Purpose :

To contribute to the development, management and delivery of a provincial health and safety prevention program and related projects associated with health and safety legislative and regulatory obligations in Ontario.
To provide specialized information, advice and consultative services to partners and stakeholders in support of program delivery and compliance.

Key Responsibilities :

1. Program Analysis
- Reviews and analyzes program and policy-related issues; interprets policies, procedures, legislation and regulations to internal and external stakeholders pertaining to program performance and delivery. Drafts policies and procedures for program development, revision and implementation.
- Conducts needs analysis on specific initiatives and project requirements, including the analysis, development or revision of the program and related policies, in order to advise on/develop/recommend approaches to respond to ministry/partner needs.
- Conducts research to evaluate and assess the quality of program delivery through the use of surveys, interviews and focus groups; presents findings and recommends new systems, procedures or changes to program delivery. Develops and/or revises current methods and processes, and monitors progress to support the program.
2. Advice and Support
- Provides specialized information to other jurisdictions and regulatory bodies on ministry program, policies and procedures. Advises other jurisdictions/regulatory bodies on the ministry's prevention program, policies and processes.
- Acts as a resource to support cross-functional projects and team work on an as-needed basis.
- Assesses and determines health and safety prevention training needs/activities or to determine areas requiring additional resources in order to develop and present seminar/training presentations to unit/branch staff, including monitoring training materials to ensure compliance with the program legislated and regulatory requirements.
3. Liaison and Stakeholder Relations
- Promotes relationships and partnership through consultation and consensus building on the delivery of program objectives, policy initiatives, and partner/stakeholder engagement.
- Participates on intra/inter-ministerial committees, meetings and working groups to support program delivery. Corroborates and substantiates opinions, reactions and feedback from all contributors. Identifies issues and prepares presentations, reports, briefing notes, discussion papers and recommendations for managers and the director.
4. Project Management
- Participates in corporate projects by developing project plans, schedules, priorities, deliverables, accountabilities and milestones; monitors projects, including the coordination of progress evaluation.

Knowledge / Skill :

Knowledge of and skills in:
-Government/ministry directions, Prevention Office mandate, and ministry stewardship principles and objectives relating to health and safety prevention to advise on and recommend approaches to respond to the ministry/partners/ stakeholder needs in program delivery.
-Occupational Health and safety prevention issues, policies, practices and programs including legislation pertaining to Occupational Health and Safety, and Workplace Safety to provide analysis, interpretation and advice on program/policy issues.
-Occupational health and safety trends, funding, governance and stakeholder concerns to provide strategic advice and develop/recommend approaches to respond to partners' and stakeholders' needs.
-Program and policy development to participate in the development of program and related policies.
-Issues management to identify issues, assess feedback from partners/stakeholders, and recommend the implementation of new/revised procedures, and/or changes to the program and policies.
-Project management to develop project plans, schedules, priorities, and monitor deliverables.
-Research techniques and methodology to conduct research including surveys, interviews and focus groups to evaluate and assess program delivery.
-Oral and written communications to advise other jurisdictions and regulatory bodies on the ministry's prevention program, policies and processes; prepare and present seminar/training presentations; participate on intra/inter-ministerial committees, meetings and working groups; prepare presentations, reports, briefing notes, discussion papers and recommendations.
- Computer skills and knowledge of standard software programs and tools to conduct research and prepare own material.

- Consultation, consensus-building and stakeholder relations skills to promote, manage and maintain relationships and partnerships on the implementation of program objectives, policy initiatives and stakeholder engagement.

-Evaluate survey findings and recommend solutions to issues by proposing the implementation of new procedures/changes to program delivery, and the development/revision of current methods and processes.

- Contributing to the development, management, implementation and delivery of an occupational health and safety prevention program, related policies and associated projects.
- Identifying and assessing issues and risks related to policy; and identifying options, and recommending solutions.
- Ensuring consistency of policy development and advice with OPS and Ministry policy direction, strategies, goals and objectives.
Has latitude to make recommendations on program and policy changes that impact occupational health and safety prevention.
Decisions are guided by: the manager within the broad strategic framework of the branch and ministry/government legislative and regulatory obligations, guidelines, policies and directions in occupational health and safety.

Contacts / Stakeholder :

-Branch/ministry colleagues and staff to exchange information, present approaches; deliver seminar/training presentations; participate on corporate projects, committees, meetings and working groups.
-Partner ministries to provide information on the ministry health and safety prevention program, related policies and processes.
-Stakeholders including multi-jurisdictional and regulatory bodies to provide information on ministry programs, related policies and processes, discuss and resolve issues, discuss matters of mutual interest; provide consensus building on the delivery of program objectives, policy initiatives, and enlist stakeholder engagement.
-External committees, meetings and working groups.

Guidance / Supervision :

- Provides guidance, advice, direction and support to project team staff. Coordinates work by assigning tasks, monitoring and reviewing work, and ensuring quality, accuracy and timely completion.
