What can I expect to do in this role?
THE OPPORTUNITY
Reporting to the Vice-President, Health System Performance, the Senior Advisor is responsible for assisting the Vice-President with strategic initiatives, including but not limited to:
• Developing branch strategy
• Collaborating with other branches to participate in the development of organization-wide strategy
• Leading the implementation of specific initiatives, most of which are time-limited and strategic in orientation
• Working with external partners in new areas of activity for the branch
The Senior Advisor may also be required to work on organization-wide strategic initiatives.
Although not a management position, the Senior Advisor attends and supports the VP in planning Health System Performance management meetings.
WHAT CAN I EXPECT TO DO?
Special projects:
• Leads the implementation of special projects including, but not limited to those identified in the branch's strategic plan;
• Develops implementation plans and timelines for projects, in collaboration with others on the Health System Performance management team. Pulls together project teams from HSP staff, as needed;
• Responsible for ensuring that plans are followed and timelines are met.
Policy development and advice:
• Leads and participates in policy development. Develops and refines strategy to direct special projects and HQO's performance monitoring and reporting mandate. Advises the VP, and management team on policy and strategic direction in relation to the branch's work;
• Monitors current and emerging policy and trends within Ontario and in other jurisdictions;
• Prepares proposals, issue papers, and collaborative reports, as required for special projects or as directed.
Relationship building and partnerships:
• Acts as a branch representative on external committees, as directed by the VP of Health System Performance;
• Develops relationships with peers and associates across the HQO organization, researchers and representatives of other organizations that measure health system performance to understand health system issues, share information, and resolve issues.
How do I qualify?
Education:
• Required: Master's degree in a related field
Experience:
• Required: 5 years' experience in a health care policy development or implementation role, and a background knowledge and understanding of Ontario's health system and performance measurement.
• Preferred: 7+ year's relevant experience in a health care policy development or implementation role, and a background knowledge and understanding of Ontario's health system and performance measurement.
Key Competencies:
• Ability to lead teams to achieve goals through facilitation, problem solving, decision-making and conflict management skills; team player, flexibility.
• Proficiency in MS Office Suite in particular Outlook, Word, PowerPoint and Excel.
• Attention to detail – to ensure accuracy.
• Initiative and independence – the ability to take appropriate action and anticipate organizational needs.
• Objectivity, integrity – the ability to seek and weigh opinions and evidence – compromising where necessary on ways and means but not on principles or goals.
• Strong interpersonal skills, including the ability to resolve team conflicts, exercise diplomacy, achieve consensus and work effectively with internal staff
• Excellent judgment in setting priorities, identifying issues and determining action required; adept at balancing major concurrent tasks and projects.
• Strong organizational skills.
• Ability to work autonomously in determining work objectives and can work in a self-directed manner as defined within the overall context of the project plan.
• Diplomacy and tact – the ability to deal effectively with colleagues, stakeholders and the public.
• Adaptive presentation style and craft messages appropriate to background, interest, language, culture, and reading levels of diverse audiences, including the general public, health professionals, policy makers and researchers.
