Purpose of Position :

To manage the provision of enterprise architecture consulting services to support applications system development and implementation projects, hardware and network infrastructure developments, changes and implementations and security upgrades. To lead and manage concurrent, major and complex planning and architecture projects/subprojects and/or services for clients across the Ontario Government for the Government Services Delivery Cluster.

Duties / Responsibilities :

Enterprise Architecture Services includes conceptualizing, scoping, architecture projects and subprojects, as well as execution of those plans as per project charter/engagement agreements. The scope of the position includes leading and managing a high performing team of architecture and technology subject matter experts to provide project support to priority IT projects such as: conceptualizing technology approaches/solutions, identifying requirements, analysis, design and re-engineering; design and business process re-engineering; system analysis, business process modelling (including data modelling); applications architecture and design; applications research and development (including tools and methodologies); identification and development of reusable components; identification and development of new potential technologies.
• Defines project requirements (architecture and technology activities/subprojects) with client, identifies solutions and deliverables suited to client needs, defines project/service scope and approach, and creates client engagement agreements.
• Participates in steering committees and other stakeholder forums as needed to ensure business alignment.
• Manages planning for all phases of incident/problem management, and/or large scale project/services, establishes priorities, schedules and allocates work to staff or consultants, ensures compliance with corporate I&IT strategy.
• Develops and negotiates project/services budgets, and acquires resources (e.g. contract staff, consultants).
• Manages all phases of projects/services including implementation, resolving issues and providing experienced technical advice and guidance to clients and project staff, and performs hands-on architecture roles on client engagements.
• Develops performance measures for evaluation and conducts follow-up with clients to ensure satisfaction.
• Ensures work is carried out according to established budgets, schedules, and standards.
• Reports to client's senior management, I&IT senior management and other stakeholders on progress at various stages throughout the work.
• Manages the full deployment of architecture resources, addresses all considerations relating to deployment including technology infrastructure implementation, service level agreements, organizational changes, business process changes, procedural changes, utilizing advanced project and portfolio management methodologies, standards, and practices.
• Ensures development, documentation and maintenance of standards and procedures.
• Ensures high quality project deliverables by ensuring projects are well managed and adhere to quality standards and practices.
• Participates on enterprise-wide projects involving other jurisdictions or broader public sector.
• Manages section staff including recruitment and selection, identification and implementation of skills enhancement strategies, provision of training and staff development, assignment of work, determining performance standards and conducting reviews, handling labour relations matters. Manages teams of I&IT staff, client staff, and consultants.
• Manages overall stakeholder and client relationships with a focus on providing superior customer service.
• Acts for the Head as assigned.

Knowledge :

• Enterprise architecture and associated architecture domains, including a wide range of methods, techniques and tools in order to manage the provision of enterprise architecture consulting services, and contribute as an architect on client engagements.
• Consulting, client relationship management, and service management principles and practices.
• Project and portfolio management including planning, estimating, budgeting, scheduling, measuring, monitoring and controlling to effectively manage multiple, complex large-scale projects.
• Client operations, business environments, program objectives and related I&IT solutions to define effective project scope, approaches and establish mutually satisfactory customer agreements.
• Systems analysis, design, development, testing and implementation methods to conceptualize technology approaches/solutions, identify requirements, analysis, design and re-engineering; design and business process re-engineering; system analysis, business process modelling (including data modelling); applications architecture and design; applications research and development (including tools and methodologies): identify and develop reusable components; and identify and develop of new potential technologies.
• Problem-solving approaches in order to provide technical and general business expertise to direct staff in the resolution of I&IT analysis and design problems.
• OPS I&IT strategies, plans, standards and directives to ensure project compliance.

• Communication and interpersonal skills to establish effective working relationships with I&IT management, Ministry clients, cluster staff and other project stakeholders, and with project staff.
• Leadership and relationship management skills to develop, implement, manage and monitor consultative services.
• Negotiation skills to develop and manage customer and service agreements with vendors and clients.
• Management and administrative skills to manage staff and resources effectively and within budget allocated.
• Ability to coach, mentor, motivate, and supervise technical staff and consultants, and influence them to take positive action and accountability for their assigned work.

Judgement :

Works under the direction of the Head, and within the mandate of the OPS I &IT Strategy and related directives, OPS objectives and policies and within industry, I&IT trends, best practices and standards.

Judgement exercised in:
• Identifying appropriate I&IT systems solutions to meet client needs and requirements.
• Planning all phases of large scale, complex projects, estimating project costs, determining project priorities and schedule, determining project resource requirements, risks, constraints and contingencies.
• Determining and selecting most appropriate resources for projects.
• Identifying technical or other I&IT issues and determining most appropriate course of action to resolve them.
• Staying current technological trends and client requirements.
• Ensuring I&IT systems quality and compliance with government and 1&IT management direction, client needs and technology standards.

Accountability - Programs :

• Plans, co-ordinates and manages all phases of multiple large scale and long range projects/services from start through completion within risk, time and resource constraints, where outcome may affect service delivery, government legislative programs and public expectations or services.

Accountability – Personnel :

• Responsibility for the direct management of 9 technology staff, and staff assigned on a project basis and external consultants.

Accountability - Finance and Materials :

• Prepares and manages budgets for the Unit and for large scale capital investments.
• Determines allocation and use of resources and recommends assignment of resources from other areas within I&IT for project work; accountable for best use of resources including internal and contract service provider.

• Regularly with client and I&IT senior management to provide project/service status, advice, and recommendations, to resolve issues and negotiate changes, resource requirements.
• Frequently with clients to ensure effective business systems solution implementation.
• Frequently with senior managers in cross-jurisdictional or multi-project environment to co-ordinate assignments, approach, schedules, resolve technical or resource issues.
• Daily with Unit/project staff, professionals to provide direction, advice guidance consultation and problem resolution

Contact - External :

• Regularly with professional peers in IT community to keep abreast of developments.
• Regularly with vendors, suppliers and external consultants for acquisition or to address problems related to quality or services.
• Regularly with peers in broader public sector/private sector/other jurisdictions to initiate and develop part hips and work on large-scale projects.
