Purpose of Position :

Under the direction of the Manager, Development and Maintenance: to conduct systems analysis for the development, implementation and maintenance of a diverse range of cost affective information technology (IT) solutions and services, to provide technical advice to clients and to leverage IT solutions and applications to meet program/service goals and objectives.

Duties / Responsibilities :

1. Developing and/or acquiring information relating to the technical components of client applications
through all stages of the Systems Development Life Cycle (SDLC). Assisting in the technical planning
and coordination of the activities, plans and schedules of project teams. Determining specific
technical requirements, resources and cost estimates for developing, testing and implementing client
applications.
2. Analyzing and assessing the client IT programs/services delivery needs, requirements, goals,
objectives and identify priorities; conducting feasibility studies and cost/benefit analyses for proposed
client IT initiatives and recommend systems development solutions to meet identified clients needs
and promote Cluster IT strategies and objectives.
3. Providing technical input into: analysis, design and architecture of systems solutions that meet
technical requirements; developing systems documentation; and testing, integrating and
implementing systems and applications. Training and supporting clients immediately after
implementation of new or modified application systems.
4. Carrying out research into the acquisition of software, hardware, technology, systems and products
that meet specific client programs/service needs. Assisting to evaluate, select and acquire software
products, and develop the technical components of software product procurement tenders (RFPs,
etc.).
5. Participating in the measurement and improvement of tools, techniques, standards and performance
criteria to control the quality of application development initiatives.
6. Management has the right to assign other duties.

Staffing and Licencing :

Available for travel within the Province.

Knowledge :

In order to conduct systems analysis for the development, implementation and maintenance of a
diverse range of cost effective business solutions and services; and provide technical advice to
clients and leverage IT solutions and applications to meet program/service goals and objectives, job
requires knowledge/experience in:

• Theory, principles, techniques, methods and tools related to systems analysis, capacity planning
and performance management to develop and/or acquire information relating to the technical
components of a diverse range of client applications through the SDLC .

• I&IT technology (e.g. hardware, software, networks, data, applications, networking, security) to
recommend systems development solutions that meet identified needs and promote Cluster IT
strategies and objectives; carry out research into and evaluate, select and acquire related
products and services; develop, document, test, implement, train and support new or modified
systems; and participate in the measurement of tools, techniques, standards and performance
criteria to control the qualify of application development initiatives.
• Theories and principles of systems design and development, the SDLC, and related methods,
techniques, best practices, industry trends and standards;
• Third and fourth generation programming languages and programming/development techniques,
tools and methods to develop, document, test, implement, train and support new development or
system enhancements;
• Cluster/Ministry/OPS administrative policies, directives and Cluster IT plans to ensure compliance
with recommendations on the procurement and/or development of business solutions, services
and/or technologies.
• Project planning methodologies to assist in the technical planning and coordination of the
activities, plans and schedules of project teams and determine specific technical requirements,
resources and cost estimates for developing, testing and implementing a broad range of client
applications.
• Client programs, services, processes and requirements relevant to assigned projects, to analyze
a diverse range of client IT program/service delivery needs, requirements, goals/objectives and
identify priorities.

Skills :

Analytical and interpretative reasoning to: assess client I&IT needs, determine specific technical requirements, resources and cost estimates for developing, testing and implementing client applications and to assist with the development of business solutions that are cost effective and improve client program/service delivery; develop and/or acquire the technical components of client applications through all stages of the SDLC; and participate in the measurement and improvement of application development tools, techniques, standards and performance criteria.
Oral communication skills to: discuss client requirements and communicate systems development recommendations with stakeholders in clear, non-technical terms, while communicating advantages and disadvantages of various options and their impact on the client's program/service delivery; and participate in multi-disciplinary project teams.
Written communication skills to: prepare project reports, analyses, recommendations, systems
documentation and manuals.
Interpersonal skills to: discuss client IT program/service delivery needs, requirements, goals/objectives and priorities; conduct feasibility studies and cost/benefit analyses for proposed client IT initiatives; recommend systems development solutions; and train/support clients after implementation of new/modified application systems.

Freedom of Action :

Works under the direction of the Manager and within the framework of the mandate of the OPS, its objectives and policies within I&IT industry trends, standards, techniques and methods. Job requires latitude in decision making to:
• Develop and/or acquire information relating to the technical components of client applications through all stages of the SDLC.
• Assist in the technical planning and coordination of project team activities, plans and schedules.
• Determine specific technical requirements, resources and cost estimates.
• Analyze client IT program/service delivery needs, requirements, goals, objectives and identify
priorities.
• Conduct feasibility studies and cost/benefit analyses for proposed client IT initiatives.
• Recommend systems development solutions that meet identified clients needs.
• Test, integrate and implement systems and applications.
• Provide technical input into analyzing, designing and architecting systems solutions.
• Develop systems documentation.
• Participate in the measurement and improvement of application development tools, techniques, standards and performance criteria.
• Train and support clients immediately after implementation of new or modified application systems
• Assisting to evaluate, select and acquire software products, and develop the technical components of software product procurement tenders (RFPs. etc.).
• Refer problems/issues with recommendations to the manager, such as: changes to operating
systems; the need for organizational enhancements; resourcing issues; and changes to project
direction to propose solutions and resolve systems analysis problems. Complex problems for
situations that are diverse and not covered by precedent are referred to project manager or the
Manager with recommendations for discussion.
• Work is regularly discussed with clients; and general updates on project status and achievement of objectives are provided to supervisor/manager, and reviewed in relation to stated project objectives, time lines and budget. Work is checked for compliance with work objectives and organizational policy and standards.
