Are you looking for an opportunity to showcase your procurement knowledge, along with your consultation skills? If so, consider joining Infrastructure Technology Services, Treasury Board Secretariat in the role of Procurement Advisor.

We are looking for a motivated professional to provide consultative expertise and advice to support a variety of large, complex procurement initiatives in partnership with customers and to provide policy/directive interpretation, advice and recommendations on issues and requirements.

What can I expect to do in this role?

In this role, you will:
• Provide procurement consultative and advisory services to ensure cost effectiveness of procurement processes.
• Provide expertise, advice, training to clients on the interpretation and application of procurement directives and contract management policies.
• Work with clients in determining appropriate procurement strategies, and advise on performance measures, risks and issues.
• Act as the primary contact of information between potential vendors and clients.

How do I qualify?

Procurement Knowledge and Skills:

• You have knowledge of procurement principles, methods and practices, along with the ability to apply knowledge of procurement policies, to provide expert advice and guidance to clients, determining the choice of vendors/contractors, and in developing the appropriate Request For Proposal (RFP) specifications.

Project Management Knowledge and Skills:

• You have knowledge of project management and organization skills to ensure tasks are performed within time and resource requirements, and to coordinate major and complex procurements with project life cycles.

Communication, Consultation and Negotiation Skills:

• You can provide advisory services to clients, and liaise with internal resource contacts and external stakeholders.
• You can prepare and present procurement reports, contracts, and legal agreements, conduct meetings and prepare procurement documents.
• You can participate in the negotiation of contracts, and resolve procurement problems with vendors/suppliers.
• You can maintain good working relationships with vendors to promote fair and transparent process for procurement of contracts/services.

Analytical and Problem-Solving Skills:

• You can interpret and apply procurement methods, policies and procedures to direct clients to an appropriate procurement strategy.
• You can identify and analyze risks and develop options/strategies for resolution.
• You can evaluate procurement submissions from vendors and assess against mandatory criteria requirements.

Knowledge:

• You have knowledge of risk assessment methods and techniques to identify, analyze and assess risk to the client, to mitigate risks, and to develop/recommend options and solutions.
• You have the ability to apply knowledge of practices related to contract agreements such as contract law, competitive bidding case law, leasing, and licensing options, to advise clients on risks in business decisions for procurement, through the tendering process, and the implications of the terms and conditions of contracts.
