Digital health is all about using information and information technology, such as hospital information systems and electronic medical records, to improve patient health and care. Technology advances over the last decade open up the possibility of new ways to get healthcare, from emailing your doctor, to electronically viewing your own health record, to booking appointments online, to downloading an app to monitor your blood pressure and talk to a nurse.

The Ministry's Digital Health Secretariat is designing new business and investment strategies to capitalize on these opportunities to transform our citizens' experience of healthcare. The Secretariat's role in the Ministry is to lead the development of digital health strategy and policy for the province of Ontario across all sectors of healthcare and manage the Ministry's digital health investment fund. The majority of the Secretariat's funding is, in turn, allocated to healthcare delivery organizations, such as crown agencies, hospitals, community organizations and others, to undertake implementation projects.

The Secretariat is looking for a highly motivated self-starter with exceptional leadership, business acumen, and stakeholder management skills to shape healthcare and digital health investment strategy. This is a position you should consider if you are looking for a challenge and you aren't fazed by the prospect of working on hard, messy problems with no easy solution or clear path forward. It's a unique opportunity to work on big societal problems and lead change inside of a large, complex system.

What can I expect to do in this role?

As the Manager, Program Development and Delivery, you will:

• oversee and manage the planning, development, evaluation and implementation of strategic program frameworks to support delivery, transformation and change management initiatives of ministry programs and the regulatory mandate;
• lead and direct stakeholder relations, consultations, engagement and facilitation and to oversee partnership and consensus building in developing, promoting and delivering programs that support ministry strategies and goals;
• provide expertise and advice to ministry senior management and staff on program development and implementation options, recommendations, risks and issues management strategies;
• oversee the design and establishment of program review models, evaluation processes and methodologies;
• lead and manages the development of policy/ program revisions and provides evidence based recommendations;
• lead projects to research, analyze and develop business change management options/ proposals and strategies to maximize the effectiveness of programs and service delivery; and
• lead business, financial, and strategic planning for ministry programs/ operations and services.

• You have leadership skills to foster an environment of team-work and productivity.
• You can determine human resources needs to build organizational capacity and ensure optimal performance and delivery of results.
• You can manage staff, including recruitment and selection, training and staff development, assignment of work, determining performance standards and conducting reviews.
• You have knowledge and experience in budget and resource management.
• You have experience leading the planning and management of large, complex research projects.
• You are results-oriented and deliver on commitments.
• You are an experienced negotiator who can find business-oriented and collaborative solutions for complex issues.

Relationship Management and Communication Skills:

• You have political acuity in briefing senior ministry officials and managing sensitive and contentious issues.
• You have demonstrated experience leading internal and external consultations and stakeholder negotiations/meetings including those across divisions and ministries.
• You use effective communication, negotiation and conflict management skills to build credibility and consensus with colleagues, stakeholders and senior leaders.
• You have well-developed written communication skills to develop and implement communication strategies and products to promote the program.

Healthcare System, Digital Health and Technical Knowledge:

• You have a strong understanding of Ontario's healthcare system and digital health landscape, including the broad socio-economic issues impacting provincial healthcare, models of healthcare and digital health delivery, funding, governance and related critical issues.
• You have demonstrated knowledge of government directions, policies/programs and service delivery models.
• You have knowledge of financial, administrative and procurement policies and directives to plan and manage fiscal and material resources.
• You have knowledge of policy development, planning and coordination processes.
• You have demonstrated experience planning and managing multiple concurrent projects and associated resources.
• You have excellent analytical and critical thinking skills.
