Purpose :

- To manage the design, delivery and implementation large scale and complex multi-year I&IT projects required to meet major and critical business requirements of ministry client functional areas.
- To participate in, or manage enterprise-wide projects that may involve work with other jurisdictions and the broader public sector.

Key Responsibilities :

1. Project Planning and Management
- Directs project planning for all phases of large scale systems projects including: defining project scope and deliverables; establishing priorities and schedules; developing and negotiating project budgets and assisting client Project Director to establish multi-year I&IT projections; determining/ project staff requirements (e.g. OPS, consultants, client staff); and managing issues to ensure compliance with enterprise and corporate I&IT strategies.
- Develops and presents proposals for projects and ensures compliance with Management Board minutes, directives and guidelines, including I&IT architectural reviews and approvals.
- Manages complete lifecycle for projects; identifies and resolves complex issues; and provides senior level technical advice and guidance to clients and project staff.
- Applies industry or OPS standard project management and control processes; quality assurance and quality control techniques; supports the development of the PMO through reviewing PMO processes, standards and practices.
2. Systems Development and Implementation
- Directs all systems development and implementation functions including: project charter; project management plan; conceptual, logical and design level architecture; business process analysis; systems analysis and design; purchase and modification of commercial systems; and systems integration.
- Develops systems performance measures, leads systems testing and evaluation and ensures systems are implemented according to established budgets, schedules standards, processes and practices..
- Reviews systems to ensure conceptual integrity, operational status and adequacy of documentation; conducts follow-ups to ensure client satisfaction; and negotiates infrastructure services on behalf of clients and service level agreements.
- Directs the deployment of I&IT systems including technology infrastructure implementation, IT capacity requirements, service level agreements and organizational and business process and procedural changes (e.g. definition of records schedules, project and operational transition requirements).

3. Consultant Acquisition
- Develops and manages the processes (e.g. EOI, RFI, PFP) for the acquisition of business solutions and external project staff; participates in the development of enterprise Vendors of Records for I&IT services.
- Develops business cases for the acquisition of fee-for-service consultants and manages external consultant contracts, monitoring performance to ensure deliverables meet standards and agreements, and dealing with issues of non-compliance.
4. Consultation and Advice
- Consults with clients (e.g. directors, managers, staff) to provide advice in defining systems requirements and identifying solutions and deliverables suited to client needs; provides advice and technical expertise and makes presentations to project management teams and senior management, up to the ADM, to discuss IT strategies/project status, identify and recommend resolution of complex systems issues and gain buy-in for new systems development opportunities.
- Establishes relationships with I&IT managers, senior client management and project stakeholders to promote and market I&IT systems; consults with vendors, consultants and peers in the IT community and in other jurisdictions to address systems issues and developments.
5. Policy and Procedures
- Leads projects to provide input for the development of application architecture, cluster strategic/operational plans and I&IT project development policies, standards and procedures; leads and/or participates on inter- cluster and corporate committees/task forces to identify, assess and recommend strategies/approaches for systems development issues.
- Initiates partnerships and leads/participates in enterprise wide architecture, standards and business solutions projects with other ministries, jurisdictions or the broader public sector having impacts on ministry and corporate program delivery.
6. Team Leadership/Guidance
Provides leadership and guidance to project teams and consultants retained for specific project activities as well as technical guidance to unit systems staff; schedules activities, explains procedures, develops learning plans and monitors work progress.

Knowledge of and skills in:
, Cluster and other information technical policies, procedures and standards applied in the industry, to ensure consistency and compliance, and provide state of the art advice. Systems analysis, design, development, testing and implementation methods, tools and techniques; technology; data, technical; networking. Application and/or technical architecture and design. Project-relevant state of the art multi-platform I&IT technology; I&IT technology development, implementation, and operations management and security; and emerging technologies, in order to assess client needs, lead projects, and provide expertise. Project management, including planning, estimating, budgeting, scheduling, measuring, monitoring, controlling and reporting. Project/services management including planning, estimating, budgeting, scheduling, measuring, monitoring and controlling solutions design, delivery and implementation to effectively manage multiple, strategic, complex and large-scale initiatives concurrently that meet client business needs. Project planning and control methods, techniques, tools, standards, current software, best practices, project life cycle methodologies, standards and policies, to plan, lead, coordinate, control and integrate assigned projects.
Operational planning and development to implement and monitor operational project management policies and procedures including negotiating SLAs, vendor, contractor and consultant services management. Business process modelling, including data modelling, and/or information resource management (data and information perspective); business analysis, design and process re-engineering to lead analysis and systems solutions to client program's business requirements.
Diverse client operations, business functions, programs and processes and objectives, and related I&IT solutions such as common networks, to define effective project scope and approaches, develop project plans, and assess and advise on I&IT options.
Written and oral communication techniques, to prepare and present project reports, project plans, status reports and planning documents; draft standardized project management processes to a variety of audiences.

Interpersonal / Influencing Skill :

- Consultation, collarboration and facilitation skills to consult with clients to identify I&IT solutions and advise on technical issues, encourage participation in the systems design process and negotiate customer service agreements and resource requirements with client senior management and other IT groups to minimize service delivery issues and problems.
- Persuasion and negotiating skills to establish effective working relationships, obtain buy-in for systems development, promote systems to senior management and stakeholders and provide advice and recommendations to management/staff regarding most effective system strategies.
- Communication skills to present IT strategies and solutions to senior management; advise regarding approaches to contentious systems issues; deliver presentations to clients and stakeholders; interview highly skilled IT professionals; lead planning sessions with corporate IT groups and stakeholders; lead project status meetings and other committees to discuss/determine strategy for systems priorities and change management directions.

Analytical and problem-solving skills to:
- Identify, research and assess appropriate IT solutions to meet client needs; analyze/recommend innovative systems alternatives and integration strategies; and to plan and coordinate all phases of complex multi-ministry and jurisdictional projects estimating and ensuring availability of technical resources.
- Develop appropriate performance measures for project evaluation, assess/develop contingency plans for problem resolution situations, analyze technical quality of systems design and ensure consistency/compliance of business solutions with ministry and OPS I&IT directions/standards.
- Lead/participate in the analysis and evaluation of new application architecture, Cluster strategic/operational planning and project management policies/standards.

Decision Making / Responsibility :

Responsible for:
- Providing project leadership/management for concurrent ministry/enterprise wide systems solutions and standards projects; ensures effective usage of assigned financial, material and human resources by preparing and managing project budgets.
- Providing input into strategic/operational plans and project management policies/ standards; determines approach and develops business cases for systems solutions to ensure compliance with ministry and Management Board directives and guidelines; develops reports/recommendations to support senior level decision-making.
- Identifying complex systems issues, determining areas of risk and recommending innovative alternatives and options for resolution to meet client/ministry needs, having impacts on client program delivery and broader ministry and corporate IT objectives.
- Management of systems staff comprised of ministry client staff and external consultants.
Has latitude to determine project budgets and procurement/resourcing strategies; establishes project priorities/directions to support system integration, alignment and compliance with ministry and enterprise IT strategies.
Decisions are guided by OPS/ministry I&IT directives, policies, standards and framework to meet critical client business requirements and to provide strategic systems advice/direction to senior client and ministry IT management.

Contacts / Stakeholder :

- Ministry clients (directors, managers and staff) to discuss and define systems needs, identify systems solutions, deliverables and timelines; Project Director to discuss/recommend strategy, resolve issues and report project status.
- Senior IT management, up to the ADM, to communicate and present IT solutions/strategies and to obtain buy-in for funding of new systems development initiatives.
- Project implemetation teams, advisory committees and focus/review groups to market and promote IT products, review/advise on major project milestones and provide input to critical program decision-making.
- PMO project staff staff to exchange information on systems/procurement issues, discuss IT standards and architecture, obtain policy interpretations and discuss business proposals for compliance with central agency minutes and directives.
- Systems managers and specialists in other ministries to coordinate joint enterprise projects having multi-ministry applications.
- Suppliers, internal/external stakeholders and other public sector jurisdictions to review new products and systems, discuss technology trends and initiate partnerships for participation in integrated projects.
- IT consultants to provide project leadership, schedule project activities, review project scope and timelines, monitor work for the delivery of IT systems under tight timeframes and ensure compliance with contract requirements.

Supervises and provides technical leadership to project staff by creating work plans, assigning and tracking work, establishing priorities, monitoring quality of deliverables, explaining work procedures, assisting with learning and development plans, training staff and resolving issues.
