The Ministry of the Attorney General (MAG) is seeking a Deputy Director to support the Legal Director in the delivery of legal services to the Ministry of Municipal Affairs and the Ministry of Housing.

What can I expect to do in this role?

Reporting to the Legal Director, the successful candidate will work as part of the legal management team providing leadership to and operational management of the Legal Services Branch of the Ministry of Municipal Affairs and the Ministry of Housing in the provision of legal services to the client ministries.

Duties will include:

• Overseeing and coordinating the provision of high quality client-focused legal services including legislative drafting, legal document drafting, advice, opinions, and litigation on a wide range of matters
• Supervising, mentoring and working collaboratively with Branch Counsel and Articling Students by reviewing documents and providing direction on high profile or complex files
• Undertaking timely and accurate communication, identification and management of critical, time sensitive issues
• Providing strategic legal advice to Ministers, Ministers' Offices, the Deputy Minister and Senior Management on select files
• Participating in Branch operations including budget allocation/forecasting, human resource planning and Counsel recruitment
• Leading Articling Student recruitment and Branch/Client Learning Sessions
• Developing and managing Counsel performance plans and undertaking performance management
• Facilitating formal and informal communication and strategic partnerships with clients at all levels and MAG colleagues
• Ensuring compliance with Corporate, Divisional and Branch policies and procedures
• Assisting in the development and implementation of transformative change initiatives aimed at improving workplace culture and operations in the Branch and the Division
• Acting as Legal Director in the Director's absence and as the Director's designate at ministerial committees/meetings

How do I qualify?

Mandatory

Membership in good standing with the Law Society of Upper Canada

Technical Legal Experience

• Knowledge of and experience in public and administrative law, especially in Housing law, as well as in Procurement, Aboriginal, Municipal and Land Use Planning law
• Demonstrated experience in providing oral legal advice on an urgent basis to senior management and in handling high-profile contentious legal issues
• Knowledge and experience in applying Freedom of Information and Protection of Privacy legislation
• Knowledge and experience in the development of legislation and regulations and the legislative process
• Demonstrated experience in writing complex legal opinions
• Knowledge and experience in overseeing government litigation
• Knowledge and familiarity with contracts and procurement in the government context and knowledge of the principles, policies, processes and procedures related to financial management and budgeting
• Knowledge of the legislation, operations and programs of the Ministry of Housing and the Ministry of Municipal Affairs
• Experience with government decision-making processes and procedures

Leadership Skills

• Demonstrated leadership and legal management competencies including the ability to motivate experienced legal professionals and to build strong and agile teams
• Integrity and demonstrated commitment to civility, diversity and inclusion
• Enthusiasm to actively promote branch collegiality and cross-ministry/division/branch collaboration
• Proven political acuity with a solution-oriented client-focused approach and a track-record of responsiveness and ability to anticipate client needs
• Demonstrated agility to deal with uncertainty and changing priorities
• Experience with issues management and proven judgment, interpersonal and communication skills
• Proven conflict resolution skills to resolve complex legal and client issues
