Purpose of Position :

To provide human resources, financial and administrative support services to the Youth Centre Administrator and management team of the Justice Ronald Lester Youth Centre.

Duties / Responsibilities :

Reviewing, preparing and processing a variety of HR/Payroll documents related to new hires, terminations, pension, benefits, change in status, transfers, WSIB, LTIP, leaves of absence; Ensuring accuracy, completion, proper coding and authorization.

Supporting managers in the application of WIN for attendance monitoring, merit increases, contract extensions etc.

Supporting managers in the application of the Injury, Illness and Employment Accommodation Program, recruitment activities, the annual PDP process, grievance management and sensitive labour relations issues

Providing administrative support to local committees such as the Local Employee Relations Committee and the Joint Health & Safety Committee, and local management committees.

Assisting in the development, implementation and review of policies and procedures related to business and office processes & providing support to the managers in the use of best business and financial practices.

Assisting with the preparation of annual budget and in-year calendarized expenditure forecasts for the facility by providing information; analysis and reports to the Youth Centre Administrator for submission to the Regional Business Unit; Providing financial and program statistical support by retrieving computerized data and preparing reports as required.

Assisting the Youth Centre Administrator with monitoring and tracking expenditures.

Composing and distributing a variety of material (e.g. letters, memos, reports), ensuring adherence to Ministry business practices and standards.

Maintaining the Youth Centre Administrator's confidential filing system; Maintaining personnel information

Coordinating meetings, logistics, preparing and distributing agendas & minutes as directed by the Youth Centre Administrator and/or Youth Centre Deputy Administrator.

Providing group leadership to the office staff and facilitating the distribution of work as directed by the Youth Centre Administrator and/or Youth Centre Deputy Administrator.

Assisting in the training of office staff when required.

Back up for other office staff during absences when required.

Other duties as assigned.

Knowledge :

Knowledge of computerized payroll system (WIN). General awareness of Human Resources Policy related to the IIEA, Recruitment, Performance Management, Grievance management etc. General knowledge of the OPSEU CA, PSA, ESA. Knowledge of ministry and government accounting & budgeting policies and procedures. Knowledge of the Ministrys IFIS and business practices. General knowledge of office management. Job requires knowledge of a personal computer and associated software to prepare reports, letters, spreadsheets (Microsoft Office, Windows, Outlook, Excel, Powerpoint).

Skills :

Job requires analytical skills to assess workload demands, determine priorities. Job requires teamwork/leadership skills to assist staff in resolving routine work problems. Job requires analytical skills to assist with budgeting and ability to work accurately with mathematical figures. Job requires oral communication skills to provide support, information and assistance to managers & staff. Job requires written communication skills to prepare memos, letters, reports. Job requires discretion and tact when working with confidential information.

Freedom of Action :

Job requires working in accordance with ministry and government business & human resources policies. Job requires determining priorities. Job requires referring to supervisor unusual situations, which fall outside existing policies/procedure or where there has been no past practice. Work will be minimally monitored.
