The Long-Term Care Homes Act, 2007 (LTCHA) and Regulation were developed to improve the resident experience and quality of life in long-term care (LTC) homes by setting clear and detailed requirements for residents' rights, care and services, and for the operation of LTC homes.

The LTC Inspections Branch is an exciting and high-volume area within the Ministry of Health and Long-Term Care, responsible for inspecting Long-Term Care homes in Ontario for compliance with applicable legislation, regulation and ministry policy.

The LTC Inspections Branch is seeking a qualified Registered Nurse who is committed to enforcing the legislative and regulatory requirements governing residents' rights, safety and quality of care in Long-Term Care homes, on behalf of the Ministry. Please Note:

• The position will require extensive travel across the province. Positions may also be required to work in or from new or alternate locations outside of the headquarters or current satellite offices.

What can I expect to do in this role?

The LTC Inspections Branch is responsible for delivering the evidence-based inspection program for the LTC sector in Ontario.

In this role, you will:
• Interpret and apply relevant legislation and policies to ensure LTC homes are compliant;
• Monitor, evaluate and promote the health, safety, comfort and rights of residents in long-term care homes by consistently applying the established methodology and principles of the provincial inspection program;
• Evaluate and assess the care, practices, processes and operations within Long Term Care homes;
• Determine the appropriate action/sanction and time frames to achieve compliance if non-compliance is identified;
• Work as a member of a highly trained inter-disciplinary inspection team.

How do I qualify?

Mandatory

• Current certificate of competence as a Registered Nurse from the College of Nurses of Ontario.
• You must possess a valid class “G” driver's licence or equivalent as recognized by the Province of Ontario to drive on Ontario highways to conduct field work;
• Be able to travel extensively and work irregular hours.
• Resident Quality Inspections (RQI) certification upon successful completion of the ministry's formal training program.

Investigative, Analytical and Organizational Skills:

• Advanced analytical and critical thinking skills to examine information and evaluate evidence from a variety of sources such as clinical files, policies and procedures, observations of the physical environment, financial and administrative information, and survey data;
• Demonstrated organizational skills to function with a high degree of independence, in a high-volume environment;
• Clinical judgment to establish priorities on health care issues of LTC home residents, assess and evaluate programs and services, and to enforce current Long-Term Care home legislation aimed at ensuring quality of care for residents of Long-Term Care homes;
• Superior organizational skills to develop and execute an inspection plan, including the management of related documents and information, attention to detail, and leading an inspection team;
• Knowledge and experience in performing inspection functions, such as interviewing, document reviews, observing direct care, and employing risk assessment methodology.

Communication Skills:

• Demonstrated superior oral and written communication and presentation skills to effectively communicate legislative requirements, write clear and detailed inspection reports, and present information to a range of stakeholders, including the public, LTC home residents, LTC Home Operators, and other health care providers.

Leadership, Interpersonal, Problem-Solving, Negotiation Skills and Judgment:

• Demonstrated leadership, tact and diplomacy skills to exercise judgment and a high degree of discretion and determine the appropriate action based on thorough analysis of data and evidence;
• Demonstrated interpersonal, problem-solving, conflict resolution and negotiation skills to foster cooperation and resolve sensitive issues with Long-Term Care homes and other health care organizations and service providers (e.g. CCACs);
• Maintains professionalism while managing competing priorities and compressed timelines.

Health Care Knowledge and Experience:

• Demonstrated knowledge of and experience in clinical care and administrative management of Long-Term Care homes or health care operations;
• Knowledge of and ability to understand, interpret and apply relevant legislation pertaining to Long-Term Care homes to ensure compliance.
• Experience working with the geriatric population is an asset.

Computer Skills:

• Proficiency with PC based common office software (i.e. Microsoft Office) to produce required reports related to the position; ability to learn and become proficient with multiple ministry specific software solutions.
