Purpose :

To plan, develop and deliver a variety of behavioral and technical learning and development interventions for the remote northern transportation program area.
To audit and evaluate training materials, delivery methods, strategies and the success or failure of participants and programs.

Key Responsibilities :

Working under the guidance of the head, the incumbent is responsible for the following:

1. Training Needs Assessment, Analysis and Organizational Alignment
- Conducts needs analysis to identify organizational and individual training priorities and development strategies to address individual and organizational learning needs.
- Provides advice and recommendations to heads, manager and senior executives on the organization's training issues, strategies, priorities and processes.
- Supports organizational direction through innovative, resourceful and effective training development and delivery methods.

2. Training Program Design, Development, Implementation/Delivery and Evaluation
- Designs, implements and evaluates learning and development programs based on qualitative and quantitative measures, application of adult education practices and theories of instructional design.
- Directs the development and delivery of various training courses and programs with other offices and/or external organizations for the division and core business.
- Facilitates train-the-trainer sessions as required for implementation of various training and development initiatives.
- Develops, updates and/or reviews instructional and support materials including instructor notes, participant notes, and visual and job aids.
- Monitors the effectiveness of training and development programs, recommending and implementing necessary changes to ensure the needs of the organization and its members are met, conduct pre and post evaluation of training initiatives.
- Plans, directs and supervises the activities of colleagues, training suppliers/vendors engaged in the preparation and processing of material related to technical training activities.

3. Training Program Administration
- Ensures the timely planning, organizing and facilitating of training courses, workshops and seminars.
- Establishes and monitors training budgets for relevant technical and behavioral training initiatives.
- Provides administrative co-ordination for trainers.
- Prepares and administers consulting agreements for training specialists retained by the organization for training and delivery efforts.
- Produces a variety of reports on training needs and accomplishments.

4. Collaboration and Stakeholder Partnerships
- Develops partnerships with colleagues, ministry staff, service providers/training and development consultants and external stakeholders to collaborate on learning initiatives that enhance individual, team and organizational performance.
- Prepares training strategies and joint initiatives including the delivery of training, with other divisional, ministry or OPS organizations.
- Participates on internal and external training, learning and development networks, communities of practice and committees.

Knowledge / Skill :

Position requires knowledge of and skills in the following:
- Knowledge of adult education principles/practices (e.g., learning needs assessment, program design, development strategies/methods) to lead the planning, development, delivery and evaluation of ministry training programs.
- Knowledge of government, ministry and organizational mandates, legislative frameworks, policies, programs and business goals to conduct training needs analysis and develop training program curriculum.
- Knowledge of business needs and roles of clients in order to customize training, ensure suitability of technical and behavioural training programs, and support established learning objectives.
- Knowledge of planning and project management methodologies to conduct training program design and development projects.
- Knowledge of training and presentation techniques to provide direction/guidance to associate instructors, and provide course instruction to ministry staff and/or external stakeholders.
- Knowledge of procurement policies and process to source and recommend external training providers and complete performance reviews and evaluations.
- Communication and consultative skills to provide expert advice and recommendations to senior program management and functional committees on long/short term training strategies and initiatives, and to establish collaborative working relationships and align personal and organizational goals.
- Knowledge of computer applications for word processing, presentations, process mapping, file sharing, conducting internet research and data analysis to prepare training and development materials, track training, etc.

Interpersonal / Influencing Skill :

- Consultation and persuasion skills to work with ministry senior management and program managers in establishing training program priorities, and to elicit support from ministry subject matter experts and managers to participate in delivering training programs.
- Advisory skills to explain training program policies, procedures and standards to ministry management and instructors, and to ensure compliance.
- Relationship building and negotiation skills to establish partnerships with other levels of government; establish contracts with external vendors - Presentation, coaching and facilitation skills to deliver training programs/courses.
- Influencing and motivational skills to interact with course participants who require additional support.

Analyzing / Problem Solving Skill :

Analyzing and problem solving skills to:
- Identify, research and prioritize issues; determine those that are contentious and recommend action to senior staff/management; manage a number of issues concurrently and solving issues among stakeholders and clients.
- Interpret and apply recognized methods, policies and procedures to meet financial/regulatory requirements; assess operational and administrative needs, monitor performance; deal appropriately with issues and program areas.
- Evaluate trends, standards, policies and protocols using multiple sources of information to identify requirements, develop options and make recommendations.
- Evaluate programs/services to determine training needs and objectives and identify training options.
- Design/develop training programs to ensure content is consistent with organizational learning needs, strategic objectives, and training policies/objectives.
- Identify and resolve problems/issues with training delivery (e.g., instructor services, quality of program instruction materials, document participant absences or behavioural issues).

Decision Making / Responsibility :

Decisions and recommendations are guided by the framework of established government/ministry policies, relevant legislation, and adult education principles. Impact of decisions may affect training program delivery and efficacy for ministry clients.

Responsible for:
- Conducting learning/training needs assessments to determine problems or gaps in program offerings or content.
- Determining and creating annual course curricula based on knowledge of organizational requirements from needs assessments, regulatory changes and based on available training and development delivery resources (financial/budgetary limitations, participant and instructor availability, etc.).
- Planning and conducting training development projects, determining the content and instructional methods for training program design to meet learning objectives.
- Coordinating resources for training program delivery, providing technical direction to staff, and ensuring quality of program instruction/materials.
- Assessing, evaluating, and making recommendations on the effectiveness and impact of training programs and on the continuation of participants in training programs.

Has latitude to develop and recommend changes to organization's training programs.

Contacts / Stakeholder :

- Regular contact with colleagues in a geographically decentralized field organization to coordinate activities, complete projects, provide training, share technical advice, develop recommendations, assess organizational performance, identify and mitigate risks, etc.
- Regular contact with external training service providers and individual trainers to provide direction/guidance for the delivery of training projects, monitor the quality of project deliverables and provide feedback on the training interventions.
- Regular contact with other ministry staff as well as staff from other ministries and government agencies to gather and disseminate information, conduct joint exercises, resolve shared operational challenges, exchange technical advice, identify and mitigate risks, etc.
- Regular contact with federal regulatory agencies, airport authorities, First Nations governments, air carriers and stakeholders to promote compliance, share information, resolve operational issues, participate in joint exercises and training opportunities.
- Occasional contact with politicians, political staff and the public to assist in resolving issues, enhancing public awareness of the organization, educating travelers and promoting the organization.

Guidance / Supervision :

- Provides technical support and advice to colleagues, managers and committees as a subject matter expert.
- Provides guidance/supervision to external training and development consultants/service providers regarding project management of training content and materials development.
- Provides guidance and support to field staff to explain directions, provide training, support implementation of new tools and processes, ensure timelines are met, correct documentation errors, etc.

Demands / Pressures :

Work Demands :

- Frequently deals with unexpected work demands, changes to deadlines and conflicting work demands (e.g., changes in directions, briefing requests).
- Occasional requirement to work beyond or outside normal work hours with disruption to personal life when travelling to remote airports, providing training, attending meetings, facilitating stakeholder consultation sessions, etc.

Mental / Sensory :

- Frequent requirement to read and concentrate intently when reviewing complex reports, policies, legislation and regulations, emergency management and business continuity plans, analyzing complex issues, developing training materials and attending meetings with ministry staff and stakeholders.
- Frequent requirement to observe and give instruction when providing direction and training to staff and providing assistance to various colleagues and working groups.
- Incumbent may also be dispatched to the site of an emergency to provide subject matter expertise, support rapid decision making and to act as a communications link to managers and/or senior executives.

Conditions / Environment :

- Work is generally performed in a typical office environment.
- Incumbent occasionally is required to travel to remote airports via small aircraft to conduct field visits, assess operational issues, run exercises, train colleagues and meet with stakeholders.
- Potential risk of physical injury if conducting training of a physical nature.
