The Ministry of Labour, Trust Fund Services Unit is looking for a qualified candidate with strong accounting and controllership knowledge to act as an adviser on controllership-related policies, standards and procedures in a fast pace environment.
What can I expect to do in this role?
You will:
• Function as the Financial Team Lead for day-to-day trust fund accounting and financial activities
• Participate in financial management and reporting processes, in-year fiscal management and year-end reports
• Provide leadership and training to a team of financial and accounting professionals, program areas and management on government accounting policies and procedures, financial management, controllership and reporting functions.
How do I qualify?
Technical Knowledge:
• You have an understanding of modern internal controllership principles
• You have knowledge of controllership related legislation such as; Employment Standards Act, Income Tax Act, Bankruptcy & Insolvency Act, Companies'Creditors Arrangement Act
• You have proven ability to develop policies for financial controllership
• You have the ability to ensure adherence to government and ministry policies and procedures
• You have knowledge of Generally Accepted Accounting Principles (GAAP), financial policies and directives, public sector financial cycles, accounting standards, reporting processes and requirements
• You have the ability to consolidate processes and evaluate financial impacts to the ministries and financial information and statements
Problem Solving and Analytical Skills:
• You have problem solving, analytical and strategic thinking skills to provide valid and reliable analysis
• You are able to evaluate, identify risks and generate solutions to optimise accounting and financial management and to maximise compliance
• You have demonstrated experience in using financial research, statistical and analytical tools and methods
Leadership and Project Management Skills:
• You are able to lead and provide technical direction to staff, including the management of controllership day-to-day activities and effectively delegating work activities and responsibilities
• You are able to lead projects that address and support corporate needs
• You have knowledge of system design and development principles to deliver technical training to accounting and finance staff
Consultation and Communication Skills:
• You are able to provide advice and technical expertise to ministry program areas and senior management and possess the ability to explain financial policies and requirements as it relates to effective financial management to non-financial staff and management in order to resolve issues
• You have the interpersonal skills to influence and build consensus to develop and maintain effective working relationships with internal and external stakeholders
• You have experience developing and delivering training and technical explanations of policies and procedures
• You have excellent oral and written communication skills to develop business cases, make recommendations, clearly relay information and work effectively in a team environment
Computer Skills:
• You have experience using common office software and databases to develop spreadsheets and graphs for accounting and financial reporting
• You have the ability to use advanced spreadsheet features for financial planning, to develop reports and to make presentations
