Consider this exciting opportunity with the Ontario Shared Services, Enterprise Financial Services & Systems Division, to drive the quality of project management for the Enterprise Financial Systems Branch (EFSB) by realizing efficiencies to take the EFSB PMO to the next level. You will also be called on to provide expert project management of strategic projects for I&IT initiatives with a focus on IT changes impacting branch enterprise applications, applications renewal and modernization, improvements to operational support and capacity management, all related to the government's integrated financial information system (IFIS).

What can I expect to do in this role?

• Manage IT projects from inception to post implementation.
• Manage compliance with the EFSB PMO methodology and provide quality assurance on project documentation and plans, validate project priorities and resource plans.
• Manage the operation of the Branch PMO and communicate best practices for project governance including prioritization, business requirements gathering, client relationship management.

• Promote the use of Portfolio Program Management approaches, tools, and disciplines to management, clients and staff.
• Proactively work with clients, internal and external partners and stakeholders to support the IT portion of business planning.
• Manage the branch project portfolio including monthly reporting of projects spending, producing the IT project dashboard and managing the implementation of the Portfolio Project Management tool (Planview).
• Identify, develop and implement IT performance measurements and benchmarks to monitor and evaluate project success and develop recommendations.
• Develop and/or provide input into the development of Business Cases, Project Charters, Project Plans, RFIs, RFPs and score cards.
• Oversee creation of project work spaces in SharePoint once projects are approved.
• Manage the implementation of Branch SharePoint sites and applications, document libraries.

How do I qualify?

Program and Project Management Knowledge and Skills:

• You have extensive knowledge and experience building and managing a PMO, in program/project management and portfolio management.
• You have experience leading large, parallel projects and cross-functional teams, including scoping, staffing, planning, influencing senior level management and key stakeholders, client management and delivery.
• You have knowledge of project management theory, methods and techniques related to all phases of an IT project life cycle.
• You have knowledge of government project standards, strategies, methods and applications, to ensure project compliance and to supervise, monitor and introduce corrective actions for projects.
• You have experience in analysing project and operational environments to identify potential risk events and issues, articulating and prioritizing with recommended mitigation strategies.
• You can develop project budgets based on multiple funding channels.
• You can develop appropriate performance measures for project evaluation.

Leadership and Resource Management Skills:

• You have experience in implementing and leading a Project Management Office (PMO).
• You can plan and lead all phases of complex ERP (e.g. Oracle, PeopleSoft, Hyperion, etc.) multi-ministry and jurisdictional enterprise-wide projects.
• You can schedule activities, explain procedures and direct and monitor the work of assigned technical resources.
• You can estimate resource requirements, identify gaps and assist in the recruitment of the required resources.
• You can assess project delays and lead meetings to understand the causes and implement corrective actions.
• You can mentor, coach and effectively transfer expertise to others.

Consultation, Communication, and Collaboration Skills:

• You have strong facilitation and negotiation skills to lead consultations, negotiate budgets, resolve issues and obtain buy-in.
• You have a proven track record of team-building relationship management with senior management and of internal and external stakeholders.
• You can articulate strategic and operational plans.
• You can produce presentations, dashboards, briefing papers and submissions, business cases and status reports to different types of audiences.
• You can manage the risk, issue and change resolution process.
• You have exceptional verbal, written and presentation skills.

Technical Knowledge:

• You have proven expertise in and knowledge of the business systems life cycle (SDLC) including analysis, design techniques, systems development methodologies and tools.
• You have knowledge of business process design within a financial management framework and you can lead and participate in the design, testing and implementation of solutions in a complex environment (such as Oracle e-Business suite ERP environment) to manage the development of business solutions, enhancements and modernization.
• You have experience with implementing project/portfolio management tools.
• You have experience and good working knowledge of collaboration tools, such as SharePoint.

Other Essential Knowledge and Skills:

• You have knowledge of configuration management, incident management, change management and problem management principles and tools that are required to guide and govern large ERP projects.
• You have knowledge of resource management practices, methods and tools, including project and portfolio management.
• You have procurement knowledge and skills to support policies and practices in the acquisition of business solutions, development and operational support tools and project staff.
