Purpose of Position :

To assist Lands and Waters Technical Specialist with the District's crown land management activities. These activities will involve assisting with processing disposition applications under the Public Lands Act, Lakes and Rivers Improvement Act etc), land ownership and status reviews; processing tenure documents and responding to complaints and inquiries regarding crown land. Conducting inspections, compliance and audit activities.

Duties / Responsibilities :

Specific duties are as follows:

? assists with the coordination, circulation & issuance of in-water work permits;
? assists with processing tenure documents and reviews, LUP, LO, CRL,CP;
? LRIA approvals - accept/review and assist with processing applications with respect to activities requiring LRIA approvals for new work or improvements to existing works - dams, diversions, water control structures etc;
? Crown Land Management respond to complaints and inquires; maintain access point signage; property maintenance; comment on tenure for issuing other licences i.e. trapping, baitfish; and
? Assist with Land Ownership and Status Reviews - access, land claims, quit claim title documents, consent to assign crown lease, consent to mortgage, land status resolutions - ownership, trespassing, navigability etc.

Managers have the right to assign additional duties.

The incumbent shall, while in the workplace, conduct themselves in compliance with the Occupational Health and Safety Act and any workplace practices as directed by their immediate supervisor. The incumbent shall report any hazards of which they are aware to their immediate supervisor.

Staffing and Licencing :

Valid Class G2 Driver's Licence

Knowledge :

Job requires:

• Knowledge of lands and waters related legislation and regulations (Public Lands Act, Beds of Navigable Waters Act, Lakes and Rivers Improvement Act) to participate in long range planning processes, provide technical support and advice to staff and clients on matters such as land ownership and tenure, Crown land surveys, and licencing & permitting requirements;

• Knowledge of computer software packages including MS-Excel, MS Word, MS Access, ARC/Info to perform a variety of duties such as preparing correspondence and reports, inputting and retrieving data and tracking expenditures;

• Familiarity with property and land management objectives and practices to protect the value of Crown land and water resources by monitoring compliance and evaluating impacts and implications to the public interest;

• Knowledge of worker responsibilities as outlined in the OH&S Act and regulations made under the Act that applies to the workplace and the work being performed.

Skills :

Job requires:

? Problem solving and analytical skills to assist with the review and assessment of data (licence/permit applications, consultant reports, public issues etc) in order to ensure licence/permit applications are complete and consistent with the Ministry standards and applicable legislation, regulations and policies;

? Interpersonal, verbal and written communication skills, and tact and good judgment to effectively communicate with a variety of staff, agency representatives, clients and industry stakeholders, and the general public, to promote the understanding of applicable legislation/regulations/policies, address compliance issues, discuss sensitive resource decisions, assist with the preparation of briefing notes, and to write technical reports, and;

? Time management and prioritization skills to ensure reviews/reports/audits/inspections are completed per time sensitive requirements, and to coordinate several demands occurring at one time.

Freedom of Action :

? Working under general supervision and in accordance with established procedures and methods with work being reviewed for accuracy; and

? Matters not covered by established procedures/guidelines are referred to manager.
