication and writing skills; knowledge of software and computer modeling; ability to work both independently and as part of a team.

Judgement :

Work is performed under the direction and guidance of the Manager, and other senior members of staff as assigned. Judgment is required in the development and refinement of products and the provision of advice on appropriate courses of action. Judgment is also exercised in the incumbent's interaction with staff in the Division, Ministry, and other central agencies and line ministries. The incumbent must be fully aware of the sensitive and confidential nature of much of the material with which s/he works and respects confidentiality.

Is accountable for objective, accurate, timely and appropriate advice and information to Division and Ministry management, the Minister of Finance, Cabinet Committees, and other ministries and the public. As a team member, contributes to the realization of joint goals and objectives. As required or assigned, participates on project teams composed of individuals from other branches, divisions and line ministry staff, of various classification levels

Contact - Internal :

Regularly with the Minister, Deputy Minister, senior management, and with other branches of the Ministry. Frequent contact with senior officials of other ministries. (often at the ADM or Deputy level), or with other central agencies to exchange information and provide interpretation and advice.

Contact - External :

Limited contact with officials from other jurisdictions, outside experts, the media and the public.
