Purpose :

- To provide leadership in the development of strategic forest operations compliance planning and management as a basis for Branch policy and program initiatives.
- To plan, develop, coordinate, facilitate and lead implementation of the ministry's forest operations compliance business activity and monitoring/ evaluation initiatives as per the Forest Management Business Plan.

Key Responsibilities :

1. Program Planning and Management
- Leads the development of and maintains, in a current and relevant state, a comprehensive forest operations compliance framework and a set of strategic directions for forest operations compliance.
- Develops standards for forest operations compliance.
- Assists in and supports the development of ministry corporate compliance directions and priority setting.
- Coordinates the establishment of provincial priorities and work planning priority guidelines; contributes a strategic perspective to the identification and setting of policy, program, training and research development priorities.
- Leads task teams of Branch, Enforcement Section or other ministry/ agency staff and forest industry representatives in the development of forest operations compliance initiatives, including developing workplans to achieve project outcomes, scheduling and coordinating timeframes to support workplans, monitoring work performance, providing advice to resolve problems and taking action to assist teams in meeting targets.
- Leads/ undertakes or participates in forest compliance investigation requests initiated under the Environmental Bill of Rights.
2. Strategic Advice and Information
- Provides strategic advice related to legislation, policy, program, operational initiatives and emerging issues in relation to forest compliance.
- Provides business leadership for the maintenance and administration of forest operations compliance technical systems (e.g. FOCIS, CIS); manages provincial database for forest compliance.
- Directs the development of a knowledge base and research related to forest compliance, the development of compliance models and the communication/ transfer/ interpretation of this information to forest management planning processes and the compliance and enforcement program of the ministry.
- Fosters and promotes, both internally and externally, the compliance partnership model unique to provincial forest program.
- Develops and manages ministry, inter-ministry and agency staff seminars, training and workshops on forest compliance.
- Leads the preparation of documents for briefings, communication plans and project status reports for forest operations compliance planning, management and business activities.
3. Stakeholder Relationships/ Committee Work
- Networks and liaises with colleagues within and outside the ministry (e.g. forest companies, industry associations, interest groups) to prepare for change and learn from others' experiences.
- Maintains relationships with stakeholders, forest industry staff, environmental and the general public to promote the forest operations compliance partnership model.
- Participates in strategic, program and operational planning initiatives at the Divisional/ Branch level through membership in the Forest Compliance Leadership Team.
- Participates on policy and program development task teams (e.g. Forest Information Manual, Independent Forest Audit).
- Represents the ministry on committees, task teams and associated projects.
4. Program Evaluation and Analysis
- Undertakes provincial level evaluation and analysis of forest industry compliance rates and ministry inspection program.
- Monitors the social, political, environmental and economic climate for changing trends, values and priorities in respect of forest compliance.
- Develops, leads and conducts reviews of the forest compliance program reviews as delivered by field organization.

Knowledge / Skill :

Knowledge of and skills in:
- Public policy development, government organization and legislative development approval processes to lead policy and program projects.
- Forest management principles and practices, forest operations, natural resource and land use planning and management.
-Provincial legislation, programs and associated legal requirements (e.g. Environmental Assessment) affecting forest operations compliance to lead development of the forest operations compliance framework, strategic directions and standards for forest operations compliance.
- Ministry's compliance and enforcement program and legislation, policies and programs of other ministries, agencies and jurisdictions involved in compliance and enforcement.
- Forest industry sector views and requirements and an understanding of clients and stakeholders to effectively involve others and lead work groups/ task teams.
- Project management, group leadership and coordination skills to lead and direct project initiatives and task teams.
- Strategic thinking, research and planning to support ministry's business and program objectives and provide advice to senior management concerning the identification and analysis of trends in compliance.
- Political and government acuity to ensure policy, planning and project initiatives are developed and managed within the broad context of the government's agenda.
- Oral and written communication to prepare and present briefings to senior management and for interaction with internal/ external clients and government agencies.
- Computer software programs (e.g. word processing, presentation, spreadsheet, database) and ministry large database applications to prepare own materials, draft documents and generate, analyze and report provincial compliance information.

Interpersonal / Influencing Skill :

- Consultation and negotiation skills to develop and nurture relationships with internal and external stakeholder groups, gain support and influence decision-making related to program and project development initiatives.
- Presentation skills to provide briefings, reviews of internal/ external reports and recommendations for changes to compliance and enforcement program, policies and responses to contentious issues.
- Consultation and influencing skills to represent the ministry's perspective with a wide range of audiences (e.g. other ministries, stakeholders, industry, non-government agencies, media, interest groups, public) to discuss sensitive issues and/or resolve program-related issues.
- Negotiation skills to integrate opposing interests and professional opinions on complex resource issues.

Analyzing / Problem Solving Skill :

Analyzing and problem solving skills in:
- Developing strategic directions for the provincial forest management compliance programs with respect to legislation, policies and procedures.
- Designing policy/ legislation projects to ensure identification of cross-program and external implications and that the broadest range of views, opinions and interests are represented.
- Reviewing and analyzing ministerial and inter-governmental implications of decisions related to forest compliance to ensure that they are compatible and consistent with ministry objectives, are fiscally responsible and operationally feasible.
- Identifying and analyzing issues and recommending options to senior management.
- Developing and applying innovative and new methods, techniques or processes to advance the achievement of higher levels of compliance in forest operations.

Decision Making / Responsibility :

Responsible for:
- Leading and/or coordinating the development of plans, projects, policies, procedures, legislative proposals and the provision of data and issues analysis related to forest operations compliance program for decision-making by senior management, policy implementation and achievement of the ministry's sustainable development objectives.
- Managing and controlling a forest operations compliance program budget and task teams.
- Providing strategic advice to corporate and ministry staff in the interpretation and application of ministry legislation, policy, program, operational initiatives and emerging issues related to forest compliance.
Has latitude to recommend changes in ministry program to improve accountability and system effectiveness.
Decisions are guided by: government/ ministry mandate, provincial forest compliance and enforcement program legislative and policy framework, regulatory guidelines, policies, practices, branch practices/ protocols and administrative directives, procedures and guidelines.

Contacts / Stakeholder :

- Ministry senior management to provide strategic advice, briefings and recommendations, issues and analysis related to forest operations compliance planning, management and business activities.
- Counterparts in division, compliance and enforcement personnel in Field Services Division to identify policy and support needs, information exchange, training and group support.
- Other ministries and external agencies to exchange information, seek input and participation in their initiatives.
- Other jurisdictions and levels of government in the area of compliance to solicit views and input on policy development and identify trends.
- Stakeholders (e.g. Sustainable Forest Licence Holders, their respective Associations, interest groups) to solicit views and input on policy development, identify trends, discuss issues/ concerns and learn from others' experiences.

Guidance / Supervision :

- Provides project leadership to project teams, including developing workplans to achieve project outcomes, establishing priorities, assigning and tracking work, monitoring performance.
- Provides strategic advice and input to ministry committees (e.g. Forest Information Manual, Independent Forest Audit) related to forest operations compliance program and assist them in their role in delivering aspects of the forest program.
- Provides technical advice and guidance to program areas and staff on implementation of policies and new initiatives.

Demands / Pressures :

Work Demands :

- Frequently require to manage multiple complex projects and to respond to unexpected requests within short and changing deadlines and time pressures including the preparation of briefing notes, requests for presentations, briefings, and issue responses.
- Occasionally experiences conflicting work demands due to reporting to one Branch and working in a matrix relationship with another Branch.

Mental / Sensory :

- Frequent requirement to concentrate intently when reviewing reports, analysis and proposals to ensure that they meet legislative, policy and program requirements and to observe when attending meetings.

Conditions / Environment :

Work is performed in a typical office environment.
Occasional travel within the province.
