Purpose :

- To develop, analyse and monitor transportation infrastructure investment strategies and plans for use in developing programs for expansion, major
and minor capital investments affecting Provincial Highways and Municipal Transportation.

Key Responsibilities :

1. Program Management and Coordination

- Develops and recommends alternative asset investment strategies by analysing results of the functional network scenarios, investment needs, conducting trade-off analysis between competing assets using economics and non-economic criteria and performance measures; coordinates the development of needs- based infrastructure plans; and assembles information provided by regional office including condition information, projections, priorities, alternative and preferred treatment options, cost and expected service life.

- Provides input in the development and coordination of all regional capital programs; makes recommendations to management on the completion of programs and provides input to the Regional Program Development Officer and Regional Operations Officer; coordinates and maintains a listings of projects and timelines based on approved infrastructure investment strategies.

- Consolidates and produces reports, summaries, charts, and maps on overall capital expenditure program achievements and performance results for all capital programs and ensures that results are reports in accordance with OPS requirements.

- Analyses and compares program achievements and outcomes to provincial/regional business objectives and recommends changes to infrastructure investment strategies, performance targets and programs.

- Research best practices in other ministries, private sectors, and jurisdictions and conducts environmental scans of literature, studies, papers for information of relevance and interest to issues within the ministry. Analyses the data, formulates alternatives, and prepares reports with recommendations.

2. Liaison and Advisory

- Provides advice and guidance to regional offices in using investment tools, explaining funding scenarios, analysis, performance targets, alternative investment strategies for transportation infrastructure to assist them in analyzing scenarios, performance projection and optimization; assists in responding to requests of Investment Strategies Branch, MNDM (as applicable) and the Regional Director's Office for information related to, Asset Management Business Framework, investment planning/summaries, capital programming and business submissions/ Results-based Planning Submissions by collecting, organizing and consolidating information and producing reports, summaries and maps; and collaborates with staff in various
functional areas impacting on the delivery of programs (e.g. engineering, contracts, operational services).

- Presents infrastructure investment analysis and makes recommendations on performance targets for functional assets to senior management, Regional Management Committee and regional office staff for their information, input direction and decisions making. Participates in provincial discussions on infrastructure needs an assessment and investments strategy to ensure provincial consistency with the region and across regional boundaries.

- Prepares a range of materials (e.g., briefing notes, correspondence, reports, charts, and ministerial letters) for review and approval by regional management.

- Participates and/or provides leadership in inter-ministerial and intergovernmental task forces and committees regarding investment planning, programming and infrastructure management.

Knowledge / Skill :

Knowledge of and skills in:
- Ministry's mandate, strategic goals and plans, organizational goals and objectives, operations and government's integrated planning process, business
planning and approval processes to provide input into business plans and submissions in order to develop infrastructure investment plans.
- Related engineering (transportation planning, assessment, preliminary design, detail design), capital planning and performance measures,
infrastructure management (e.g. pavement and bridge management) and capital programs to develop investment alternatives to develop long-term
transportation investment strategies. Maintenance and Construction practices to develop infrastructure investment plans. Knowledge of the functional
areas within the Provincial Highways Management core business.
- Economics, finance and budgeting to develop affordable infrastructure strategies; conduct trade-off analysis and to recommend funding scenarios for
network optimization analysis.
- Oral and written communication skills to make presentations, prepare reports, letters and briefing notes.
- Organizational skills to compile data from numerous sources and to coordinate assemble and maintain investment plans for all capital assets.
- Computer proficiency to analyze, organize, manipulate, retrieve, store data and present material using different software packages (e.g. word
processing, spreadsheet, presentation, and specialized investment/economic software).

Interpersonal / Influencing Skill :

- Interpersonal and influencing skills in obtaining necessary information, assessing accuracy, developing and recommending alternative investment
strategies and scenarios where guidelines and precedents are not established or ill-defined.
- Advisory skills in guiding regional staff in using investment tools, presenting and making recommendations to senior management and in participating
on committees.

Analyzing / Problem Solving Skill :

Analytical and problem solving skills to:
- Coordinate and develop infrastructure plans, conduct trade-off analysis, produce listing of capital programs and evaluate performance targets and
results.
- Develop schemes by analyzing medium and long-term Corridor Investment Plans to maximize the life cycle and provide oversight/guidance by
monitoring overall capital expenditures and accomplishment and estimate asset valuation. Analyze network information, undertake a variety of technical
studies, draw conclusions and make recommendations for the development and integration of programs.

Decision Making / Responsibility :

Responsible for:
- Developing and coordinating draft infrastructure investment plans and strategies that will meet corporate objectives and coordinates input from the
various regional offices in the development of the plans; integrates investments across capital programs; accountable for the monitoring and analysis of condition information through the use of technical performance
measures, funding scenarios and making comparisons against strategies objectives/targets for the various asset categories.
- Assesses asset performance impacts related to program delivery delays and develops corrective action. Promotes effective asset management within
the region and provides advice with respect to the use of asset management tools.
- Analysis of various programs totaling up to/or in excess of $200M per year in each region.
Has latitude to: make decisions and recommendations where guidelines/precedents are not established or are ill- defined.
Decisions are guided by the framework of established government/ministry policies, relevant legislation, and protocols.

Contacts / Stakeholder :

- Contact with Head Office Investment Strategies Branch, senior management, staff from various functional areas (e.g. engineering, contracts, etc.),
regional managers, counterparts in other regions, in order to support the development of investment strategies, integrate programs, and coordinate
infrastructure investment plans across regional boundaries.
- Contact with regional governments and consultants to support in the incorporation of work by others into ministry capital contracts.

Guidance / Supervision :

- Provides advice, information, and technical expertise to Head Office Investment Strategies Branch, managers, committees, and regional
representatives.
