The Ministry of Education requires a manager to lead the development and maintenance of applications in a large, complex, multi-site, highly diversified environment to meet the critical business needs and educational requirements of the Provincial Schools Branch.

The Provincial Schools Branch of the Ministry of Education directly operates five provincial schools and four demonstration schools, which offer the Ontario curriculum at the elementary and secondary levels, as well as specialised integrated programming, for students who are Deaf and/or hard of hearing, blind or deaf blind and/or have learning disabilities.

Located in south central and eastern Ontario, these schools provide individualized education with appropriate resources, giving students with special learning needs the opportunity to participate fully in the total school experience, including sports, music, recreational and leadership opportunities.

What can I expect to do in this role?

• manage the design and development of systems applications and provide technical advice
• lead professional staff in a unionized environment, assign tasks, evaluate performance and provide guidance and mentorship
• lead I&IT architecture, standards and business solutions projects
• develop budget, acquire resources and ensure vendor deliverables are achieved
• build positive user relationships including seeking out opportunities to add value, identifying flexible innovative service delivery approaches and proactive control design

How do I qualify?

Leadership skills:

• You have excellent knowledge of human resources management, collective agreements and relevant legislation in order to effectively manage, direct and motivate staff and promote inclusivity.
• You can coordinate and direct staff activities in the design, development and testing of new technology.

Project management skills:

• You have extensive knowledge of project management and can manage multiple, concurrent complex large-scale projects involving computer technology
• You can identify and resolve complex business and technology issues for projects and develop appropriate plans and solutions that enable the user to meet their business need.

Stakeholder management skills:

• You have excellent communication skills and can establish effective working relations with management, staff, users and business stakeholders.
• You have excellent negotiation skills to provide leadership and guidance to staff and to manage resources effectively.
• You have conflict resolution skills to identify and resolve complex issues and develop solutions

Technical knowledge:

You have:
• knowledge of a variety of programming languages, databases, technologies and user interfaces
• in-depth knowledge of business and system analysis methodologies, management tools and techniques to provide expertise to technical staff
• an understanding of procurement and contract management to provide technical specifications, results analysis and recommendations and to participate in decision-making
