The Ontario Clean Water Agency (OCWA) is a provincial agency that provides total solutions and valued partnerships to client municipal and private sector water and wastewater treatment operations across Ontario.

Join a dedicated OCWA regional management team to lead an administrative services team, and manage the planning and delivery of regional business support services for a designated OCWA regional hub.

What can I expect to do in this role?

In this role you will:
• Establish and manage regional hub business support service objectives, plans, priorities and structures
• Lead the design, development, implementation and review of business support systems, processes, best practices, and quality standards, and provide related advice and guidance to regional management
• Provide effective leadership/management of the regional administrative staff team
• Provide advice and executive support to the Regional Hub Manager for the development of regional business plans, annual budget estimates and human resources allocation
• Manage, analyze, control and report on regional program and project budgets and prepare financial forecasts, variance summaries, and year end reports
• Manage the processing, analysis and reporting of regional accounts payable/receivable, journal entries and financial transactions
• Manage the administration, monitoring and reporting of regional contract management operations and ensure adherence to contract provisions, deliverables and commitments
• Manage the coordination of regional human resources administrative support systems, records and processes, and the development of the regional labour disruption contingency plan
• Manage the preparation of team reports, and provide briefings and advice to the Regional Hub Manager on administrative service results and issues management solutions

How do I qualify?

What we are looking for:

Technical Business Support and Accounting/Human Resources Administration:
• Excellent technical knowledge of business support and administrative principles, methods and strategies in a public or private sector setting.
• Knowledge of accounting and financial management theory, methods and practices, and Generally Accepted Accounting Principles (GAAP), with demonstrated experience in budget development, financial analysis and forecasting, financial control and reporting, and financial transaction processing.
• Knowledge of human resources administration systems and processes, and labour relations principles and processes related to labour disruption contingency planning.
• Knowledge of computerized financial management/analysis tools such as Microsoft Dynamics-GP, Vena SPM, Analysis Cubes and SQL reporting.

Leadership and Operational Management Skills:
• Proven leadership and operational management skills, and experience in planning, leading and managing an administrative and business support service operation.
• Strategic thinking skills to ensure that regional business support services meet OCWA and regional business objectives and priorities.
• Demonstrated human resources management skills and experience to lead, motivate and manage the regional administrative staff team.


Relationship Management, Advisory, and Communication Skills:
• Demonstrated relationship management and consultation skills to establish/maintain effective relationships with regional/OCWA management, staff and external clients/ stakeholders and facilitate communication flow
• Verbal communication and interpersonal skills to provide information, advice, and recommendations to regional management and to respond to inquiries from external clients and stakeholders
• Excellent written communication skills to produce unit business plans/reports, analysis summaries and reports, administrative procedure/process documents, contracts, correspondence and briefings for the Regional Hub Manager

Analytical and Project Management skills:
• Analytical skills to assess and evaluate the quality and effectiveness of regional business support services and to determine/implement service improvement strategies;
• Proven project management skills to plan, lead and manage regional administrative project initiatives and to lead the implementation of new/revised regional administrative procedures, processes and systems.
