Purpose of Position :

To provide contract management and technical advice/expertise in support of concurrent consultant contract administration assignments of all levels of complexity. To provide supervision, direction, training and technical advice to all staff for on site administration activities of a construction project.

Duties / Responsibilities :

1. Reviews and oversees, contract drawings and documents during the pre-engineering phase to outline anticipated construction problems and give advice regarding intent and interpretation of special provisions, constructability issues, safety, environment and quality as well as traffic staging issues. 2. Prepares and evaluates Expressions of Interest (EOI), Requests for Quotation (RFQ) and Requests for Proposal (RFP) for the consultant procurement process. Recommends selection of consultant to ministry management and conducts de-briefings with unsuccessful consultants regarding the process, rating systems and the results related to their specific proposal. Verifies and recommends additional payments on consultant assignments. 3. Oversees a number of consultant contract administration assignments ensuring adherence to the agreement, during and at the completion of the project, assesses the consultants performance. Reviews the contractors performance evaluation and rating prepared by the consultant for completeness and fairness and recommends approval. 4. Examines documentation prepared by the consultant with respect to the settlement of claims and provides input to claims evaluation and settlement. Approves settlement up to own level of authority as per applicable directive. Recommends approval for amount above the level of authority. 5. Provides technical supervision, coordination and organization and directs the activities to all staff administering contracts. 6. Ensures contractor complies with contract documents, environmental requirements, safety standards to protect the owner's interests and obligations. 7. Ensures accurate payments and financial forecasts. 8. Ensures staff is properly trained and follow relevant health & safety and environmental standards/requirements. 9. Ensures appropriate and complete documentation for claims is prepared to support the evaluation and settlement. 10. Ensures settlement is negotiated up to delegated level of authority as per applicable directive and recommends approval for amount above the level of authority 11. Ensures the contractors performance evaluation and rating is complete and fair and recommends approval. 12, Co-ordinates the inspection of warranted work and corrective action. 13. Performs contract payment record assessments. 14. Co-ordinates the provision of formal and informal training to both internal and external partners involved in transportation projects regarding ministry construction standards, practices and processes. 15. Establishes and maintains effective partnerships with contractors, consultants, property owners and the public. 16. Performs inspections at sites to verify that construction practices conform to contract documents and takes appropriate action to deal with non-conformance by the consultant or the contractor. 17. Performs other duties as assigned which may include seasonal assignments to other Regional and Provincial offices.

Knowledge :

Work requires knowledge of ministry and highway engineering standards and specifications, mathematics, construction practices, contract management and a knowledge of engineering principles to manage construction projects of all levels of complexity and review/analyze drawings, plans and designs and contractors schedules, for compliance with ministry specifications. knowledge of traffic management principles to co-ordinate and ensure effective traffic staging and flow Knowledge of ministry consultant procurement process to lead evaluation teams in the evaluation of consultant and contractor proposals and conduct de-briefings with unsuccessful firms. knowledge of related policies, acts and regulations (e.g. Construction Lien Act, HTA, Aggregates Act, OH&S Act, Environmental Assessment Act, Dangerous Goods Act, etc.) to interpret and assess legislative impacts on construction project activities and provide advice to contractors, Consultant Contract Administrators, developers and other stakeholders on ministry standards and requirements. knowledge of administrative procedures and project management to manage several projects and provide effective project supervision. analytical, negotiation and problem solving skills to assess engineering and construction issues having financial impacts and political sensitivity and negotiate with service providers on dispute resolution. Communication skills to prepare project reports and deal effectively with senior management, consultants, contractors and other stakeholders. Leadership skills to provide supervision, guidance and support to staff. Ability to operate a computer and associated software. Valid class G drivers licence.

Judgement :

Under the general direction of the Area Contracts Engineer, judgement is exercised for planning and overseeing several concurrent consultant contract administration assignments of all levels of complexity and/or all on site administration activities of a construction project. Judgement is required in reviewing drawings and documents to interpret/assess constructability, overall quality, environmental and safety issues. Job requires judgement in monitoring construction operations, assessing contractors and consultants work for compliance with legislation, regulations, procedures and guidelines and ensuring corrective action has been taken. Job requires judgement in identifying nature/seriousness of non-compliance or work defects and selecting type of follow-up action. Judgement is required in making immediate decisions regarding contract start-up/delay considering financial impacts, service impacts, public/political sensitivity, etc. Judgement is required in leading the evaluation of consultant/contractor RFPs/RFQs and conducting de-briefings. Judgement is required in developing work plans for and monitoring assignments of staff and to provide technical leadership and training. Judgement is required in providing advice, guidance and mentoring to staff in the resolution of problems and development of approaches to address issues. Work is performed within ministry and regional construction policies and practices as defined by the Area Contracts Engineer. Work is accepted as authoritative and is reviewed for conformance with ministry/regional policies and practices.

Accountability - Programs :

Plans and leads several concurrent consultant contract administration assignments of all levels of complexity and/or all on site administration activities of a construction project. Interprets contract drawings and documents, evaluates contractor and consultant submissions and performance, resolves disputes with contractors and consultants and determines appropriate courses of action.

Accountability – Personnel :

Provides technical supervision and advice to staff.

Accountability - Finance and Materials :

Approves change orders up to the authority limit and action to deal with issues of consultant/contractor non-compliance

Accountability - Impact of Errors :

Ineffective supervision, contract management, technical decisions and application of ministry engineering and construction policies and standards could result in large financial implications for the ministry, contractor claims, costly construction delays, shorter highway life expectancy, public/political impacts and embarrassment to the ministry.

Contact - Internal :

Work requires regular contact with senior Regional and Provincial office staff and management to provide advice and recommendations regarding resolution of contract issues, recommend action to deal with claims and contractor/consultant non-compliance issues and brief senior staff regarding media and publicly sensitive project issues.

Contact - External :

Regular contact with consultants and contractors to resolve contract issues. Contact with municipalities, utility companies, developers, OPP, property owners, property agents, and the public to respond to inquiries, explain ministry policies/standards and resolve technical issues involving provincial highways. Media contact as per ministry policy. Contact with other ministries (e.g. Labour, Environment, Natural Resources) to discuss joint issues and advise on ministry standards and policies.
