Correctional Service Oversight and Investigations (CSOI) is an investigative body of the Ontario Ministry of Community Safety and Correctional Services that is responsible for conducting inspections and investigations pursuant to Section 22 of the Ministry of Correctional Services Act (MCSA) into significant contraventions of ministry policy; compliance related audits to ensure ministry compliance with policies and procedures; and intelligence gathering activities in order to identify and manage security threats.

If you are looking for a dynamic and challenging opportunity, consider this position of Inspector with the CSOI, where you will be responsible for conducting high profile investigations that involve significant violations of ministry policy and procedures by adult offenders and/or ministry employees.

Please note: This position requires the ability to travel throughout the province including remote areas with limited notice. The incumbent will be required to assist on an on-call 24/7 basis.

What can I expect to do in this role?

Within an arm's length, independent unit, reporting directly to the Associate Deputy Minister (ADM) with responsibility for investigation and compliance
inspection related to actions conducted by ministry employees, you will:

• Conduct high profile administrative investigations involving significant contravention and violations of MCSCS policy, rules and procedures and
incidence of misconduct committed by custody and community adult offenders and/or ministry employees
• Conduct compliance inspections and investigations for all violations identified and occurring within the ministry and any other place where ministry business is conducted
• Monitor and conduct periodic and formal audits at correctional facilities, identify issues of non-compliance with MCSA, inspect details of the concern, determine any breach of policy/procedure, assess the scope and determines the methodology needed to carry out an efficient inspection
• Plan and conduct in-depth interviews with civilians, offenders, ex-offenders and staff
• Analyze evidence obtained during investigations and compliance inspections, including credibility of witnesses and prepares comprehensive reports
• Identify potential areas of compliance vulnerability and risk and develop/implement corrective action plans for resolution
• Evaluate and report on issues with respect to the adequacy of ministry controls
• Provide assistance to counsel representing management
• Provide guidance and consultation to managers on optimum
methods to promote and ensure compliance with ministry policy
• Act as a support and analytical resource on investigative techniques to ministry staff
• Prepare and present comprehensive compliance and audit reports with detailed findings and recommendations
• Liaise and coordinate with various law enforcement agencies and other correctional agencies to collect and share information on investigations
• Conduct special projects such as lecturing at staff training sessions on investigative and inspection subjects, investigation/interview techniques and report writing

How do I qualify?

Mandatory Requirement:

• You have a valid Ontario G class drivers license to travel to locations not accessible by public transit on limited notice

Subject Matter Expertise:

• You have specialized knowledge of correctional operations, compliance and investigative techniques and procedures to conduct administrative/compliance investigations
• You have demonstrated ability to determine investigative and interview approaches and measure the credibility of witnesses
• You have an understanding of institutional security and the mandate of Correctional Services Oversight and Investigations (CSOI) to conduct investigations within the CSOI mandate
• You are able to interpret and apply relevant policies, acts, legislation (e.g. Ministry of Correctional Services Act, Adult Institutions Policy and Procedures, Criminal Code of Canada) to ensure compliance during investigations

Communication Skills:

•You possess oral communication skills to conduct in-depth interviews, present reports and evidence in court, as well as liaise with ministry staff and individuals within the judicial and law enforcement fields
• You possess strong written communication skills to prepare comprehensive reports and correspondence
• You have presentation skills to present findings on operations, staff assignments, discipline and security

Interpersonal Skills:

• You demonstrate strong interpersonal, discretion and integrity skills to provide consultation on promoting and ensuring compliance methods
• You have demonstrated influencing skills to make recommendations for change after analyzing impacts
• You have relationship management skills to work independently, ensuring contacts are made as a support and analytical resource on investigative techniques

Computer Skills:

• You are proficient in computer applications to extract and analyze information and to use word-processing, spreadsheet and email applications
