Purpose of Position :

To act as a business/technology analyst in the design, development, implementation and maintenance/enhancement of multiple and concurrent
corporate large-scale I&IT projects and applications. To provide business/technology analysis guidance in addressing a full range of clients' business
needs and technical requirements/issues. To act as liaison and manage all relationships and communications with clients.

Duties / Responsibilities :

The position functions within iACCESS Solutions Branch of the Community Services Cluster (CSC).
1.Acts as a business/technology analyst with respect to defining client business requirements for the design, development, implementation and
maintenance/enhancement of business/technology applications for a wide variety of large-scale projects. Identifies business objectives and needs to
facilitate business practices and the impact on service delivery. Provides guidance to clients with respect to priority setting in relation to the
development, implementation and maintenance of corporate applications.
2.Prepares detailed business requirements that will be utilized to design and develop system specifications; evaluate software solutions to satisfy the
business needs of clients. Documents a detailed review of clients' requirements, understands a project plan and makes recommendations on
applications, administration, specifications, new technologies, installation, maintenance, testing, methods, alternatives, etc., and ensures the plan
complies with I&IT standards.
3.Supports the planning and implementation of solutions to meet the business objectives and corporate information requirements of clients. Develops
and implements a wide diversity of strategies to maximize technology. Assists business process reviews and helps to recommend solutions and
methods to optimize or re-engineer business processes.
4.Conducts feasibility studies and cost/benefit analysis to identify/clarify project objectives, and human, financial and material resources required to
complete the project. Determines feasibility of alternatives and identifies most cost effective approach to implementation. Assists in development of
business cases, detailed business plans/specifications and recommends viable options and/or specific enhancements, including justifications of costs
involved and a clear explanation of benefits.
5.Assists in development of technology performance standards, innovative business applications design and development approaches. (Design
specification preparation, programming, coding and testing. Develops complete business/technology documentation, operations and user
documentation. Leads the development of ad-hoc reports to support policy decision making and develop complex queries using SQL to identify and
resolve discrepancies.)
6.Assigns project responsibilities and obtains input from developers/consultants in order to refine the implementation plan. Develops short/long term
activity plans, schedules, and terms of reference. Determines resource requirements and project deliverables. Helps on setting priorities on
issues/assignments for project team ensuring deadlines are met and that high quality of work/customer service is achieved. Prepares progress/final
reports and briefs Project Manager and clients, accordingly.
7.Work on design and maintenance of quality assurance testing plans. Conducts testing to achieve acceptance. Ensures that test results are reviewed
and evaluated with clients and deficiencies are corrected accordingly. Makes testing plans and related documents available to clients, as required.
8.Plans and co-ordinates all activities related to business analysis application fine-tuning, the provision of security and stability of I&IT systems
solutions, the preparation of standards, security measures and contingency plans to ensure the integrity, security and standardization of
business/technology analysis solutions.
9.Acts as liaison, develops, fosters and manages effective relationships, expectations and communications with clients, vendors, suppliers, team
members, and Ministry/OPS inter-disciplinary colleagues at all stages of the project. Facilitates cooperative approaches to projects deliverables.
Provides consulting expertise, manages issues and concerns, investigates and resolves problems. Leads and provides technical training for staff and
line management. Leads/represents business/technology analysis on I&IT inter/intra-ministerial committees/task forces/projects.
10.Makes significant contributions to the Ministry information technology strategic plan to facilitate the development and implementation of the Ministry's
IT strategic direction and objectives. Ensures that all plans maintain the strategic integrity and meet the performance requirements of the corporate I&IT
business needs.
11.Provides advice/expertise in the evaluation of business analysis software/tools/packages, and the conduct of searches for the acquisition of business
analysis/technology products to meet specific clients' business needs, expert I&IT services and product tendering.
12.Assist in the development of RFP briefing material and evaluation criteria, business planning estimates, change requests, systems documentation,
quality control standards, measures and procedures. Prepares detailed documentation concerning business requirements, threat and risk assessment,
and business impact. Conducts financial analysis of vendors' proposals and interviews applicants. Presents recommendations to Project Manager
and/or clients. Prepares and negotiates contract specifications with external service providers/suppliers/vendors.
13.Provides technical assistance and guidance to external contractors (e.g. analyzes and evaluates projects completed by external resources, enforces
contract specifications and ensures compliance with contractual agreements and Ministry standards).

Knowledge :

Work requires knowledge of:
-Large-scale complex business application analysis, design and implementation for multiple purposes/multi-client use; development of large-scale test
plans and test cases; to provide assistance.
-Business process analysis techniques, structured system life cycle methodologies for business applications, and detailed systems specifications design
to meet the business requirements and information needs of client ministries.
-Theory and principles of large-scale systems analysis, design, development, information architecture and data modeling, programming concepts and
languages, Internet technology and emerging technologies, to provide project leadership in: analysis and definition of clients' business and information
technology requirements; design, development, testing and implementation of systems solutions; evaluation of software/hardware; preparation of
technical documentation and project reports.
-Ministry/OPS administrative policies and directives to ensure compliance with respect to procurement of technology and services, tendering process,
contract negotiation/administration and budgeting processes to lead projects, develop project plans, schedules and resources required.
-Ministry business/processes/requirements; cluster policies, procedures and directives, to provide IT advisory services, promote ministry IT strategies
and goals, and meet business needs/priorities of clients.
-Large-scale project management techniques and methodology to support complex project implementation.
-Position's technical requirements include: knowledge of design and development of n-tier web-based applications, database technologies, software,
tools and languages such as: Oracle, Java Script, J2EE, Websphere, HTML, XML, SQL and; Solaris operating environment. Knowledge of Internet
technologies.

Skills :

Position requires analytical skills to: coordinate large projects e.g. development of system applications with ministry-wide applicability and impact on a
variety of client groups; identify and assess systems needs/requirements in support of business plans/practices and short/long term business
goals/objectives; assist in design, development and implementation of cost effective IT solutions/applications to improve clients' program/service
delivery; analyze/evaluate design alternatives; develop detailed project plans/proposals and guide the development of recommendations on technology
approaches, application/administration, specifications, installation, maintenance, testing, methods, efficiency/flexibility standards, costs, time
constraints, and future development considerations.
Position requires analytical skills to: design/develop alternative system applications; conduct complex systems analysis and design, and resolve system
design/administration issues; conduct feasibility assessments; develop business cases; review new technology developments and trends.
Position requires oral/written communication, consultation and interpersonal skills to: facilitate the consulting and discussion process for corporate largescale
projects; assist in developing business cases, progress/final reports and recommendations related to the overall implementation, testing and
evaluation of system applications; prepare standards, security measures and contingency plans, quality assurance testing plans, etc.; illustrate alternate
solutions to client's business/technology applications requirements and to explain technical issues to non-technical clients and end-users; illustrate
cost/benefits of options; negotiate specifications of contracts with service providers; provide advice and consulting expertise in addressing a full range of
concerns/issues; act as liaison and manage all relationships, expectations and communications with clients/line management/staff; facilitate cooperative
approaches to projects deliverables; solicit clients' support for recommended approach based on analyses of costs/benefits, impact of new business
analysis software/technology on service.

Freedom of Action :

Position works under the direction of the Senior Technical Manager, and within the framework of government, ministry and cluster directives, guidelines
and policies; specific client requirements and project objectives; recognized business/technology analysis practices and business re-engineering
processes. Decision-making involves: assisting on developing detailed /proposals on new business/technology applications to meet client needs;
preparing detailed documentation concerning business requirements, threat and risk assessment, and business impact; assisting on business cases
and project costs; assisting on the development of RFP briefing material and evaluation criteria, business planning estimates, change requests, systems
documentation; negotiating contracts with external providers ; providing input to large-scale business application development and technology
implementation project teams. Overall progress of project work is monitored by supervisor at critical stages only and for compliance with the Ministry
policy and objectives (e.g. work related to proposals for the development, maintenance and enhancements of corporate I & IT applications; work related
to projects and corporate applications within the context of the Ministry IT strategies to facilitate the achievement of the Ministry IT plan/objectives).
Position refers to the Project Manager problems/issues such as changes in business requirements, potential opportunities and new advances in
technology for the Ministry, significant changes to project timing and direction.
