The Ministry of Finance supports effective stewardship of the government's finances as well as a dynamic, innovative and growing economy. The Office of Regulatory Policy and Agency Relations (ORPAR) at the Ministry of Finance leads policy development and modernization in several areas, including:

• Increasing choice and convenience for purchasing alcohol in the province
• Enhancing gaming options for consumers, including through online channels
• Implementing the model for the distribution and retail of cannabis
• Bolstering confidence in Ontario's capital markets
• Regulating the financial services sector so that insurance, mortgages and credit are accessible, competitive, and allow all citizens to live, work and thrive in big cities and small towns across Ontario

What can I expect to do in this role?

As the Associate Deputy Minister, ORPAR, you will be responsible for advancing policies that impact major government business enterprises, including the Liquor Control Board of Ontario (LCBO), the Ontario Cannabis Store (OCS) and the Ontario Lottery and Gaming Corporation (OLG); as well as agencies in the financial services sector such as the Ontario Securities Commission (OSC) and the Financial Services Regulatory Authority of Ontario (FSRA).

Reporting to the Deputy Minister, Ministry of Finance, the successful candidate will be responsible for executive leadership and strategic planning to support the efficient and effective delivery of the government's key priorities including leading the ministry's regulatory policy agenda and ongoing oversight of regulatory and revenue-generating agencies.

Transformational Leadership

• You have demonstrated ability to deliver on transformational change, challenge assumptions, identify opportunities for innovation and support renewal through the attraction of top talent
• You have a solid understanding of the principles and practices of business transformation and change management in an organization that continually experiences change
• You have experience defining, communicating and enabling a vision for change, and can engage internal and external stakeholders to achieve the vision

Relationship Management and Communications

• You are a skilled communicator that can effectively provide strategic advice on high profile issues, deliver results and work across the organization with other leaders
• You have experience collaborating with existing partners and developing relationships with new stakeholders inside and outside of your organization
• You have proven ability to manage complex relationships and maintain key contacts at all levels of government, agencies and other organizations

Policy, Agency and Regulatory Experience

• You can translate government commitments into strategic program policy
• You have a strong financial and business acumen, and have experience leading commercial negotiations or projects
• You understand modern regulatory concepts and best practices, taking evidence and risk-based approaches to compliance
• You can provide the required leadership to the ongoing oversight, governance and relationships with regulatory and revenue-generating agencies
