Purpose of Position :

To perform general maintenance in a number of skilled trades for a correctional facility and to assist other maintenance staff, as assigned.

Duties / Responsibilities :

In a very large maximum security correctional centre, the incumbent performs general maintenance, repairs, general upkeep duties in one or more of the skilled trades and other related support services for Central East Correctional Complex, by:

1. Operating, troubleshooting, repairing/maintaining all heating, ventilation, fire systems, associated electromechanical devices, subsystems; replace/repair components; checking/repairing air conditioning/boiler systems by computer, checking boiler room three times daily, checking refrigeration system, testing boilers for dissolved solids, conducting various chemical tests, etc.

2. Operating and/or maintaining various pumps/burners, water softeners, kitchen items, grounds equipment, replacing and or cleaning air and roll media filters, lubricating, belt tightening, etc.

3. Repairing and/or maintaining tubular steel furniture, water tanks, power plant equipment, security screens, steel structures, security and non-security locks.

4. Performing emergency repairs in the absence of other maintenance staff and assist plumber and electrician as required with their duties; complete/maintain appropriate logs/records.

5. Supervising and instructing selected offender helpers including writing reports; e.g. incident, performance or behaviour, ensuring safety and security of offender helpers and security of tools, equipment, materials and the work area. Supervises inmate helpers for majority of working day, Custodial Responsibility Allowance (K-1 Salary Note) applies.

Staffing and Licencing :

Qualified in one or more of the skilled trades and licenced by the appropriate Ministry. First Aid and Heartsaver certified.

Knowledge :

Job requires knowledge of one or more of the skilled trades, including techniques and appropriate licence issued by Government of Ontario in given trade(s).

Job requires knowledge of relevant legislation, municipal by-laws and codes, provincial building codes, in order to ensure the safety and integrity of installations, and to prevent injuries to staff or inmate helpers, and to aid in determining work methods.

Job requires knowledge of blueprints, schematics and specification diagrams/drawings and Ministry and government requirements for correctional facility security, lockout/tagout procedures, confined space entry, and elevated work to assist in performing work and ensuring safety of workers and inmate helpers.

Job requires thorough knowledge of operation/maintenance of heating, ventilation, air conditioning/fire systems, and associated instrumentation/control systems.

Job requires advanced knowledge of at least one recognized skilled trade and a working knowledge of other skilled (e.g. carpentry, plumbing, welding, brick laying) and semi-skilled trades in order to perform major and minor repairs, renovations and construction projects.

Job requires knowledge of computers and computer systems related to monitoring automated systems for mechanical and electrical equipment, electronic locking systems, building environmental controls and fence security monitors (CCTV); and to access information on warranties and service agreements, to prepare reports, and respond to internal mail.

Job requires knowledge of Workplace Hazardous Materials Information System (WHMIS), Occupational Health and Safety Act, and institutional security practises/procedures to ensure compliance with standards, proper equipment operation/utilization and to maintain the safety and security of the work area and offender helpers.

Job requires knowledge of environmental waste management regulations for both garbage and hazardous waste to ensure safe storage and disposal; oil heating equipment, boilers, sewage and water plant operations.

Skills :

Job requires demonstrated ability to operate/maintain heating, ventilation, air conditioning, fire systems, and instrumentation/control systems. Job requires analytical skills to provide input to offender disciplinary/performance reports and when recognizing workplace hazards, and security breaches so that corrective action can be prompt.

Job requires demonstrated ability to perform a wide variety of maintenance tasks; such as, painting, plumbing, carpentry, welding, lock repair and maintenance, etc.

Job requires the ability to use and to instruct in the use and safety of various power equipment and hand tools needed for repairs, renovation and construction on the site. Job requires computer skills to request and review information on all automated systems assigned by supervisor, and to perform quality assurance checks.

Job requires the ability to organize and complete work from blueprints, drawings or specifications.

Job requires oral communication skills to discuss work projects with other trades personnel, liaise with correctional staff, to train and instruct staff and helpers, to ensure work is completed on time.

Job requires written communication skills to complete reports on projects assigned, to complete performance and incident reports for supervisor and maintain logs.

Freedom of Action :

Job requires working in accordance with government codes, regulations and guidelines; established practices and procedures within trades.

Job requires working within facility security and health and safety guidelines, policies, procedures and directives to ensure no security breaches or injury to workers, staff and helpers.

Job requires deciding on work sequences in completing installations and repairs to ensure maximum efficiency in the use of skilled trades and helpers, and equipment and materials.

Job requires incumbent to recommend methods and changes to procedures for carrying out new installations and repairs. Work is subject to review and monitoring for progress, quality and results; e.g., updating supervisor on progress of assignments.

Job is accountable for the counts, safekeeping and security of tools, supplies and equipment in shop and on all assigned work.
