The Ministry of Health and Long-Term Care, Compliance/Enforcement Branch is seeking a Quality Assurance Lead to lead, develop and manage a total quality management framework for the Division using leading techniques, such as Lean Six Sigma, to drive consistent application of business processes, procedures and outputs. You will also ensure all legal standards are met, implement continuous improvement practices across the Division and to promote high quality standards across the division.

What can I expect to do in this role?

In this role, you will:
• Lead the development and implementation of standards, protocols and procedures to inspect and report quality issues.
• Lead the development and implementation of proactive solutions by collecting and analyzing quality data.
• Lead and facilitate cross-divisional quality improvement teams including acting as coach and mentor to Lean Green Belts/ quality improvement leads across the division.
• Communicate with SAO Managers and Inspections Supervisors on an ongoing basis to drive consistent application of policies, procedures and standards.
• Lead and coordinate multiple, concurrent, problem-solving projects quality assurance projects and initiatives and related products.
• Lead project teams to promote and build capacity to accept standardization of methodologies, status reporting, documentation standards, and project goals.
• Develop relationship with stakeholders in order to assess processes end-to-end and ensure that processes are client-focused.
• Coordinate across the Ministry/ Division to track and monitor initiatives/ projects aligned to strategic priorities.
• Work with Strategic Planning and Program Development/Project Management area and I&IT Cluster.
• Provide strategic advice and expertise to senior management on contentious issues.
• Develop and implement consultation, communication and training strategies.

How do I qualify?

Technical Knowledge:

• Lean Six Sigma Black Belt Certification required or at least five years of quality assurance management experience.
• You have knowledge of methodologies of quality assurance and standards to provide strategic direction to the organization.
• You have knowledge of Long-Term Care Homes Act, 2007 and regulations and adherence to inspection processes including the Resident Quality Inspection (RQI) and program policies and procedures, issues and operation of Long-Term Care homes.
• You have knowledge of the Ontario Public Service and Ministry's policies, guidelines, and practices, information privacy requirements, audit, and integrity to manage change processes and coordinate document and information flow to senior management and stakeholders.

Project Management Knowledge and Skills:

• You have proven knowledge of project management and change management to plan, monitor and execute projects.
• You have excellent numerical skills and understanding of data analysis/ statistical methods to analyse performance and provide advice.
• You have knowledge of OPS procurement and tendering policies and processes, to participate in acquiring, negotiating goods and services, and/or to administer contractual agreements.

Interpersonal/Influencing Skills:

• You have communication, consultation and facilitation skills to lead and manage quality assurance teams across the division.
• You have the ability to advise and explain to project stakeholders, including senior managers, planners, coordinators, committees and client groups, the risks and benefits of specific solutions, tools and approaches and recommend specific courses of action.
• You have superior interpersonal/ influencing skills to manage cross-ministry/ vendor project teams.

Analyzing/Problem-Solving Skills:

• You have demonstrated analytical and problem-solving skills to analyze performance data, identify issues and develop solutions that lead to continuous program performance.
• You have the ability to evaluate and define performance indicators/ data requirements, identify options/solutions, make recommendations, coordinate and implement processes and then evaluate impact of changes.
• You are able to research and identify issues and resolve issues with stakeholders, clients, and program areas to reach consensus on project methodologies and project goals.

Communication Skills:

• You have proven written and oral communication techniques to manage cross-divisional teams and to prepare and present QA reports, business cases and MB20 submissions, project plans, status reports and planning documents; and draft standardized project management processes.

Computer Skills:

• You are proficient with computer and related software products such as statistical software (e.g., SPSS, SAS, etc.) VISIO, MS Project, Word, Excel, and PowerPoint.
