The Ministry of Transportation (MTO), Corporate Services Division seeks a motivated leader to assist in the planning/managing of their corporate property lease account and the ministry's province wide accommodations/facilities program for a large, geographically dispersed ministry, in a manner that aligns with the objectives and commitments of the Government.

What can I expect to do in this role?

In this role you will:

• lead facilities planning/development projects and property related initiatives
• liaison between ministry clients and representatives of Infrastructure Ontario
• lead/control large complex facilities projects through management and leadership
• provide advice to program areas on market trends, government accommodation policies, space planning and budget options
• provide expertise in government facilities management (building codes, AODA standards, LEED green standards)
• carry out financial controllership

How do I qualify?

Strategic Thinking

• You can carry out strategic business and operational planning. Including performance measurements, including benchmarking, financial analysis, best business practices, procurement methods, and contract management to lead large scale projects.
• You can interpret and apply procurement policies, procedures and reporting requirements.
• You have demonstrated project management skills in order to coordinate and communicate the development of the property leasing plans; lead/control large complex facilities projects, lead new initiatives; establish terms of reference, scope, budget requirements, objectives, roles, responsibilities, and critical time paths, and to coordinate project teams and their activities.

Interpersonal and Relationship Management Skills:

• You have strong relationship management and influencing skills to develop effective linkages with other business partners and to balance competing interests and convince all parties to accept alternative and innovative responses.
• You have demonstrated experience utilizing tact, diplomacy and judgement when advising senior management on the resolution of contentious issues and complaints.
• You can use your skills to effectively implement and manage change

Analytical Skills:

• You have strong analytical skills to assess client requirements and meet current and future ministry program and business needs within resource and funding envelopes.
• You have experience reconciling invoices and monitoring costs, conducting analyses of market trends and preparing financial and analytical reports.

Facilities Management:

• You have the ability to obtain knowledge of government/ministry facilities management, accessibility and greening legislation, policies, procedures, and standards, ministry business plans, financial controllership and ministry businesses, programs and standards.
• You have knowledge of and are familiar with building construction, building and fire codes, AODA building accessibility standards, LEED green standards and green energy principles, space/facility planning, property administration, systems/building management methods/practices;
• You have experience with physical plants, building systems, and property lease financing methods to assess facilities, develop costing options for property lease initiatives, and lead property planning projects.

Communication and Computer Skills:

• You utilize well-developed written communication skills to prepare reports and provide recommendations to senior management.
• You have strong oral communication skills to provide advice to clients in accommodation planning and costing options, to address service and project issues, and to provide technical advice to management and staff.
• You have experience working with facilities database technology, and related database information systems to manage information.
• You have demonstrated experience working with computer applications such as spreadsheets, word processing, project management and database information systems, correspondence logging and tracking systems, and records/retention systems, and related software.

Financial Skills:

• You have the ability to provide budget estimates and consultation input into property lease plans; and the status of ministry properties;
• You are able to provide budget estimates and consultation input into realty lease plans; and provide advice to senior management on lease program strategies and proposals.
