Purpose of Position :

To provide leadership in the design, development, implementation and maintenance of cost effective information technology solutions and services related to the OPS' Human Resource (HR) systems, and to provide clients with business systems consulting expertise on the use of information technology, such as PeopleSoft, in order to meet business/program goals and objectives.

Duties / Responsibilities :

The position is a part of a multi-disciplinary project team developing business systems and applications to meet business needs and priorities of clients in order to promote Ministry IT strategies and goals.

Job requires:

1) Providing leadership, as directed by the project manager/leader, on projects including directing other project team members to analyze business needs in relation to Human Resource clients' programs and services delivery requirements and short/long term business goals and objectives.

2) Conducting feasibility studies and cost/benefit analysis on complex business systems initiatives, and recommending systems development solutions which meet clients' needs, promote overall Ministry Information Technology (IT) strategies and objectives, and assist clients in identifying IT priorities.

3) Preparing project plans, providing estimates of costs and resources requirements, planning and coordinating schedules, monitoring activities, and providing status reports, as directed by the project manager/leader.

4) Providing technical expertise and advice, as directed by the project manager/leader, in complex systems analysis and design, and providing leadership in the development of HR ERP programs and technical solutions by applying knowledge acquired through experience and research in information technology solutions and trends as it relates to the HR field.

5) Providing leadership with the coordination of the development of production support procedures, and providing support and leadership to the production support functions related to IT and other systems, which may include leading a team working on production tickets.

6) Coordinating and overseeing testing and implementation of HR ERP systems and applications, such as PeopleSoft, including training of users and technical staff, as directed by the project manager/leader.


7) Providing support for End User Computing (EUC) services by assisting HR based clients in the selection of EUC tools, recommending an approach and providing leadership for technical staff of IT cluster in completing EUC Tasks

8) Preparing Request for Proposals (RFP), recommending and leading the analysis and evaluation of tenders for professional services, and hardware and software acquisitions.

Job requires knowledge of business systems technologies in order to provide leadership, as directed by the project manager/leader, in the identification and evaluation of information technology options for clients and in the development of new systems or systems modifications.

Job requires knowledge of theory and principles of systems design, development and related methods, techniques, practices and standards, in order to provide leadership for the analysis and definition of client business and information technology requirements, design, development, testing and implementation of systems solutions and, evaluation of hardware and software.

Job requires knowledge of Ministry IT plan, project planning methodology and theory to support the IT business planning process. Job requires knowledge of clients' business processes and the ability to recommend systems development solutions, which promote Ministry IT strategies and goals while also meeting business needs and client priorities.

Job requires knowledge of IT Cluster's information technical footprint, including standard end-user computing tools, office products, and development platform in order to define technological solutions to meet the client's business requirements.

Job requires maintaining current knowledge of trends and advances in information technology across the various computing platforms, including hardware and software components; and, requires knowledge of new development, analysis and design techniques used throughout the system development life cycle to ensure a proposal of the appropriate technological solutions to meet business needs.

Jo requires maintaining current knowledge of trends and advances in human resource systems across various areas; as well as, maintaining knowledge on human resources as it relates within the OPS; for example, collective agreements, HR policies, etc.

Job requires:

Job requires analytical and problem-solving skills to assess clients' business priorities and needs; to evaluate business and technical design alternatives; to consider IT Cluster priorities, business priorities and needs; and, to propose IT solutions which are cost effective and improve client program/service delivery, as it relates to the OPS' HR systems, such as PeopleSoft.

Job requires verbal communication skills to discuss client requirements; to lead discussion of systems development options and technical processes among the project team; to discuss with clients development and operational recommendations given limitations and considerations, in clear non-technical terms and communicating advantages and disadvantages of various options and their impact.

Job requires writing skills in order to prepare project reports and presentations explaining analysis and recommendations, to prepare business cases for recommended approach to systems development or acquisitions; and, to prepare systems documentation and manuals.

Job requires interpersonal skills to explain/illustrate alternate solutions to clients' systems development requirements and to develop client support based on the recommended approach by outlining analysis of costs and benefits, impacts on clients' service delivery and achievement of business goals.

Job provides input to the negotiation of contracts with vendors of services, equipment, hardware, and software, within pre-determined parameters including assigning, reviewing and ensuring quality of work.


Job provides input to project manager/leader on performance, training needs and employee selection, including the selection process for tendering for consultants.

Job requires research skills and commitment to continuous learning in order to maintain current
knowledge of trends and advances in information technology across the various computing platforms, including new development, analysis and design techniques.

Freedom of Action :

Job requires working within Government and Ministry standards, policies, guidelines, and directives for development, acquisition and use of information technology, and within established methods, practices and procedures related to development and operation of systems.

Job exercises latitude in decision making by determining how best to define and characterize HR client needs, recommending particular approaches for project activity, assisting in the development of the project plan, schedule and budget, determining necessary adjustments to development process during course of project to ensure quality of product, and that time lines and changing client requirements are met.

Work is regularly discussed with clients, and general updates on project status are provided to project-leader/manager and reviewed in relation to stated project objectives, time lines and budget.

Job refers to project manager/leader problems and/or issues such as changes to operating systems, resource issues and significant changes to project or activity direction. Job requires independence of thought, self-motivation and a minimum of supervision when operating with job specifications and project boundaries.
