The Ministry of Transportation (MTO) is a large, diverse organization that promotes road safety and invests in highways and transit.
The ministry is seeking a highly motivated individual to lead MTO's procurement team. You will provide leadership to the corporate procurement team and provide expert, strategic procurement advice to assist ministry clients in the successful delivery of procurement solutions that meet business needs and achieve value for money.
What can I expect to do in this role?
In this role, you will:
• Provide strategic advice and expertise to ministry clients throughout all phases of the procurement process, ensuring compliance with public procurement policy and making recommendations on procurement strategy and methods as a subject matter expert
• Develop and maintain positive working relationships with procurement partners, including ministry staff, procurement colleagues across the Ontario Public Service (OPS) and the broader public sector, suppliers, and legal services
• Lead procurement planning through development of annual procurement plans, submissions to Supply Chain Leadership Council and Treasury Board, and liaise with Ministry of Government and Consumer Services, Treasury Board Secretariat, and other OPS ministries and agencies
• Provide technical leadership and guidance to ministry procurement staff and internal clients involved in the procurement process
• Develop and deliver executive level presentations and conduct procurement training sessions.
NOTE: Some travel to Toronto will be required.
How do I qualify?
Proven Knowledge:
• You have comprehensive knowledge of procurement policies, methods and procedures
• You have business knowledge, including alternative service delivery concepts, contractual law and trade agreements
• You have knowledge of contract management, financial management, including budgeting and reporting methods, and accounting and controllership practices
Applied Skills:
• You have highly developed tact, negotiation and interpersonal skills enabling you to build effective partnerships to advise, consult, negotiate and promote co-operation to achieve procurement objectives
• You have superior communication skills with proven experience preparing and delivering executive-level presentations and reports
• You have demonstrated planning, organizational and problem solving skills to identify and manage issues, identify risks and develop mitigating strategies to successfully carry out major procurement projects
• You have experience interpreting directives, guidelines, legislation, and regulations and conducting research on procurement trends and developments in the public and private sector
• You have ability and experience working within a team environment, including the provision of technical leadership and guidance to the team
