Metrolinx is an agency of the Government of Ontario and our goal is to create a transportation network that enhances the prosperity, sustainability and quality of life for the Greater Toronto and Hamilton Area. It leads the planning in the region with its Regional Transportation Plan that guides the work and investments of the organization. It builds light transit, bus rapid transit and Regional Express Rail and operates GO Transit, UP Express and PRESTO.

The Office of the President and Chief Executive Officer (CEO) is seeking a dynamic leader to provide advice on Metrolinx programs and policies, and to effectively manage the Executive Office.

What can I expect to do in this role?

• As a member of the President/CEO's management team, actively participates in the development and evaluation of business plans and service objectives, strategies and the development of policies/procedures
• Provides direct support and executive advice/expertise to the President/CEO and various executive committees.
• Acts as a focal point/contact between the Office of the President/CEO and the Deputy Minister's/Minister's Offices and the Office of the Secretary of Cabinet, to share information, identify/solve issues. Advises and negotiates resolution of issues, on behalf of the President/CEO.
• Builds strong effective relationships with the Office of the President/CEO, Office of the Secretary of Cabinet, Ministry of Transportation, GTA municipal governments, Metrolinx senior leadership, and other external stakeholders
• Participates in organization wide business planning and estimates process leading to the development of Results-based planning documents
• Coordinates, supports, and attends the Senior Management Team weekly meeting. Provides leadership for corporate coordination of key documents and processes related to decision making, accountability and transparency.
• Prepares and/or directs preparation of correspondence and key issues/briefing materials for the Chair and President/CEO
• Manages the financial, human resources, and administrative operations for the Office of the President/CEO.
• Anticipates and surfaces potential issues; ascertains an increased understanding of stakeholder viewpoints
• Works with Strategic Communications and program areas to develop responses and positions for contentious or emerging issues
• Provides effective executive oversight, at the request of the President/CEO, related to the development, culture, planning, transformation, engagement and integration of initiatives that reflect the vision, priorities and mandate of Metrolinx
• Meets service delivery objectives and manages project and department activities within budgetary limits
• Leads and controls office estimating, budgeting, financial planning and expenditures
• Manages recruitment, training, development, and performance management of the executive support service staff
• Creates an effective team through the establishment of priorities; delegates to direct reports and uses influencing skills to work with non-direct reports; promotes innovation and creativity; fosters collaboration among team members and team performance during stressful work phases
• Provides leadership, coaching, and motivation to employees in their work processes and ensures they are equipped with the necessary tools and information to enable their full engagement; empowers others to innovate and continuously improve

How do I qualify?

Mandatory

• Completion of a degree in business administration, public administration or a related discipline; Post-graduate (Masters' degree) is an asset
• Minimum eight (8) years' experience providing strategic advice to senior executives, leading teams, managing and reviewing written materials, and managing projects from inception to implementation working with multiple stakeholders internally and externally effectively.
• Strong relationship and stakeholder management skills to build effective working relationships with senior divisional management
• Knowledge of Metrolinx multiple stakeholder's interests, in relation to the needs and expectations of the organization
• Excellent problem solving skills to identify/solve issues as they arise, often of a contentious/high profile nature and provide advice
• Superior strategic communication skills to prepare and review a range of written documentation
• Organization and time management skills to develop responses and positions for contentious or emerging issues
• Leadership/Project Management to develop, implement, and manage projects and resources within the Office of the President/CEO
• Analytical/operational decision-making to manage strategic program analysis activities and support the President/CEO
• Demonstrated resiliency, flexibility and rationality to achieve ambitious and realistic corporate business goals
• Strong issues management expertise to pro-actively and effectively manage sensitive and contentious issues
• Political acuity to recognize and respond to politically sensitive issues which may have impact for the Office of the President/CEO
• In-depth understanding of government decision making processes and how Agency approvals are managed
• High level of initiative to ensure the successful implementation of change by shifting strategic focus of the team/work unit(s)
• Knowledge of principles of accountability and risk management to ensure a strong accountability framework and Key Performance Indicators
