Are you highly skilled in program design, evaluation and performance measurement? Join the Economic Analysis and Evaluation Unit of the Research, Analysis and Evaluation Branch and provide your expertise in evaluation design, planning and management service for policy and program clients from across the health system.

What can I expect to do in this role?

You will:
• Understand the evaluation and evidence needs of policy and program area clients across the ministry.
• Provide support for evidence-informed decision making across the ministry.
• Plan, lead and manage program and policy evaluations to provide recommendations on program design, performance and delivery options.
• Develop performance frameworks and advise on indicator selection including research and data strategy to fulfil the frameworks.
• Facilitate evidence-informed solutions to a range of evaluation and performance issues across the ministry.
• Translate evidence into policy and program recommendations to support decision making.
• Develop critical relationships within the ministry, health sector and with academic researchers.
• Participate and lead special projects and initiatives

How do I qualify?

Policy and Program Knowledge

• You have knowledge of policy and program development principles to provide leadership, advice and expertise in the analysis, development, and implementation of policies and/or programs and evaluation frameworks
• You have the ability to gain knowledge of government directions, priorities and legislative process to ensure policies are developed within the context of the government's health care agenda
• You have knowledge of program analysis and evaluation techniques to lead operational review and accountability measures and assess effectiveness of new or changed policies to provide recommendations

Project Management and Research Skills

• You have project management and research skills to lead and conduct qualitative/quantitative research studies
• You can undertake analysis of trends, system modeling and evaluate best practices, options, costs and impacts
• You can lead the development of strategies and frameworks and assess information in developing proposals for policies

Communication and Relationship Management Skills

• You have consultation and relationship management skills to plan and conduct consultations with agencies and key stakeholders
• You have negotiation skills to gain support for policy and program initiatives
• You can represent the ministry on intergovernmental task forces and promote initiatives to stakeholders
• You have presentation skills to provide advice and explain recommendations
• You have facilitation and diplomacy skills to represent the ministry on forums and defend policy decisions to committees and stakeholders

Problem-Solving and Analytical Skills

• You can develop innovative solutions to address contract management and program design issues
• You can plan and undertake research studies to conceptualize strategies, frameworks and options
• You can critically analyze and evaluate business plans and proposals for policy change
• You can analyze competing interests of stakeholders and develop solutions
• You can review and evaluate information from a variety of sources including scientific data and trend analysis

Computer Skills

• You have demonstrated experience using standard software programs and tools to research and prepare own materials such as reports, option papers and correspondence
