Are you an experienced advisor with strong quantitative research and analytical skills who is passionate about evidence-based decision-making? Consider joining the Policy Research and Analysis Branch as a Research Advisor, where you will be an integral part of leading a culture of evidence-based policy and practice, as the ministry moves toward a focus on improving outcomes for the people we serve.

What can I expect to do in this role?

- Champion a culture that values evidence-informed decision-making
- Lead consultations with internal and external partners, including people the ministry serves and their families and communities, to develop performance measurement frameworks that measure the impact of ministry programs
- Lead the development of evaluation frameworks in consultation with delivery partners
- Perform end-to-end program evaluations
- Undertake large complex research projects

How do I qualify?

Research, Analytical and Evaluation Skills

• You have knowledge of government policy/legislation/funding processes, policy and research tools, and program evaluation techniques.
• You have knowledge of the principles of, and experience using quantitative and qualitative research methods and evaluation, particularly for predicting outcomes and forecasting.
• You have analytical skills to interpret directives, policy frameworks and conceptual models (e.g. predictive modelling).
• You have problem solving skills to deconstruct complex problems, identify solutions, create frameworks, and identify meaningful outcomes and outcome measures.
• You can manage and manipulate data, and use statistical software packages for data analysis.

Project Management and Team Leadership Skills

• You have project management and team leadership skills to provide project planning and leadership on concurrent development projects.
• You are able to manage deadlines and competing priorities.
• You have knowledge of research and project management techniques.
• You are able to plan and design research studies to develop policy and program options, frameworks, and operational guidelines.

Communication and Presentation Skills

• You have written and oral communication skills to effectively conduct meetings, prepare contracts, briefing notes and other corporate correspondence.
• You have presentation skills to present recommendations to senior management.
• You are able to clearly communicate complex information to non-technical audiences.

Stakeholder Relationship and Interpersonal Skills

• You excel as a facilitator and negotiator, with a strong ability to build consensus among differing perspectives.
• You have interpersonal and consultation skills to initiate and nurture working relationships with colleagues and stakeholders.
• You have influencing skills to promote improvements to the ministry's capacity to collect, manage, access, and utilize information.

Computer Skills

• You have knowledge of standard software programs and tools to research and prepare own materials.
• You have knowledge of specialized software used to conduct statistical analysis and predictive modelling.
